					</table><p>Bharat Petroleum Corporation (<a href="https://www.bharatpetroleum.in/" target="_blank" rel="noopener">BPCL</a>) has invited bids to set up a green hydrogen plant and refueling station at the 100% solar-powered Cochin International Airport (CIAL) in Kochi, Kerala.</p>
<p>The last date to submit bids is March 1, 2024. Bids will be opened on the same day.</p>
<p>The proposed facility, to be used to refuel hydrogen buses, will have the capacity to produce 100 normal cubic meters per hour (Nm3/hr) of green hydrogen using a 500-kW electrolyzer system. It must also have the provision to expand up to 200 Nm3 /h.</p>
<p>The facility will include an electrolyzer system, oxygen and hydrogen separators, synthesis towers, purification systems, compressors, storage cascades, dispensing units, and other auxiliary systems.</p>
<p>Renewable energy and raw water connection will be provided at the site.</p>
<p>The tender invites bids for the procurement of the electrolyzer system with a balance of stack and accessories for hydrogen generation capacity at 30 bar pressure. The minimum purity of hydrogen produced should be 99.998%.</p>
<p>The electrolyzer system will be a containerized plug-and-play system. It will include rectifiers, transformers, piping, valves, instruments, analyzers, electrical systems, and automation using a programmable logic controller.</p>
<p>The contractor must provide two years’ worth of spares and operate and maintain the system for five years after commissioning. The delivery period is six months from issuing the letter of acceptance.</p>
<p>The design, engineering, and project management consulting for the project will be executed by <a href="https://tractebel-engie.com/en" target="_blank" rel="noopener">Tractebel Engineering</a>.</p>
<p>Recently, the Ministry of New and Renewable Energy (MNRE) <a href="https://www.mercomindia.com/mnre-pilot-implement-hydrogen-steel" target="_blank" rel="noopener">launched</a> pilot projects aimed at using green hydrogen to decarbonize the transport, steel, and shipping industries.</p>
<p>MNRE also <a href="https://www.mercomindia.com/mnre-incentives-green-hydrogen-production" target="_blank" rel="noopener">outlined</a> a framework to incentivize the production of 200,000 MT of green hydrogen annually.</p>
<p>Last year, Oil India <a href="https://www.mercomindia.com/oil-india-green-hydrogen-himachal" target="_blank" rel="noopener">invited</a> bids to establish a 1 MW green hydrogen project in Himachal Pradesh, with a 17 Kg/hr generation capacity.</p>

					</table><p>Telecommunications Consultants India (<a href="https://www.tcil.net.in/index.php" target="_blank" rel="noopener">TCIL</a>) has invited bids for the development of solar power projects of 20 MW at Muscat International Airport and 6 MW at Salalah Airport in Oman on an asset lease basis for a fixed tenure.</p>
<p>The scope of the work includes design, engineering, supply, construction, testing, and commissioning, including operation and maintenance.</p>
<p>The last date for the submission of bids is October 16, 2023. Bids will be opened the same day.</p>
<p>Bidders are exempted from paying both tender fees and earnest money deposit.</p>
<p>They must  provide an undertaking to submit a Performance Security Guarantee (PBG) that matches the one submitted by TCIL to the end client. The PBG should be equal to at least 5% of the contract value or as determined on a case-by-case basis if the contract is awarded to TCIL.</p>
<p>The average annual financial turnover of the bidders over the last three years, ending on March 31 of the previous financial year, should be at least 30% [25% for micro and small enterprises (MSEs) and startups] of the estimated purchase cost.</p>
<p>Bidders should a positive networth as of March 31 of the last financial year. They should also be profitable before tax in at least two of the last three financial years.</p>
<p>The technical experience criteria related to IT/Telecom projects in the last seven years from the bid submission date are as follows:</p>
<p>For projects with an estimated completion period of less than or equal to one year, the bidder should have two similar works, each costing no less than 30% (25% for MSEs and startups) of the estimated cost, in the last seven years or one similar work costing no less than 40% (35% for MSEs and startups) of the estimated cost, in the last seven years.</p>
<p>For projects with an estimated completion period of more than one year, the bidder should have experience in two similar works, each costing no less than 30% (25% for MSEs and startups) of the estimated cost in the last seven years or one similar work costing no less than 50% (45% for MSEs and startups) of the estimated cost, in the last seven years.</p>
<p>In June, TCIL <a href="https://www.mercomindia.com/tcil-empanelment-150-ev-charging-stations" target="_blank" rel="noopener">invited</a> bids for the empanelment of charging point operators to commission electric vehicle charging stations at various locations in the national capital region on a revenue-sharing model.</p>

TCIL Seeks Bids for 26 MW Solar Projects at Airports in Oman

					</table><p><strong><a href="https://www.mercomindia.com/seci-revenue-power-trading-100-billion" target="_blank" rel="noopener">Central government-owned Solar Energy Corporation of India has earned over ₹100 billion (~$1.22 billion) in renewable power trading revenues in the financial year 2022-23, the highest ever since its inception.</a></strong> The company plays a central role in several government programs that traded over 35 billion renewable energy units in the fiscal year ending March 31. It represented a 59% year-over-year jump in its power trading volume.</p>
<p><a href="https://www.mercomindia.com/leh-indias-first-green-hydrogen-fuel-cell-microgrid" target="_blank" rel="noopener"><strong>Uneecops Technologies, a Delhi-based green hydrogen and solar developer, has won the engineering, procurement, and construction (EPC) contract for setting up a green hydrogen-based fuel cell microgrid of 25 kW capacity at Alchi in the Leh region.</strong></a> The project will be developed at a high altitude of 3,200 meters. Uneecops will also be responsible for the operation and maintenance of the project for three years to ensure the smooth and uninterrupted operation of the microgrid.</p>
<p><strong><a href="https://www.mercomindia.com/low-middle-income-nations-invest-renewables" target="_blank" rel="noopener">The World Bank has proposed a comprehensive framework for the energy transition in low- and middle-income countries (LICs and MICs) involving the deployment of renewable energy and energy efficiency technologies and the phasing down of coal-fired power generation.</a></strong> The World Bank estimates that LICs and MICs will need to invest approximately $1.3 trillion per year in renewable energy and energy efficiency by 2030, which is more than four times the current level of investment.</p>
<p><strong><a href="https://www.mercomindia.com/ocean-offshore-project-scotland-finance-2-4-billion" target="_blank" rel="noopener">Floating offshore wind power solutions developer Ocean Winds announced that its Moray West Offshore Wind Farm in Scotland secured £2bn (~$2.4 billion) of non-recourse project finance and reached the financial close</a>.</strong> Ocean Winds, a joint venture between EDP Renewables and ENGIE, supported the project as the primary sponsor, while Ignitis Group was the minority shareholder. Corporate power purchase agreements (CPPAs) were signed with long-term strategic partners for over 50% of the project’s output.</p>
<p><strong><a href="https://www.mercomindia.com/rigid-electron-polymer-organic-solar-cells" target="_blank" rel="noopener">In a new experiment aimed at improving organic solar cells&#8217; efficiency to maintain long-term stability, scientists found that addressing the issue of electron donor polymer chain twisting can enable these cells to produce affordable and efficient energy over the long term.</a></strong> The work published in the journal Joule, focussed on the degradation mechanisms for two components used in the light-absorbing layer of organic solar cells: the electron donor and electron acceptor materials.</p>
<p><strong><a href="https://www.mercomindia.com/us-vote-repeal-tariff-suspension-solar-imports" target="_blank" rel="noopener">A United States House of Representatives committee has voted to restore tariffs on solar panel imports from four Southeast Asian nations, reversing the Biden administration’s decision to allow more “unfair” solar imports from China into the U.S.</a></strong> In a bipartisan move, the Ways and Means Committee said that by allowing solar products through Cambodia, Malaysia, Thailand, and Vietnam, “China is obviously circumventing American tariffs designed to ensure a level playing field for American workers.”</p>
<p><strong><a href="https://www.mercomindia.com/tcil-bids-25-mw-solar-project-mauritius" target="_blank" rel="noopener">Telecommunications Consultants India, Mauritius, a Government of India Enterprise, has invited bids for the installation and commissioning of a 25 MW of grid-connected solar power project with an associated transmission line up to the point of dispatch to the grid in Mauritius.</a></strong> The successful bidder must also oversee the project’s operation and maintenance for one year. The last date to submit the bids is April 28, 2023. Bids will be opened on the same day.</p>
<p><strong><a href="https://www.mercomindia.com/australia-to-green-bonds-program-in-2024" target="_blank" rel="noopener">The Australian Government will introduce a sovereign green bonds program in 2024 to enable investors to support public projects driving Australia’s net-zero transition and boosting the country’s green finance market scale.</a></strong> The green bonds initiative is expected to increase transparency around climate outcomes and the volume of accessible green investments. The recent second investor roundtable announced the decision that allowed collaboration between governments, investors, banks, global asset managers, and superannuation funds.</p>

Daily News Wrap-Up: SECI’s Renewable Trading Revenue at ₹100 Billion in FY23

<p><a href="https://www.vikramsolar.com/" target="_blank" rel="noopener noreferrer">Vikram Solar</a> has announced the commissioning of new solar projects at three airports for the Airports Authority of India.</p>
<p>The three projects have been installed at Dibrugarh in Assam, Gaya in Bihar, and Gondia in Maharashtra. Together, these three projects have a cumulative capacity of 1,165 kW.</p>
<p>The solar project at the Dibrugarh airport will be of 725 kW capacity and is expected to generate over 10 million kWh annually, while the ones at the Gondia and Gaya will support a capacity of 220 kW and each of them will generate 300,000 kWh annually.</p>
<p>The project in Dibrugarh is designed to serve as a solar carport and has been developed using monocrystalline modules. A solar carport, also called solar canopies, are overhead canopies with solar modules installed on the top.</p>
<p>With the commissioning of these three projects, Vikram Solar says it will have a total portfolio of over 4 MW of such projects spread across six airports in the country.</p>
<p>Airports across the country have jumped on to the solar power bandwagon and have commissioned projects on their premises, thanks to the push by the Airports Authority of India. Solar projects have been installed at airports of cities like Bengaluru, Cochin, Trivandrum, Hyderabad, Chennai, Trichy, Calicut, Vijayawada and Tirupati.</p>
<p>While some are already running on solar power, many others have announced tenders for the installation of solar systems.</p>
<p>For instance, the AAI <a href="https://mercomindia.com/aai-tender-solar-open-access-amritsar/" target="_blank" rel="noopener noreferrer">recently issued</a> a tender for the procurement of solar power by Amritsar Airport through open access. According to the tender documents, Amritsar Airport is looking to procure 1.577 million units of solar power every year for a contract period of 10 years.</p>
<p>Then in September 2019, the AAI <a href="https://mercomindia.com/aai-announces-tender-rooftop-solar-pune-airport/" target="_blank" rel="noopener noreferrer">announced</a> tender for a 100 kW grid-connected rooftop solar project to be installed at Pune Airport’s terminal building.  In the same month, it also <a href="https://mercomindia.com/aai-tender-solar-begumpet-airport-andhra-pradesh/" target="_blank" rel="noopener noreferrer">issued</a> a tender for 1 MW of grid-connected solar projects at Begumpet Airport in Hyderabad.</p>

Airports in Assam, Bihar, and Maharashtra Go Solar

<p>The <a href="https://www.aai.aero/" target="_blank" rel="noopener">Airports Authority of India (AAI)</a> is on the lookout for an engineering, procurement, and construction (EPC) contractor to develop a 1.2 MW grid-connected solar photovoltaic (PV) project at the Lal Bahadur Shastri International Airport (LBSI) in Varanasi, Uttar Pradesh.</p>
<p>The bid-submission deadline is April 23, 2018. The estimated project cost is ₹74,273,540 (~$1,137,680) and the project completion timeframe is five months from the time the contract is awarded.</p>
<p>The scope of work includes site survey, shadow analysis, complete design for optimal use of space, engineering, manufacture, supply, storage, insurance, civil work, erection, testing, and commissioning of the grid-connected solar PV project.</p>
<p>After commissioning, the successful bidder will be responsible for providing five years of operation and maintenance (O&amp;M) services.</p>
<p>AAI is seeking to use solar as a low-cost and renewable source of power to fuel operations at various airports across India. In <a href="https://mercomindia.com/grid-connected-commissioned-kolkata-international-airport/" target="_blank" rel="noopener">December 2017</a>, a 15 MW grid-connected solar PV project was inaugurated at the Netaji Subhas Chandra Bose International (NSCBI) Airport in Kolkata, West Bengal.</p>
<p>The Lal Bahadur Shastri International Airport is just one of several Indian airports that have opted to install solar projects in recent months.</p>
<p>In <a href="https://mercomindia.com/sterling-wilson-develop-9-9-mw-grid-connected-solar-at-cochin-airport/" target="_blank" rel="noopener">January 2018,</a> CIAL Infrastructures Ltd. concluded bidding for the development of 9.9 MW of grid-connected solar projects at the Cochin airport. <a href="https://mercomindia.com/rooftop-solar-ahmedabad-airport/" target="_blank" rel="noopener">That</a> same month, a 700 kW rooftop solar PV project was nearing completion at the Ahmedabad airport, and the power generated by that project was expected to be used for captive consumption at the airport.</p>
<p>According to Mercom sources, another 730 kW rooftop solar PV project is also being implemented at the Madurai Airport.</p>
