					</table><p>The Uttar Pradesh Expressways Industrial Development Authority (<a href="https://upeida.up.gov.in/" target="_blank" rel="noopener">UPEIDA</a>) has invited bids to set up public charging stations (PCS) through a public-private partnership (PPP) on the expressways in the state.</p>
<p>UPEIDA has planned to establish public charging infrastructure on the Yamuna Expressway, Agra-Lucknow Expressway, Bundelkhand Expressway, Purvanchal Expressway, and Gorakhpur Link Expressway.</p>
<p>The selected bidder will be responsible for planning, procuring, installing, operating, and maintaining the charging stations at the designated locations.</p>
<p>The last date for submission of bids is November 28, 2023. Bids will be opened the next day.</p>
<p>Bidders must pay ₹5,900 (~$70.8) as a bid document fee and ₹500,000 (~$6,006) as an earnest money deposit.</p>
<p>The chosen bidder must acknowledge the Letter of Acceptance (LoA) within seven days and submit a performance bank guarantee amounting to 5% of the total project cost.</p>
<p>UPEIDA will lease land at a nominal rate for ten years to the chosen bidder for PCS installation.</p>
<p>It will offer full financial support for &#8220;Behind-the-Meter Power infrastructure.&#8221; The bidder selection will be based on the Service Fee to ensure consumers pay the lowest charging fee.</p>
<p>Before submitting their bid, bidders must visit the site, assess its surroundings, and collect all technical data and other information. This includes conducting technical surveys, all of which should be done at the bidders’ expense and risk.</p>
<p>UPEIDA retains the right to establish the fundamental service performance criteria, expand collaboration with additional Charge Point Operator (CPOs), or opt for a different CPO in case of underperformance.</p>
<p>Bidders should be Original Equipment Manufacturers, Service Providers, Charge Point Operators, or a participant in the e-mobility industry.</p>
<p>They should have been in existence for a minimum of five years as of the bid due date.</p>
<p>Bidders must demonstrate a positive net worth in the fiscal year immediately preceding the bid due date.</p>
<p>They must have a minimum average annual turnover of ₹750 million (~$9 million) within the last three fiscal years leading up to the bid due date.</p>
<p>Non-local suppliers are not eligible to bid for this tender.</p>
<p>EV sales in India <a href="https://www.mercomindia.com/electric-vehicle-sales-q2-2023" target="_blank" rel="noopener">reached</a> 371,340 units in the second quarter of 2023, a year-over-year increase of 66% compared to 223,293 units sold in the same period last year.</p>
<p>Union Minister of Power and New and Renewable Energy R K Singh <a href="https://www.mercomindia.com/india-aims-at-9-fold-in-public-ev-charging-2030" target="_blank" rel="noopener">informed</a> Parliament that the government aims to install 46,397 public charging stations for EVs in nine major cities by the end of the decade.</p>

Uttar Pradesh Invites Bids for Public Charging Stations on Expressways

<p>The Uttar Pradesh Expressways Industrial Development Authority (<a href="http://upeida.in/" target="_blank" rel="noopener noreferrer">UPEIDA</a>) has issued an expression of interest (EoI) to set up charging stations for electric vehicles (EVs) in cities, highways, and expressways across the state.</p>
<p>The last date for submission of the EoI has been set for June 28, 2019.</p>
<p>The Uttar Pradesh Department of Energy had issued a circular earlier, nominating UPEIDA as the nodal agency for the development of electric vehicle charging infrastructure in the state.</p>
<p>The objective of floating the EoI is essentially to gauge the market interest from the stakeholders to formulate an appropriate policy to set up of charging stations for electric vehicles in cities and highways in the state of Uttar Pradesh. The submission will not provide any right to the applicants for staking any claim for setting up of charging stations, the EOI document has clarified.</p>
<p>The EoIs have been invited for enabling the authority to formulate a further methodology for the development of EV charging stations in Uttar Pradesh.</p>
<p>The objectives behind the move include: ensuring safe, reliable, accessible and affordable charging infrastructure, the affordable tariff for EV owners by charging station operators, generate employment and income opportunities for small entrepreneurs, to proactively support the creation of EV charging infrastructure in the initial phase and eventually create a market for EV charging business. The government guideline also aims to encourage preparedness of the electrical distribution system to adopt EV charging infrastructure.</p>
<p>The scope of work for the implementing agency includes the installation, operation, and maintenance of charging stations and battery swapping facilities for a designated period as per the parameters laid down in the government of India guidelines.</p>
<p>Last year, with an eye on the future, the Uttar Pradesh state government created a roadmap for promoting the development of EV manufacturing capacity in the state, called the <a href="https://mercomindia.com/uttar-pradesh-ev-manufacturing-policy/" target="_blank" rel="noopener noreferrer">Draft Uttar Pradesh Electric Vehicles Manufacturing Policy 2018.</a></p>
<p>Moreover, to help the electric vehicle sector grow in the state, the Uttar Pradesh Electricity Regulatory Commission (<a href="https://mercomindia.com/uperc-proposes-ev-charging-tariff/" target="_blank" rel="noopener noreferrer">UPERC</a>) recently proposed tariffs for EV charging stations in the state.</p>
<p>Mercom also <a href="https://mercomindia.com/india-budget-adoption-electric-vehicle/" target="_blank" rel="noopener noreferrer">reported</a> on the Union Cabinet approving a ₹100 billion ($1.41 billion) proposal for the implementation of a program titled ‘Faster Adoption and Manufacturing of Electric Vehicles in India Phase II (FAME India Phase II)’ aimed towards the promotion of electric mobility in the country.</p>
<p>The FAME program proposes establishing charging infrastructure, through which, about 2,700 charging stations will be established in metros, other million plus (population) cities, smart cities, and cities in hilly states across the country so that there is availability of at least one charging station in a grid of 3 kilometers (km) x 3 km.</p>
