					</table><p>The Maharashtra Energy Development Agency (<a href="https://www.mahaurja.com/meda/en" target="_blank" rel="noopener">MEDA</a>) has invited bids for a cumulative capacity of 1.4 MW grid-connected rooftop and ground-mounted solar projects.</p>
<p>The projects span the Gadchiroli, Bhandara, Chandrapur, and Nagpur districts.</p>
<p>The scope of work includes the survey, design, fabrication, supply, installation, testing, and commissioning of the grid-connected solar projects. A 5-year comprehensive maintenance contract is also a standard requirement for the successful bidders.</p>
<p>A security deposit of 3% of the contract value is applicable.</p>
<p>Bidders must have experience installing and commissioning grid-connected solar projects within the last three years.</p>
<p>The projects must be completed within 90 days from the issue of the work order, although the 32 kW Gadchiroli project has a 60-day timeline.</p>
<p>Penalties for delays are typically outlined at a rate of 1% per month up to a maximum of 10% of the total project cost.</p>
<p><strong>Gadchiroli Projects</strong></p>
<p><strong>Tender 1</strong></p>
<p>The tender is for a 40 kW grid-connected solar project to be installed with rooftop net metering at three locations: the Medical Superintendent, PSA Oxygen Plant Vadsa; Government ST Boys Hostel Armori; and Government ST Hostel Kurkheda, with an estimated cost of ₹2.28 million (~$26,448).</p>
<p>Bids must be submitted by April 17, 2025. Bids will be opened on April 18.</p>
<p>Bidders must submit an earnest money deposit (EMD) of ₹22,805 (~$264.54) with a tender document fee of ₹3,540 (~$3,540).</p>
<p>Bidders must have an average annual turnover of ₹1.7 million (~$19,720).</p>
<p><strong>Tender 2</strong></p>
<p>The tender is for a 220 kW grid-connected solar project with rooftop net metering, along with the installation of two 9-meter solar LED high masts and twelve solar streetlights at three locations: the Integrated Tribal Development Project (ITDP) Offices in Aheri and Gadchiroli and the District General Hospital, Gadchiroli, with an estimated cost of ₹13.8 million (~$160,080).</p>
<p>Bids must be submitted by April 22, 2025. The bids will be opened on April 23.</p>
<p>Bidders must furnish an EMD of ₹138,044 (~$1,601.31), with a tender document fee of ₹29,500 (~$342.10).</p>
<p>Bidders must have an average annual turnover of ₹11 million (~$127,600).</p>
<p><strong>Tender 3</strong></p>
<p>The tender is for a 138 kW grid-connected solar project across nine locations, with an estimated cost of ₹7.57 million (~$87,812).</p>

					</table><p>As India&#8217;s power grid becomes increasingly complex due to rising renewable energy penetration, the need for a stable grid has never been more pressing. With the growing share of variable solar and wind power in the energy mix, battery energy storage systems (BESS) are emerging as a critical enabler, helping bridge the gap between generation and consumption while maintaining grid balance.</p>
<p>The Ministry of Power <a href="https://www.mercomindia.com/cea-clarifies-energy-storage-integration-future-solar-tenders" target="_blank" rel="noopener">mandated</a> that co-located energy storage systems with a minimum two-hour capacity, equivalent to 10% of the installed solar capacity, be included in all future solar tenders. This directive targets strengthening grid reliability and supporting the country&#8217;s goal of achieving 500 GW of renewable energy capacity by the end of this decade.</p>
<p>Integrating storage systems into the grid helps iron out renewable energy output fluctuations. It also ensures that surplus power generated during the day can be deployed during peak evening demand.</p>
<p>Rajesh Zoldeo, Head of Business Development and Commercial for the Renewable Business, <a href="https://sembcorpindia.com/" target="_blank" rel="noopener">Sembcorp India</a>, notes, &#8220;The intermittent nature of renewables necessitates the deployment of energy storage systems that can store excess energy during periods of high generation and supply it during times of low generation.&#8221;</p>
<p>The scale of what lies ahead is reflected in the National Electricity Plan issued by the Central Electricity Authority, which estimates that India will require nearly 74 GW of storage capacity—amounting to over 411 GWh—by 2032. This capacity is essential to integrate an anticipated 364 GW solar and 121 GW wind capacity.</p>
<p>Zoldeo indicates that energy storage systems can potentially delay the need for expensive transmission infrastructure upgrades by releasing stored energy when needed most, particularly during the evening hours when solar generation tapers off.</p>
<p>The economic landscape for BESS has also undergone a dramatic shift. In 2022, tariffs hovered above <a href="https://www.mercomindia.com/jsw-renew-energy-wins-seci-tender-1gwh-bess" target="_blank" rel="noopener">₹1.08 million (~$12,570)/MW/month</a>. Two years later, prices have fallen to <a href="https://www.mercomindia.com/jsw-rays-oriana-among-winners-of-rvunls-500-mw-bess-auction" target="_blank" rel="noopener">₹221,000 (~$2,550)/MW/month</a> in recent tenders, reflecting a sharp cost reduction.</p>
<p>&#8220;The rates discovered in recent tenders for solar, wind, and battery are becoming more competitive, securing tariffs below the levelized cost of thermal power generation, which is a turning point for India&#8217;s renewable energy sector,&#8221; remarked Zoldeo.</p>

<p>This tariff decline has been largely driven by falling lithium-ion battery costs, bolstered by advances in technology and expanded manufacturing capacity. In 2023, lithium-ion battery pack prices had dropped by 14% to $139/kWh, largely due to easing raw material and component prices. The trend accelerated further in 2024, with prices <a href="https://www.mercomindia.com/lithium-ion-battery-historic-low-price/" target="_blank" rel="noopener">declining</a> another 20% to $115/kWh, the steepest annual drop since 2017.</p>
<p>Even electricity regulatory commissions have taken note of falling battery costs. In January this year, the Central Electricity Regulatory Commission <a href="https://www.mercomindia.com/cerc-rejects-tariff-for-secis-1000-mwh-bess-project/" target="_blank" rel="noopener">rejected</a> Solar Energy Corporation of India&#8217;s petition to adopt tariffs for its 500 MW/1,000 MWh standalone BESS pilot projects as battery costs had fallen drastically since the auction. While the bidding process was transparent and guideline-compliant, the Commission ruled that adopting the outdated tariffs would harm consumer interests.</p>
<p>Factors contributing to this decline include overcapacity in cell manufacturing, increased adoption of lithium-iron-phosphate chemistries, and slower electric vehicle demand growth.</p>
<p>These cost reductions have prompted the government to <a href="https://www.mercomindia.com/government-enhances-bess-capacity-target/" target="_blank" rel="noopener">scale</a> its viability gap funding (VGF) program for BESS. Initially targeting 4,000 MWh of storage capacity by 2028, the program has expanded its scope to 13,200 MWh.</p>
<p>The financial support, capped at ₹2.7 million (~$32,114)/MWh or 30% of the capital cost—whichever is lower—is designed to enhance the commercial viability of storage projects.</p>
<p>The VGF disbursement structure is spread over five tranches, beginning with an initial 10% release upon financial closure, followed by a 45% share at the point of commercial operation, and concluding with staggered payments of 15% over the following three years. The expanded funding framework is expected to unlock broader participation in the sector while creating a stable foundation for storage-led hybrid energy development.</p>
<p>The Ministry of Power directed all states and implementing agencies to award all BESS contracts by June 2025 to enable the completion of the VGF program by May 2027.</p>
<p>These policy shifts offer developers a range of advantages, from project portfolio diversification to long-term government-backed power purchase agreements. Experts note that the combination of contractual stability and capital assistance makes BESS-integrated tenders compelling for developers with the technical expertise and scale to deliver.</p>
<p>However, the path to scale is not without hurdles. According to industry insiders, despite the declining costs, the high initial investment in BESS technology and the high cost of energy storage continue to remain barriers to its widespread adoption.</p>
<p>With India aiming to scale BESS to match its renewable ambitions, supportive policy frameworks will be vital. Initiatives like waivers on interstate transmission charges and energy storage obligations are good starting points.</p>
<p>One critical regulatory hurdle is the ₹10 (~$0.12)/kWh ceiling on the power exchanges during peak hours, which Zoldeo believes stifles market-based pricing. This cap limits potential revenue from energy arbitrage, reducing the commercial viability of BESS projects.</p>
<p>If this ceiling is removed and true market prices can be discovered during high-demand periods, it would significantly enhance the financial returns of energy shifting. This, in turn, would incentivize many developers to invest in BESS solutions.</p>

					</table><p><a href="https://www.jindalstainless.com/" target="_blank" rel="noopener">Jindal Stainless</a>’s subsidiary, JSL Super Steel, has announced it will procure 11 MW of power from <a href="https://sunsure-energy.com/" target="_blank" rel="noopener">Sunsure Energy</a>’s 49 MW solar power project in Augasi, Uttar Pradesh.</p>
<p>JSL Super Steel signed a power purchase agreement with Sunsure Energy worth nearly ₹40 million (~$464,889) to receive 16.5 million units (MU) of power annually. The company said this agreement will help it meet 40% of its energy needs through clean power.</p>
<p>Jagmohan Sood, COO, Jindal Stainless, said, “This deal is part of Jindal Stainless’s short-term goal of reducing 50% carbon emissions by 2035.” The company aims to reach net-zero emissions by 2050.</p>
<p>Over the next five years, the company plans to invest ₹7 billion (~$81.3 million) in various decarbonization projects.</p>
<p>Per Jindal Stainless’s annual report 2023-24, the company sourced 200,194 J of its energy needs from renewable sources during the year. I</p>
<p>Jindal Stainless said it also commissioned a 7.3 MW floating solar project on a water reservoir in Jajpur and a 6.54 MW rooftop solar project at its Hisar unit.</p>
<p>The company has signed a memorandum of understanding (MoU) with renewable energy company Oyster for a wind-solar hybrid renewable project at Hisar for 100 MW of renewable energy. It also signed an MoU with ReNew Power for a 100 MW round-the-clock renewable energy supply for its Jajpur facility.</p>
<p>Additionally, the company plans to install 18.5 MW rooftop solar projects for its multiple entities across different locations.</p>
<p>In September 2024, Jindal Steel and Power (JSP) and Jindal Renewables <a href="https://www.mercomindia.com/jindal-to-develop-green-hydrogen-facility-for-use-in-its-steelworks" target="_blank" rel="noopener">announced </a>they would invest in green hydrogen production for steelmaking in Angul, Odisha.</p>
<p>In February 2024, JSP <a href="https://www.mercomindia.com/jindal-commissions-solar-project-at-odisha-steel-mill" target="_blank" rel="noopener">commissioned</a> a 15 MW rooftop solar project at its steel manufacturing plant in Angul, Odisha.</p>

					</table><p>India’s first commercial standalone battery energy storage system (BESS) project with a 20MW/40MWh capacity at the distribution company level and a tariff approved by the electricity regulatory authority has been commissioned by power sector infrastructure investment trust <a href="https://www.indigrid.co.in/" target="_blank" rel="noopener">IndiGrid</a> in Delhi.</p>
<p>The Kilokari BESS project was awarded to IndiGrid in October 2023 by BSES Rajdhani Power (<a href="https://www.bsesdelhi.com/web/brpl" target="_blank" rel="noopener">BRPL</a>).</p>
<p>The project’s levelized annual tariff of ₹5.7 million (~$66,944)/MW/year, nearly 55% lower than the previous benchmark ₹13 million (~$151,089)/MW/year, was <a href="https://www.mercomindia.com/delhi-regulator-greenlights-energy-storage-project" target="_blank" rel="noopener">approved</a> by the Delhi Electricity Regulatory Commission in May last year.</p>
<p>Kilokari BESS is a special purpose vehicle formed by a consortium of IndiGrid 2 and <a href="https://amperehourenergy.com/" target="_blank" rel="noopener">Amperehour Solar Technology</a>.</p>
<p>The BESS project has been designed to integrate renewable energy into the distribution level grid system, facilitate grid stabilization, manage peak power demand, and address various ancillary needs. It will support in lowering power procurement costs and defer the need to upgrade the capacity at the Kilokari 33/11 kV power substation.</p>
<p>The project is supported by Global Energy Alliance for People and Planet which is targeting 1 GW of BESS commitments in India by 2026, aligning with India’s aim to deploy 47 GW of BESS by 2032.</p>
<p>IndiGrid’s portfolio includes 41 power projects, comprising 49 transmission lines with an approximate length of 8,700 ckm, 15 substations with a transformation capacity of 22,550 MVA, 855 MW of solar generation capacity, and 450 MW/900 MWh of BESS.</p>
<p>India’s total BESS capacity <a href="https://www.mercomindia.com/india-battery-storage-capacity-219-mwh" target="_blank" rel="noopener">reached</a> 219.1 MWh as of March 2024, according to Mercom India Research’s report, India’s Energy Storage Landscape. According to the report, 1.6 GWh (~1 GW) of standalone BESS, 9.7 GW of renewable energy projects with energy storage, and 78.1 GW of pumped hydro projects were in various stages of development as of March 2024.</p>
<p>Earlier this year, IndiGrid <a href="https://www.mercomindia.com/indigrid-revenue-flat-q3-fy25" target="_blank" rel="noopener">reported</a> a consolidated revenue of ₹7.72 billion (~$89.53 million) in the third quarter of the financial year 2025, marking a 2.4% year-over-year increase from ₹7.54 billion (~$87.45 million).</p>

<p>Bids must be submitted by April 26, 2025. Bids will be opened on April 28.</p>
<p><strong>Tender 1 </strong></p>
<p>This tender is for a cumulative capacity of 4.5 MW.</p>
<p>Bidders must furnish an earnest money deposit (EMD) of ₹1.2 million (~$13,851.92) and a tender document fee of ₹15,000 (~$173.25).</p>
<p>They must install projects of 500 kW capacity each at Kriti (Theog) and Sharog (Rohru) in the Shimla district, Charang in the Kinnaur district, Kashidhar and Gaahar in the Kullu district, Jagla in the Lahaul and Spiti district, and Bharti (Kasauli), Kendol (Doon), and Navgaon (Arki) in the Solan district.</p>
<p>The projects’ total estimated cost is ₹60 million (~$692,550).</p>
<p>Bidders must have installed and commissioned solar projects with a minimum capacity of 500 kW. However, the cumulative capacity of such projects must have been at least 1 MW.</p>
<p>Bidders must have an annual turnover of ₹20 million (~$230,850).</p>
<p><strong>Tender 2 </strong></p>
<p>This tender is for a cumulative capacity of 2 MW.</p>
<p>Bidders must furnish an EMD of ₹800,000 (~$9,635.20) and a tender document fee of ₹10,000 (~$120.44).</p>
<p>They must install projects of 500 kW capacity each at Kariyan and Challara in the Chamba district, Dhandri (Chintpurni) in the Una district, and Basantpur (Indora) in the Kangra district.</p>
<p>The projects’ total estimated cost is ₹40 million (~$481,408).</p>
<p>Bidders must have installed and commissioned solar projects with a minimum capacity of 500 kW.</p>
<p>Bidders must have an annual turnover of ₹10 million (~$120,352).</p>
<p><strong>Tender 3 </strong></p>
<p>This tender is for a cumulative capacity of 2 MW.</p>
<p>Bidders must furnish an EMD of ₹1.6 million (~$18,432) and a tender document fee of ₹20,000 (~$230.40).</p>
<p>They must install projects of 500 kW capacity each at Thala Uarla (Palampur), Hadoli (Jawalamukhi), and Pargod (Shahpur) in the Kangra district, and Chaloh (Sujanpur) in the Hamirpur district.</p>
<p>The projects’ total estimated cost is ₹80 million (~$921,600).</p>
<p>Bidders must have installed and commissioned solar projects with a minimum capacity of 500 kW. However, the cumulative capacity of such projects must be at least 1 MW.</p>
<p>Bidders must have an annual turnover of ₹20 million (~$230,850)</p>
<p>Selected bidders for all tenders must furnish</p>
<p>All projects must be commissioned within eight months of the award date. They will also have a five-year operation and maintenance period.</p>
<p>The scope of work for all tenders entails the design, engineering, installation, performance testing, and commissioning of the projects. It also involves conducting site feasibility assessments, procurement, logistics operations, and erection of the projects.</p>
<p>Additionally, successful bidders must oversee energy generation from each project, with an expected annual generation of 800,000 kW per system.</p>
<p>In February 2024, HIMURJA <a href="https://www.mercomindia.com/himachal-pradesh-floats-rooftop-solar-projects" target="_blank" rel="noopener">invited</a> bids to empanel vendors for the rate contract to design, manufacture, erect, test, and commission rooftop solar projects of capacities ranging from 1 kW to 500 kW under the net metering and net billing program.</p>

Himachal Pradesh Floats EPC Tenders for 8.5 MW Solar Projects

					</table><p>The Central Electricity Regulatory Commission (<a href="https://cercind.gov.in/" target="_blank" rel="noopener">CERC</a>) has approved a final levelized tariff of ₹2.68 (~$0.031)/kWh for <a href="https://ntpc.co.in/index.php" target="_blank" rel="noopener">NTPC</a>’s 92 MW floating solar projects at Rajiv Gandhi Combined Cycle Power Project (RGCCPP) in Kayamkulam, Kerala.</p>
<p><strong>Background</strong></p>
<p>On May 11, 2018, NTPC signed a memorandum of understanding with the Kerala State Electricity Board (<a href="https://kseb.in/ksebhome" target="_blank" rel="noopener">KSEBL</a>) for developing renewable power projects.</p>
<p>It commenced bidding for engineering, procurement, and construction (EPC) contracts for two phases of 92 MW floating solar projects at the RGCCPP in Kayamkulam.</p>
<p>NTPC signed a draft power purchase agreement (PPA) with KSEBL, proposing a tariff based on the EPC costs discovered through competitive bidding. This draft PPA stipulated a tariff of ₹3.16 (~$0.037)/kWh payable by KSEBL for energy supplied up to 28% capacity utilization factor (CUF). The tariff was contingent upon the Kerala State Electricity Regulatory Commission’s (<a href="https://www.erckerala.org/" target="_blank" rel="noopener">KSERC</a>) approval.</p>
<p>KSERC held that the applicable tariff would be the lower value between the tariff determined by CERC and the mutually agreed tariff of ₹3.16 (~$0.037)/kWh between KSEBL and NTPC. CERC initially determined an interim tariff of ₹2.94 (~$0.034)/kWh for the project.</p>
<p>The project’s 22 MW and 70 MW phases were delayed by approximately 19 and 13 months, respectively.</p>
<p>It achieved its commercial operation date (COD) on June 24, 2022.</p>
<p>This development led to petitions to CERC filed by KSEBL requesting a review of the provisional tariff and the final tariff’s determination and NTPC seeking approval of the revised levelized tariff and recovery of various costs caused by the project’s COD delays.</p>
<p><strong>Commission’s Analysis</strong></p>
<p>CERC reiterated that the final tariff would be lower than ₹3.16 (~$0.037)/kWh or the approved tariff.</p>
<p>It approved the final levelized tariff of ₹2.68 (~$0.031)/kWh for the solar projects.</p>
<p>The approved tariff is lower than NTPC’s claimed amount of ₹3.22 (~$0.038)/kWh and lower than the previously determined interim tariff of ₹2.94 (~$0.034)/kWh.</p>
<p>Additionally, the Commission directed NTPC to issue bills for the energy generated from the Kayamkulam project based on the finalized tariff for the full 25-year PPA period.</p>
<p>The Commission also acknowledged that NTPC and KSEBL recognized that force majeure events caused the COD delays. It concluded that NTPC was entitled to an interest during the construction of ₹128.1 million (~$1.47 million) and an incidental expenditure during the construction of ₹44.8 million (~$516,904) for the delays.</p>
<p>The Commission approved a capital cost of ₹4.57 billion (~$54.87 million). However, it dismissed NTPC&#8217;s additional cost claim for a 7 km motorable road, as it was not constructed.</p>
<p>Recently, CERC <a href="https://www.mercomindia.com/cerc-approves-tariffs-for-ntpcs-1-gw-wind-solar-hybrid-projects" target="_blank" rel="noopener">approved</a> tariffs ranging from ₹3.43 (~$0.04)/kWh to ₹3.46 (~$0.04)/kWh for NTPC’s 1 GW interstate transmission system-connected wind-solar hybrid power projects.</p>

CERC Approves Tariff for NTPC’s 92 MW Floating Solar Projects in Kerala

					</table><p>Indian Oil Corporation (<a href="https://iocl.com/" target="_blank" rel="noopener">IOCL</a>), through its Digboi Refinery under the Assam Oil Division, has floated a tender for the comprehensive annual maintenance of solar projects with capacities of 1,000 kW, 100 kW, and 50 kW.</p>
<p>Bids must be submitted by April 22, 2025. Bids will be opened on April 24.</p>
<p>Bidders must submit a bid security declaration and furnish a security deposit of 10% of the total contract value.</p>
<p>The scope of work entails operating and maintaining the solar panels, measuring string currents weekly, cleaning solar modules fortnightly, and maintaining the supervisory control and data acquisition system. Selected bidders will be responsible for the safety of workers and adherence to safety regulations.</p>
<p>The contract is for two years from the site handover date, whichever is later.</p>
<p>Bidders must have completed three similar works, each costing at least ₹227,737 (~$2,639.41), or two similar works, each costing at least ₹303,650 (~$3,519.71), or one work costing at least ₹ 379,562 (~$4,399.51) within the last seven years.</p>
<p>Bidders must have a minimum annual turnover of ₹455,000 (~$5,273.80), including GST, during any of the preceding three financial years. They must submit financial documents such as audited balance sheets and profit and loss statements, preferably with a UDIN, signed by them and a chartered accountant.</p>
<p>Earlier this year, IOCL <a href="https://www.mercomindia.com/indian-oil-issues-tender-to-replace-1-solar-modules-at-jodhpur-project" target="_blank" rel="noopener">issued</a> a tender for replacing 1 MW solar modules along with necessary cabling and connection and integrating it with the existing 5 MW solar power project at Rawra in Jodhpur, Rajasthan.</p>
<p>In October 2024, IOCL <a href="https://www.mercomindia.com/iocl-floats-om-tender-for-4-36-mw-rooftop-solar-systems" target="_blank" rel="noopener">invited</a> bids for the annual operation and maintenance contract of the 4,360 kW rooftop solar systems installed at IOCL, Paradip Refinery and Township, in Odisha.</p>
<p>In May, IOCL <a href="https://www.mercomindia.com/indian-oil-consultancy-tender-renewable-projects" target="_blank" rel="noopener">invited</a> bids from technical consultants for project management consultancy services to set up renewable energy projects at various locations across India.</p>

<p>The scope of work includes the design engineering review of the engineering, procurement, and construction (EPC) contractor, site management, inspection and testing, module inspection services, and plant performance testing.</p>
<p><strong>Tender 1 </strong></p>
<p>The tender for PMC services for 107 MW ground-mounted solar projects are the following SCCL locations:</p>
<ul>
<li>A 5 MW project at Singareni Thermal Power Project</li>
<li>A 37 MW project at Ramagundam-3 (20 MW OB Dump and 17 MW Ground)</li>
<li>A 5 MW project at Sathupalli in the Kothagudem area</li>
</ul>
<p>Bids must be submitted by April 30, 2025. Bids will be opened on the same day.</p>
<p>Bidders must furnish an earnest money deposit of ₹200,000 (~$2,418) and a tender fee of ₹7,080 (~$85).</p>
<p>Bidders must have experience in PMC or owner engineering services for at least one ground-mounted solar project with a capacity of 50 MW in a single contract. They must also have consulted on such projects with cumulative capacity of 1,000 MW over the last five financial years.</p>
<p>Bidders must have a minimum annual average turnover of ₹50 million (~$604,700) in the last three financial years, specifically for consultancy services. They must also have a positive net worth as of March 31, 2024.</p>
<p><strong>Tender 2 </strong></p>
<p>The tender for PMC services for 30 MW solar projects are at the following SCCL locations:</p>
<ul>
<li>A 15 MW project at Yellandu</li>
<li>A 10 MW project at Bhupalpalli</li>
<li>A 5 MW project in the Ramagundam-1 area</li>
</ul>
<p>Bids must be submitted by April 29, 2025. Bids will be opened on the same day.</p>
<p>Bidders must furnish an earnest money deposit of ₹50,000 (~$605) and a tender fee of ₹1,950 (~$23).</p>
<p>Bidders must have experience in PMC or owner engineering services for at least one ground-mounted solar project with a minimum capacity of 15 MW as a single contract. They must also have consulted on such projects with a minimum cumulative capacity of 300 MW in the past five financial years.</p>
<p>Bidders must have a minimum annual average turnover of ₹10 million (~$120,900) over the last three financial years solely from consultancy services and a positive net worth as of March 31, 2024.</p>
<p>Bidders cannot be consortiums, associations, and subcontracting entities. The required personnel on a bidder’s payroll must include a team leader, safety expert, facility performance test witness expert, inspection engineer for factory acceptance testing, and an inspection engineer for solar modules at the factory.</p>

SCCL Issues Consultancy Tenders for 137 MW Solar Projects in Telangana

					</table><p>The Gujarat Electricity Regulatory Commission (<a href="https://gercin.org/" target="_blank" rel="noopener">GERC</a>) has approved Gujarat Urja Vikas Nigam’s (GUVNL) petition to adopt a tariff of ₹372,978 (~$4,350.36)/MW/Month to procure 250 MW/ 500 MWh storage capacity from standalone battery energy storage systems (BESS).</p>
<p><strong>Background</strong></p>
<p>The petitioner, GUVNL, approached the Commission to adopt the tariffs discovered in the auction to <a href="https://www.mercomindia.com/gensol-guvnl-500-mwh-bess-auction" target="_blank" rel="noopener">procure</a> storage capacity from a 250 MW/500 MWh standalone BESS with an additional greenshoe option of 250 MW/500 MWh.</p>
<p>This procurement is to support the state to meet its renewable purchase obligation (RPO) and energy storage obligation (ESO) targets.</p>
<p>The petitioner submitted that its bidding process was transparent and conducted per the Electricity Act, 2003 and guidelines issued by the central government. It detailed the tender process, including the publication of tender documents, pre-bid meetings, and the evaluation of technical and financial bids.</p>
<p>Additionally, the petitioner argued that the rates discovered were lower than previous auction for GUVNL Phase-II <a href="https://www.mercomindia.com/gensol-indigrid-guvnls-bess-auction-record-low-tariffs" target="_blank" rel="noopener">concluded</a> in March 2024, and other auctions by the central bidding agencies in the past two years.</p>
<p><a href="https://www.gensol.in/" target="_blank" rel="noopener">Gensol Engineering</a>, the successful bidder, accepted the discovered tariff and had no objections to its adoption.</p>
<p>The petitioner and Gensol Engineering are yet to sign the battery energy storage purchase agreement (BESPA).</p>
<p><strong>Commission’s Analysis</strong></p>
<p>GERC sought and received clarifications from GUVNL on technical and operational details, including safety aspects and the methodology for selecting the Gujarat Energy Transmission Corporation (GETCO) sub-stations to install the battery energy storage systems.</p>
<p>The Commission observed that the petitioner’s bidding process was transparent, competitive, and adhered to established guidelines. It also noted that the successful bidder had no objection to the tariff.</p>
<p>The Commission approved a tariff of ₹372,978 (~$4,350.36)/MW/Month based on GUVNL’s compliance with ESO and RPO targets.</p>
<p>Additionally, the Commission acknowledged that the discovered tariff was lower than previous tariffs.</p>
<p>The Commission did not pass an order on the tender’s greenshoe option. It directed GUVNL and Gensol Engineering to make their submissions regarding this modality within seven days of the order.</p>
<p>It also directed the petitioner to sign the BESPA with the selected bidder and share copies of the signed BESPA and its relevant details.</p>
<p>The petitioner was also mandated to share the names of its tender’s successful bidders, their quoted tariffs, and the amount breakup. This information will stay on the petitioner’s website for 30 days.</p>
<p>Recently, the Maharashtra Electricity Regulatory Commission <a href="https://www.mercomindia.com/maharashtra-regulator-approves-tariff-battery-storage-capacity" target="_blank" rel="noopener">approved</a> the Maharashtra State Electricity Distribution Company’s (MSEDCL) petition to procure 250 MW/500 MWh battery storage capacity with an additional 500 MW/1,000 MWh greenshoe capacity at a tariff of ₹219,001 (~$2,560)/MW/month for 12 years. The energy procured from these projects will contribute to MSEDCL’s energy storage obligation.</p>

Gujarat Regulator Approves Tariff for 500 MWh Battery Energy Storage Project

					</table><p>Liquid air energy storage (LAES) could be a cost-effective long-term energy storage solution, according to a new study by an international research team from the Massachusetts Institute of Technology (<a href="https://web.mit.edu/" target="_blank" rel="noopener">MIT</a>) and the Norwegian University of Science and Technology (<a href="https://www.ntnu.edu/" target="_blank" rel="noopener">NTNU</a>). The study suggests that LAES can provide a reliable method for storing and releasing electricity as needed.</p>
<p><strong>How liquid air storage works</strong></p>
<p>The LAES process involves three stages: charging, storing, and discharging. During charging, ambient air is cleaned, dried, and liquified using electricity. This liquid air is stored in insulated tanks at low temperatures and atmospheric pressure. When electricity demand increases, the liquid air is pressurized, heated, and vaporized, driving a turbine to generate electricity.</p>
<p>The study claims that this process is clean, using only ambient air and electricity, and can be implemented at multiple locations, including near industrial sites that can exchange waste heat to improve efficiency. The technology uses commercially available components and does not rely on rare or expensive materials.</p>
<p><strong>Economic viability</strong></p>
<p>The researchers investigated LAES&#8217; economic viability in future power grids by calculating its net present value (NPV) to determine whether the project will generate more profits than its costs over its lifetime. This value accounts for LAES&#8217; long-term financial feasibility by considering revenues, capital expenditures, and operational costs, all of which are discounted at a 7% rate.</p>
<p>To achieve this, the researchers developed a model to stimulate LAES performance within projected energy markets, utilizing comprehensive pricing data from the National Renewable Energy Laboratory (NREL). Using this model, they analyzed various decarbonization scenarios provided by the NREL across 18 U.S. regions.</p>
<p>The model considered capital expenditures, operating costs, and revenue from the purchase and sale of electricity.</p>
<p>The researchers found that a 100 MW LAES system would only be economically viable if 100% decarbonization is achieved by 2035. Even then, profitability was limited to certain southern states, such as Texas and Florida, where energy market conditions favored LAES technology. The model showed that LAES would be financially sustainable only in scenarios where demand for stored energy was high, particularly in markets with ideal pricing structures.</p>
<p>The researchers also conducted a sensitivity analysis on storage capacity, comparing weekly versus monthly storage durations. Their analysis indicated that weekly storage offered greater economic efficiency, as monthly storage incurred unnecessary costs for excess capacity.</p>
<p>The research emphasizes the crucial role of aggressive decarbonization policies and specific regional market conditions in determining the economic viability of LEAS as a vital component of future sustainable energy grids.</p>
<p><strong>Improving NPV</strong></p>
<p>The research team explored two key factors to enhance LAES&#8217; economic competitiveness: energy efficiency improvements and the implementation of financial incentives.</p>
<p>The report states that while advancements in energy efficiency yielded limited NPV improvements under realistic market conditions, introducing capital expenditure subsidies, ranging from 40% to 60%, enhanced economic viability across all realistic scenarios.</p>
<p>Additionally, integrating LAES with existing power projects and industrial facilities could reduce costs and improve efficiency to make it a more attractive investment for energy providers.</p>
<p><strong>Cost Comparison </strong></p>
<p>The levelized storage cost for LAES was approximately $60/MWh, regardless of the decarbonization scenario.</p>
<p>The report claims that LAES is approximately one-third the cost of lithium-ion battery storage and half of that of pumped hydro.</p>
<p>This cost advantage can position LAES as a viable option for grid-scale energy storage in the future. Furthermore, LAES does not degrade over time like lithium-ion batteries, ensuring consistent performance throughout its operational life.</p>
<p>The research also found that the location of the LAES system affects its costs, further highlighting the importance of regional analysis.</p>
<p>Last January, MIT researchers <a href="https://www.mercomindia.com/mit-scientists-develop-free-batteries-for-evs" target="_blank" rel="noopener">designed</a> a new lithium-ion battery, which includes a cathode based on organic materials instead of metals such as cobalt or nickel.</p>

					</table><p>NTPC Green Energy (<a href="https://www.ngel.in/ngel-home" target="_blank" rel="noopener">NGEL</a>) has invited bids for procuring 2,500 kW central inverters for a 140 MW solar power project in Bilhaur, Uttar Pradesh.</p>
<p>Bids must be submitted by April 8, 2025. Bids will be opened on the same day.</p>
<p>Selected bidders must furnish a contract performance guarantee of 10% of the total order value.</p>
<p>They must procure TBEA’s model-TC2500KF central inverters which are fully compatible with the existing TBEA inverters installed at the Bilhaur solar project. They must be designed as direct replacements, requiring no modifications.</p>
<p>Successful bidders must submit an interchangeability certificate indicating the inverters’ compatibility with the project’s existing TBEA inverters and provide factory test reports upon material delivery.</p>
<p>The inverters must have a warranty of 12 months from the date of commissioning or 18 months from the date of receipt, whichever occurs earlier.</p>
<p>Delay in meeting project requirements will attract liquidated damages of 0.5% of the unexecuted order value per week of delay. However, the bidder’s liability will not exceed 5% of the awarded order value.</p>
<p>Bidders must be Class I local suppliers per the Public Procurement (Preference to Make in India), Order 2017, and subsequent amendments issued by the Department for Promotion of Industry and Internal Trade.</p>
<p>Bidders must submit their experience through authenticated documents such as work and purchase orders, letters of award, contract agreements, and client and completion certificates.</p>
<p>Bidders withdrawing their offers within the validity period will be barred from future NTPC tenders for six months from the withdrawal date.</p>
<p>Recently, NTPC Renewable Energy <a href="https://www.mercomindia.com/ntpc-renewable-energy-813-mw-wind-project-karnataka" target="_blank" rel="noopener">invited</a> bids for supplying and installing 271 wind turbine generators for an 813 MW interstate transmission system-connected power project in Bellary, Karnataka.</p>
<p>In the same month, NGEL <a href="https://www.mercomindia.com/ntpc-green-issues-eoi-5-mw-solar-12-mwh-battery" target="_blank" rel="noopener">invited</a> expressions of interest to develop a 5 MW solar project and a 4 MW/12 MWh battery energy storage system in Great Nicobar Island.</p>

NTPC Floats Tender to Procure 2.5 MW Central Inverters for Solar Project

					</table><p><a href="https://www.pfcclindia.com/" target="_blank" rel="noopener">PFC Consulting</a> has invited bids to establish an interstate transmission system (ISTS) to evacuate 2,500 MW of renewable energy from the Morena Special Economic Zone in Madhya Pradesh.</p>
<p>Bids must be submitted by June 9, 2025. Bids will be opened on the same day.</p>
<p>Bidders must furnish a document fee of ₹500,000 (~$5,852) and a bid bond of ₹208 million (~$2.43 million).</p>
<p>Selected bidders must submit ₹520 million (~$6.08 million) as a contract performance guarantee within ten days from the date of issue of the letter of intent.</p>
<p>The scope of work entails establishing a 3&#215;1500 MVA, 765/400 kV, and 2&#215;500 MVA, 400/220 kV pooling substation, and 2&#215;330 MVAr 765 kV and 2&#215;125 MVAr 420 kV bus reactors.</p>
<p>It also involves constructing a 90 km 765 kV D/C transmission line from the Morena pooling substation (south of Sabalgarh) to Karera (near Datia). At Karera, two 765 kV line bays must be installed for terminating the Morena pooling substation – Karera 765 kV D/C line.</p>
<p>Selected bidders must augment the 400/220 kV transformation capacity at the 765/400/220 kV Karera substation (Section I) by adding a 1&#215;500 MVA interconnecting transformer.</p>
<p>They must commission the system within 27 months of signing the transmission service agreement.</p>
<p>Bidders must have developed infrastructure projects with a total capital expenditure of at least ₹10.4 billion (~$121.76 million) in the last five years. The capital expenditure of each project must have been at least ₹2.08 billion (~$24.35 million).</p>
<p>The projects must have been completed at least seven days before the bid submission deadline. Bidders must have held at least 26% ownership in the company executing the projects from financial closure to commissioning.</p>
<p>Bidders can also participate if they have received at least ₹10.4 billion (~$121.76 million) from clients for completed infrastructure projects over the past five years. The payment for each project must have been at least ₹2.08 billion (~$24.35 million).</p>
<p>Bidders must have a minimum net worth of ₹4.16 billion (~$48.7 million) in the last three financial years. Their net worth should not have been negative in any of the past three financial years.</p>
<p>In March this year, PFC Consulting <a href="https://www.mercomindia.com/pfc-invites-bids-for-renewable-energy-transmission-project-in-madhya-pradesh/" target="_blank" rel="noopener">invited</a> bids to augment the evacuation capacity of renewable energy by 4.5 GW and construct line bays at the Mandsaur substation in Madhya Pradesh.</p>
<p>In October 2024, PFC Consulting <a href="https://www.mercomindia.com/pfc-consulting-evacuate-andhra-pradesh/" target="_blank" rel="noopener">invited</a> bids to select a transmission service provider to set up an ISTS at Ananthapur-II Renewable Energy Zone (Phase I) in Andhra Pradesh to evacuate an additional 4.5 GW of renewable energy.</p>

					</table><p>The Madhya Pradesh Electricity Regulatory Commission (<a href="https://mperc.in/" target="_blank" rel="noopener">MPERC</a>) has issued a new retail electricity tariff order for the financial year (FY) 2025-26, leading to an increase in power charges across all consumer categories.</p>
<p>The determined tariffs will take effect seven days after publication in prominent statewide newspapers and remain in effect until further amendment by the Commission.</p>
<p>Distribution companies, including Madhya Pradesh Poorv Kshetra Vidyut Vitaran (East DISCOM), Madhya Pradesh Paschim Kshetra Vidyut Vitaran (West DISCOM), and Madhya Pradesh Madhya Kshetra Vidyut Vitaran (Central DISCOM), must issue a seven-day public notice before implementing these changes and submit quarterly reports on the progress of R(RDSS).</p>
<p>The tariff order introduces higher fixed charges and energy charges for industrial, non-industrial, commercial, and power-intensive consumers. These changes are expected to impact electricity costs for households, businesses, and industries across the state.</p>
<p><strong>Industrial Consumers</strong></p>
<p>Fixed charges have increased across all voltage levels for industrial consumers. At the 11 kV level, the monthly fixed charge rose from ₹384 (~$4.60)/kVA to ₹399 (~$4.79)/kVA, while at 33 kV, it increased from ₹616 (~$7.39)/kVA to ₹631 (~$7.57)/kVA. At higher voltage levels of 132 kV and 220/400 kV, fixed charges increased from ₹704 (~$8.45)/kVA to ₹719 (~$8.63)/kVA.</p>
<p>Energy charges have increased by (~$0.0024)/kWh across all categories. For consumers with a load factor of up to 50%, charges at 11 kV rose from ₹7.30 (~$0.0876)/ to ₹7.50 (~$0.09)/kWh. Charges for exceeding a 50% load factor grew to ₹6.50 (~$0.078)/kWh from ₹6.30 (~$0.0756)/kWh.</p>
<p><strong>Non-Industrial Consumers</strong></p>
<p>Fixed charges for non-industrial consumers have also increased. At the 11 kV level, charges rose from ₹348 (~$4.18)/kVA to ₹363 (~$4.36)/kVA. The fixed charges at the 33 kV category grew from ₹501 (~$6.01)/kVA to ₹516 (~$6.19)/kVA. At the 132 kV level and above, fixed charges increased from ₹593 (~$7.12)/kVA to ₹608 (~$7.30)/kVA.</p>
<p>Energy charges rose by ₹0.15 (~$0.0018)/kWh across the board, with rates at the 11 kV level growing from ₹7.70 (~$0.0924)/kWh to ₹7.85 (~$0.0942)/kWh, and those for consumers with an over 50% load factor increasing from ₹6.80 (~$0.0816)/kWh to ₹6.95 (~$0.0834)/kWh.</p>
<p><strong>Power-Intensive Industries</strong></p>
<p>For power-intensive industries, fixed charges have remained unchanged at ₹627 (~$7.52)/kVA for consumers at the 33 kV level and ₹766 (~$9.19)/kVA for 132 kV and above.</p>
<p>However, energy charges for these categories have increased significantly. Charges for customers with up-to-50% load factor at the 33 kV level increased from ₹5.65 (~$0.0678)/kWh to ₹5.91 (~$0.0709)/kWh. For the 132 kV level and above, charges rose from ₹5.41 (~$0.0649)/kWh to ₹5.67 (~$0.068)/kWh. This increase represents the largest energy tariff hike of ₹0.26 (~$0.0031)/kWh compared to other holtage  consumer categories.</p>
<p><strong>Shopping Malls</strong></p>
<p>For shopping malls, fixed charges have remained unchanged at ₹356 (~$4.27)/kVA for 11 kV level consumers and ₹413 (~$4.96)/kVA for consumers at 33 kV and above. However, energy charges have increased, with charges for the up-to-50% load factor category rising from ₹7.50 (~$0.09)/kWh to ₹7.66 (~$0.0919)/kWh at the 11 kV level and from ₹7.40 (~$0.0888)/kWh to ₹7.56 (~$0.0907)/kWh at 33 kV and above.</p>
<p>For consumers with a load factor above 50%, rates have increased from ₹6.75 (~$0.081)/kWh to ₹6.91 (~$0.0829)/kWh at 11 kV and from ₹6.35 (~$0.0762)/kWh to ₹6.51 (~$0.0781)/kWh at higher voltage levels.</p>
<p><strong>Wheeling Charges</strong></p>
<p>Wheeling charges at the 33 kV level will be ₹0.18 (~$0.00216)/kWh and ₹0.75 (~$0.009)/kWh for the 11 kV category. Transmission charges are fixed at ₹0.86 (~$0.010)/kWh. Open-access consumers will be subject to a cross-subsidy surcharge and additional surcharges, while renewable power users will have a designated green energy tariff.</p>
<p>The Commission also implemented MPERC (Power Quality Regulations) 2025, mandating adherence to specified power quality standards to address stakeholder concerns on supply quality.</p>
<p>During the public consultation period, the Commission received 84 stakeholder comments. These comments included requests to increase the existing rebate for certain consumers from ₹1 (~$0.012)/kWh to ₹2 (~$0.024)/kWh and to reclassify the cement, textile, and paper pulp industries as power-intensive industries.</p>

Madhya Pradesh Increases Power Tariffs Across All Categories

					</table><p>The Chhattisgarh State Electricity Regulatory Commission (<a href="https://cserc.gov.in/" target="_blank" rel="noopener">CSERC</a>) has approved a tariff of ₹3.50 (~$0.0409)/kWh for procuring 310 MW of solar power under the Pradhan Mantri Kisan Urja Suraksha Evam Utthaan Mahabhiyan (PM KUSUM) Component C.</p>
<p><strong>Background</strong></p>
<p>The decision follows a petition filed by the Chhattisgarh State Power Distribution Company (<a href="https://cspdcl.co.in/cseb/" target="_blank" rel="noopener">CSPDCL</a>), seeking approval of the bidding documents and adoption of the tariff for power to be purchased from renewable generators.</p>
<p>The company had issued a Request for Selection (RfS) inviting solar power generators to establish grid-connected solar projects with a cumulative capacity of 600 MW under the KUSUM program. CSPDCL proposed a tariff of ₹3.50 (~$0.0409)/kWh for approval by the Commission.</p>
<p>The proposed tariff was challenged by Vishwa Shakti Industries and Soumitra Fuels who argued that the tariff was unviable due to high project costs, particularly because of the mandatory use of the more expensive Domestic Content Requirement (DCR) panels.</p>
<p>They claimed that the tariff for PM KUSUM Component C would exceed the generic levelized tariff set by the Commission. They also sought modifications in the bid documents, including the removal of metering clauses for agricultural consumers, reevaluation of project costs, reduction in minimum generation and capacity utilization factor requirements, compensation for power losses due to line breakdowns or outages, and state government assistance for land acquisition.</p>
<p><strong>Commission’s Analysis</strong></p>
<p>The Commission examined these objections and noted that CSPDCL had largely modeled its bidding framework on the Maharashtra State Electricity Distribution Company (MSEDCL), with amendments in the metering clause.</p>
<p>It deemed this framework appropriate for Chhattisgarh and approved the bid documents.</p>
<p>Additionally, the Commission reviewed the wide range of rates quoted by bidders, which varied from ₹3.04 (~$0.0355) to ₹9 (~$0.1052)/kWh.</p>
<p>It considered the recommendations of the rate negotiation committee formed by CSPDCL and ultimately approved a tariff of ₹3.50 (~$0.0409)/kWh. This decision was based on negotiated prices, comparable tariffs for similar-sized solar projects, and Central Financial Assistance.</p>
<p>Earlier this year, CSERC <a href="https://www.mercomindia.com/chhattisgarh-draft-dsm-guidelines" target="_blank" rel="noopener">issued</a> the Draft Chhattisgarh State Electricity Regulatory Commission (Intra-State Deviation Settlement Mechanism and Related Matters) Regulations, 2025.</p>

Chhattisgarh Regulator Approves ₹3.50/kWh as Tariff for 310 MW Solar Project

					</table><p>Sarala Project Works, <a href="https://orianapower.com/" target="_blank" rel="noopener">Oriana Power</a>, and <a href="https://www.pacedigitek.com/" target="_blank" rel="noopener">Pace Digitek</a> are winners in Karnataka Power Transmission Corporation’s (<a href="https://kptcl.karnataka.gov.in/english" target="_blank" rel="noopener">KPTCL</a>) auction to set up 500 MW/1,000 MWh grid-connected standalone battery energy storage systems (BESS) to manage peak power demand.</p>
<p>Sarala won 50 MW at a tariff of ₹249,500 (~$2,913.02)/MW/month. Oriana quoted a tariff of ₹254,490 (~$2,971.28)/MW/month to win 50 MW. Pace won 250 MW, also at a tariff of ₹254,490 (~$2,971.28)/MW/month.</p>

<p>The unsuccessful bidders were NTPC Green and JSW Neo, who quoted tariffs of 16.63% and 23.85% over the lowest tariff.</p>
<p>Of the total auctioned capacity, only 700 MWh capacity was awarded. KPTCL will likely explore ways to allot the remaining capacity.</p>
<p>KPTCL issued the tender in February this year.</p>
<p>Successful bidders can avail viability gap funding (VGF) of ₹2.7 million (~$32,114)/MWh or 30% of the project’s capital cost, whichever is lower.</p>
<p>The total project capacity must be situated near substations within Karnataka’s state transmission utility network, with land identification and allocation falling under KPTCL’s scope.</p>
<p>The selected BESS developers will establish, operate, and maintain the BESS. The primary goal is to ensure that the energy storage facility is available to the State Load Despatch Centre (SLDC) on behalf of the state’s Electricity Supply Companies (ESCOMs) for charging and discharging as required.</p>
<p>The developers must ensure that the BESS operates for two cycles per day. The system can be charged from any energy source, including conventional ones. The SLDC will manage the scheduling of charging and discharging on behalf of the state ESCOMs, which will also supply the necessary power for charging, considering the minimum system efficiency.</p>
<p>Recently, the Ministry of Power <a href="https://www.mercomindia.com/government-enhances-bess-capacity-target" target="_blank" rel="noopener">directed</a> all states and implementing agencies to award all BESS contracts by June 2025, enabling the VGF program to be completed by May 2027. Due to a decline in BESS prices in the recent past, a higher BESS capacity of 13,200 MWh, up from 4,000 MWh, is envisaged as part of the VGF program.</p>
<p>India’s total BESS capacity reached 219.1 MWh as of March 2024, according to Mercom India Research’s newly released report, <a href="https://www.mercomindia.com/product/india-energy-storage-landscape" target="_blank" rel="noopener">India’s Energy Storage Landscape</a>.</p>
<p>According to the report, 1.6 GWh (~1 GW) of standalone BESS, 9.7 GW of renewable energy projects with energy storage, and 78.1 GW of pumped hydro projects were in various stages of development (60 GW under survey and investigation, and 18.1 GW under development) as of March 2024.</p>
