Daily News Wrap-Up: DERC Issues Draft RPO Regulations
GPCL has invited bids for a contour survey of solar, wind, hybrid, and BESS projects

The Delhi Electricity Regulatory Commission (DERC) has issued the draft DERC (Renewable Purchase Obligation And Renewable Energy Certificate Framework Implementation) Regulations, 2024. Stakeholders can submit their suggestions and comments by July 2, 2024. The regulations will apply to all obligated entities, including distribution licensees (DISCOMs), open access consumers, and captive users within the National Capital Territory of Delhi.
Gensol Engineering won Gujarat Urja Vikas Nigam’s auction to set up pilot projects of 250 MW/500 MWh standalone battery energy storage systems (BESS) in Gujarat under tariff-based global competitive bidding (Phase III). Gensol quoted a tariff of ₹372,978 (~$4,463)/MW/month to win the entire capacity. The tariff quoted in the auction was 17% lower than the ₹448,996 (~$5,424)/MW/month quoted by Gensol to win 70 MW/140 MWh under GUVNL’s Phase II auction to set up pilot projects of 250 MW/500 MWh standalone BESS in Gujarat.
Pralhad Joshi has been appointed the Minister of New and Renewable Energy (MNRE) in the National Democratic Alliance government led by Prime Minister Narendra Modi. Manohar Lal Khattar is the new Minister of Power. In the previous government, R K Singh held both the Power and MNRE portfolios as Cabinet minister. This time, two Cabinet ministers will handle the two portfolios separately. Shripad Naik has been given charge as Minister of State for both the ministries.
Gujarat Power Corporation (GPCL) has invited bids for a detailed geotechnical investigation and topographical and contour survey for solar, wind, wind-solar hybrid, and battery energy storage system (BESS) projects at various locations in the state. The last date for submission of bids is July 4, 2024. Bids will be opened the same day. The projects must be installed within 90 days from the date of the letter of intent issuance.
GPCL has invited bids from consultants to prepare a pre-feasibility report and detailed project report for a 5 MW solar project with 15/20 MWh storage at the Gujarat Solar Park in Charanka. The last date to submit the bid is July 10, 2024. The estimated value of the tender is ₹4.5 million (~$53,852). Bidders must submit a non-refundable tender fee of ₹10,000 (~$119.67) + ₹1,800 (~$21.54) GST.
NTPC Vidyut Vyapar Nigam has invited bids from channel partners to install grid-connected solar power systems under PM Surya Ghar: Muft Bijli Yojana in the districts of Andhra Pradesh covered under Central Power Distribution Company and Eastern Power Distribution Company.
