TCIL Seeks Bids for 26 MW Solar Projects at Airports in Oman

Telecommunications Consultants India (TCIL) has invited bids for the development of solar power projects of 20 MW at Muscat International Airport and 6 MW at Salalah Airport in Oman on an asset lease basis for a fixed tenure.
The scope of the work includes design, engineering, supply, construction, testing, and commissioning, including operation and maintenance.
The last date for the submission of bids is October 16, 2023. Bids will be opened the same day.
Bidders are exempted from paying both tender fees and earnest money deposit.
They must provide an undertaking to submit a Performance Security Guarantee (PBG) that matches the one submitted by TCIL to the end client. The PBG should be equal to at least 5% of the contract value or as determined on a case-by-case basis if the contract is awarded to TCIL.
The average annual financial turnover of the bidders over the last three years, ending on March 31 of the previous financial year, should be at least 30% [25% for micro and small enterprises (MSEs) and startups] of the estimated purchase cost.
Bidders should a positive networth as of March 31 of the last financial year. They should also be profitable before tax in at least two of the last three financial years.
The technical experience criteria related to IT/Telecom projects in the last seven years from the bid submission date are as follows:
For projects with an estimated completion period of less than or equal to one year, the bidder should have two similar works, each costing no less than 30% (25% for MSEs and startups) of the estimated cost, in the last seven years or one similar work costing no less than 40% (35% for MSEs and startups) of the estimated cost, in the last seven years.
For projects with an estimated completion period of more than one year, the bidder should have experience in two similar works, each costing no less than 30% (25% for MSEs and startups) of the estimated cost in the last seven years or one similar work costing no less than 50% (45% for MSEs and startups) of the estimated cost, in the last seven years.
In June, TCIL invited bids for the empanelment of charging point operators to commission electric vehicle charging stations at various locations in the national capital region on a revenue-sharing model.
