Railways Issues Empanelment Tender for 1 MW Rooftop Projects in Bihar

The Ministry of Railways has issued a request for qualification to empanel agencies to implement 1 MW rooftop solar projects for Bihar’s Samastipur Division under the East Central Railways.
Bids must be submitted by July 21, 2025. Bids will be opened on the same date.
Bidders must furnish an earnest money deposit of ₹1.06 million (~$12,383) and a bid document fee of ₹34,810 (~$407).
Successful bidders must submit a performance security of ₹162 million (~$1.8 million)/MW.
The project’s estimated cost is ₹80 million (~$934,644).
There will be no financial assistance from the Ministry of New and Renewable Energy or the Ministry of Railways.
The scope of work entails the design, constructing, financing, and transfer of rooftop solar projects at select railway locations. It also includes the supply of electricity to the railways under a long-term fixed-rate power purchase agreement.
Selected bidders must operate and maintain the projects for 25 years.
Only modules from the latest Approved List of Models and Manufacturers must be used.
Bidders must have an average turnover of ₹15 million (~$175,223) and a positive net worth in the last three financial years.
Bidders must have installed grid-connected or off-grid solar rooftop systems of at least 200 kW capacity as a developer or an engineering, procurement, and construction (EPC) contractor before the bid submission date.
Alternatively, bidders must have installed and commissioned at least 1,000 kW of any grid-connected system as a developer or EPC contractor in the residential, social, industrial, commercial, government, or any other sector before the bid submission date.
In February this year, the Northern Railway, Moradabad division, issued two tenders to set up solar projects with a combined capacity of 2.791 MW at residential and service buildings, as well as level crossing gates.
In January, the Railway Energy Management Company invited bids to select developers for supplying 500 MW of round-the-clock power from grid-connected renewable energy power projects (with or without storage) to the Indian Railways.
