Stakeholders can submit their suggestions and comments by July 2, 2024. The regulations will apply to all obligated entities, including distribution licensees (DISCOMs), open access consumers, and captive users within the National Capital Territory of Delhi.
<a href="https://www.mercomindia.com/gensol-guvnl-500-mwh-bess-auction" target="_blank" rel="noopener">Gensol Engineering won Gujarat Urja Vikas Nigam’s auction to set up pilot projects of 250 MW/500 MWh standalone battery energy storage systems (BESS)</a> in Gujarat under tariff-based global competitive bidding (Phase III). Gensol quoted a tariff of ₹372,978 (~$4,463)/MW/month to win the entire capacity. The tariff quoted in the auction was 17% lower than the ₹448,996 (~$5,424)/MW/month quoted by Gensol to win 70 MW/140 MWh under GUVNL’s Phase II auction to set up pilot projects of 250 MW/500 MWh standalone BESS in Gujarat.

The tender fee is ₹5,000 (~$59.82) + GST.
Bidders must submit an earnest money deposit of ₹50,000 (~$598.24), the validity of which is 180 days. They must pay a performance bank guarantee of 10% of the estimated cost or total contract value (whichever is higher).
The work order/contract period will be for a year, and it may be extended for another year, subject to performance and work executed by the successful bidder. The successful bidder will carry out the work at the quoted price.
Bidders should have executed geotechnical investigation works within the preceding three years, achieving the following progress of work: Boring of at least 250 m in soil in any one month in one or more concurrently running contracts and drilling of at least 20 m in rock in any one month in one or more concurrently running contracts.
Bidders must have completed at least one project in a similar area with a liquefaction zone.
The average annual turnover of the bidders in the preceding three financial years should not be less than ₹1 million (~$11,963.6). Their net worth of the previous three financial years should be positive.

The completion schedule is as follows:

<li>Pre-Feasibility Report: One week after receiving written feedback from GPCL on the draft pre-feasibility report.</li>
<li>Draft Detailed Project Report: Seven weeks from the approval of the pre-feasibility report by GPCL.</li>
<li>Final Detailed Project Report: Within one week following GPCL&#8217;s final comments.</li>

The Gujarat Urja Vikas Nigam (GUVNL) recently <a href="https://www.mercomindia.com/guvnl-issues-tender-to-from-projects-across-india" target="_blank" rel="noopener">invited</a> bids to procure electricity from 500 MW grid-connected solar photovoltaic power projects, excluding energy storage. The tender allows for new projects and those in the development stage or already operational across India.

GPCL Issues Consultancy Tender for 5 MW Solar with Storage Project

Gujarat Power Corporation Limited (<a href="https://gpcl.gujarat.gov.in/" target="_blank" rel="noopener">GPCL</a>) has issued an engineering, procurement, and construction (EPC) tender to install a minimum of 1 MW of rooftop solar projects at Sun Temple and Modhera town and the surrounding project affected area in the Mehsana district of the state.
The last date to submit online bids is February 28, 2022. The pre-bid meetings will take place on February 11 and February 15. GPCL will communicate the bid opening date to technically qualified bidders.
Bidders must furnish ₹1.86 million (~$24,821) as an earnest money deposit. In addition, the successful bidder should also submit 10% of the EPC contract value, excluding Goods and Services Tax (GST), as a performance bank guarantee within two weeks after the issuance of the letter of intent.
The scope of work includes the development of a smart integrated energy project that comprises 1,000 residential rooftop solar systems with a 1 kW capacity each in Modhera, Sujanpura, and Samalaiyapara village households in the Mehsana district. Of this, a minimum of 500 systems should be grid-connected. The vendors must also install 250 kW of rooftop solar systems on various government buildings in aforesaid villages in the district.
The bidders will be responsible for the design, engineering, supply, procurement, construction, erection, testing, and commissioning of the overall 1 MW of grid-connected rooftop solar systems. After commissioning these projects, the successful bidder must also provide comprehensive operation and maintenance services for ten years.
To participate in the competitive bidding process, bidders must have installed and commissioned rooftop solar projects totaling 500 kW or above capacity after April 1, 2016.
In the last three financial years, bidders’ net worth should not be less than ₹20 million (~$266,763).
The successful bidder must commission rooftop solar systems within 45 days from the date of the letter of intent. If the bidder fails to commission systems within the time, liquidated damages will be levied subject to a maximum of 5% of the EPC contract value.
According to the tender document, the successful bidder should provide solar modules with 72 cells, and modules must be selected as per the Approved List of Models and Manufacturers (ALMM) issued by the Ministry of New and Renewable Energy.
The vendor must provide a ten-year warranty for solar modules. Solar modules’ peak power output should not be less than 90% at the end of ten years and 80% at the end of 25 years.
In October 2021, the Gujarat Urja Vikas Nigam Limited (GUVNL) <a href="https://mercomindia.com/gujarat-residential-rooftop-solar-program/" target="_blank" rel="noopener">decided</a> to allow registration of residential rooftop solar applications for up to 750 MW capacity from empaneled vendors for the financial year 2020-21 under the SURYA Gujarat program.
Mercom had earlier <a href="https://mercomindia.com/tender-12-mw-of-rooftop-solar-gujarat/" target="_blank" rel="noopener">reported</a> that the Gujarat Development Agency issued a tender for 12 MW of grid-connected rooftop solar systems on government buildings in the state.

Bids Invited to Install 1 MW of Rooftop Solar at Sun Temple and Modhera

The Gujarat Power Corporation Limited (<a href="https://gpcl.gujarat.gov.in/" target="_blank" rel="noopener">GPCL</a>) has issued a tender for the operations and maintenance of a 5 MW solar PV power project at Gujarat Solar Park, located in Charanka village of Patan district.
The last date for the bid submission is January 15, 2019.
The Gujarat State Electricity Corporation (GSECL), a power generation company, had <a href="http://www.gseb.com/Tender/File/GSECL/Corporate%20Office/P&amp;P_PMI_150%20MW%20SOLAR%20PV_050517.pdf" target="_blank" rel="noopener">tendered</a> 150 MW (3×50 MW) of solar projects to be developed in the solar park back in <a href="https://mercomindia.com/gujarat-state-electricity-corporation-invites-bids-develop-150-mw-solar-projects-charanka-solar-park/" target="_blank" rel="noopener">May 2017</a>.
<a href="https://mercomindia.com/bhel-bags-orders-solar-projects-gujarat/" target="_blank" rel="noopener">In June 2018,</a> Bharat Heavy Electricals Limited (BHEL), a public sector undertaking involved in the manufacturing of electrical equipment, announced that it had acquired orders worth ₹1.25 billion (~$0.019 billion) for the development of two solar projects in the same park.
<a href="https://mercomindia.com/bhel-to-construct-75mw-solar-gujarat/" target="_blank" rel="noopener">Previously, Mercom reported</a> about <a href="http://bhel.com/" target="_blank" rel="noopener">BHEL</a>’s  announcement stating that it had bagged a 75 MW grid-connected solar PV project to develop in Gujarat Solar Park, located in Charanka village of Patan district.
<a href="https://mercomindia.com/gujarat-rfs-500-mw-solar/" target="_blank" rel="noopener">Recently</a>, the Gujarat Urja Vikas Nigam Limited (GUVNL) issued Request for Selection (RfS) for the purchase of power from 500 MW grid connected solar photovoltaic power projects to be set up in the state (Phase IV).
Gujarat, which has been making steady progress in terms of solar capacity addition and is home to not one but two solar parks. In <a href="https://mercomindia.com/gujarat-indias-largest-solar-park/" target="_blank" rel="noopener">April 2018,</a> the Gujarat government announced that the state will soon have the largest solar park at a single location in India as it had approved the establishment of a 5,000 MW in Dholera Special Investment Region (<a href="http://www.dmicdc.com/projects.aspx?mpgid=15&amp;pgidtrail=15&amp;Projid=16" target="_blank" rel="noopener">DSIR</a>) in the state. <a href="https://mercomindia.com/gujarat-eoi-1-gw-dholera-solar-park/" target="_blank" rel="noopener">Then in August,</a> the GUVNL invited expression of interest from project developers to develop 1,000 MW of grid-connected solar PV projects in the Dholera Special Investment Region (DSIR) in the state.
According to Mercom’s <a href="https://mercomindia.com/product/india-solar-project-tracker/" target="_blank" rel="noopener">India Solar Project Tracker</a>, Gujarat has commissioned ~1.5 GW of large scale solar projects and ~1.7 GW of projects are currently in the development pipeline.

O&M Tender Issued for a 5 MW Solar Project in Gujarat Solar Park

The Gujarat Urja Vikas Nigam Limited (<a href="http://www.gseb.com/guvnl/index.aspx" target="_blank" rel="noopener noreferrer">GUVNL</a>) has invited expression of interest (EoI) from project developers to develop 1,000 MW of grid-connected solar PV projects in the Dholera Special Investment Region (<a href="http://www.dmicdc.com/projects.aspx?mpgid=15&amp;pgidtrail=15&amp;Projid=16" target="_blank" rel="noopener noreferrer">DSIR</a>) in the state.
The deadline for submitting EoI is October 15, 2018. Gujarat Power Corporation Limited (<a href="https://gpcl.gujarat.gov.in/" target="_blank" rel="noopener noreferrer">GPCL</a>) will be the nodal agency for the development of the solar park. GUVNL will procure the power from the solar PV projects.
The final selection of developers for the projects will be through competitive bidding followed by reverse e-auction. The bid documents of a competitive bidding process will be prepared after consulting the developers participating in this EoI and in the EoI meeting.
The date, time and venue of the EoI meeting will be communicated after the evaluation of the documents. Developers willing to participate in this EoI shall have to mandatorily attend the EoI meeting. Only the developers who attend the meeting will be eligible for participating in the tender subsequently.
<a href="https://mercomindia.com/gujarat-largest-solar-park-issue-tender-august/" target="_blank" rel="noopener noreferrer">In July 2018</a>, it was reported that the Dholera Special Investment Region (DSIR) in Gujarat was expected to issue its first 1,000 MW tender in August.
“This is going to be the largest single-location ultra mega solar park of 5,000 MW in the country. We are hopeful of inviting bids for the first 1,000 MW in the next one month,” Jai Prakash Shivahare, managing director of Dholera Industrial City Development Corporation (DICDC) had told PTI back then.
Earlier in April 2018, <a href="https://mercomindia.com/gujarat-indias-largest-solar-park/" target="_blank" rel="noopener noreferrer">Mercom reported</a> that the Gujarat government approved the establishment of a 5,000 MW solar park in the Dholera Special Investment Region (<a href="http://www.dmicdc.com/projects.aspx?mpgid=15&amp;pgidtrail=15&amp;Projid=16" target="_blank" rel="noopener noreferrer">DSIR</a>).
The park is expected is to cover an area of more than 27,000 acres upon completion. According to a Gujarat state government release issued earlier this year, “The proposed solar park will attract investment of ₹250 billion (~$3.84 billion) and provide employment opportunities to more than 20,000 individuals.”
The solar park will also open more opportunities for the full supply chain of manufacturing units in Dholera International City and the surrounding areas.
According to Mercom’s <a href="https://mercomindia.com/product/india-solar-project-tracker/" target="_blank" rel="noopener noreferrer">India Solar Project Tracker</a>, Gujarat has ~1.4 GW of large-scale solar projects in operation and over 500 MW under development. Solar installations in 2017 totaled just 282 MW in the state and its solar RPO is set at 4.25 percent for 2018-19.

Gujarat Invites EoI to Develop 1,000 MW of Projects at Dholera Solar Park

The Dholera Special Investment Region (DSIR) in Gujarat is expected to issue its first 1,000 MW tender next month, a senior official told PTI.
Earlier, <a href="https://mercomindia.com/gujarat-indias-largest-solar-park/" target="_blank" rel="noopener">Mercom reported</a> that the Gujarat government approved the establishment of a 5,000 MW solar park in the Dholera Special Investment Region (<a href="http://www.dmicdc.com/projects.aspx?mpgid=15&amp;pgidtrail=15&amp;Projid=16" target="_blank" rel="noopener">DSIR</a>). The park is expected to cover an area of more than 27,000 acres upon completion.

M.K. Das, the principal secretary in the government of Gujarat, told PTI, &#8220;We expect very good response as the capacity we are offering is massive, which will not only give economies of scale to developers, but also benefit from development happening in the Dholera region.&#8221;

The state government has also planned a 200 MW wind park with an investment of ₹14 billion (~$0.20 billion) in Dholera.
