The Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) has invited bids to set up public charging stations (PCS) through a public-private partnership (PPP) on the expressways in the state.

UPEIDA has planned to establish public charging infrastructure on the Yamuna Expressway, Agra-Lucknow Expressway, Bundelkhand Expressway, Purvanchal Expressway, and Gorakhpur Link Expressway.

The selected bidder will be responsible for planning, procuring, installing, operating, and maintaining the charging stations at the designated locations.

The last date for submission of bids is November 28, 2023. Bids will be opened the next day.

Bidders must pay ₹5,900 (~$70.8) as a bid document fee and ₹500,000 (~$6,006) as an earnest money deposit.

The chosen bidder must acknowledge the Letter of Acceptance (LoA) within seven days and submit a performance bank guarantee amounting to 5% of the total project cost.

UPEIDA will lease land at a nominal rate for ten years to the chosen bidder for PCS installation.

It will offer full financial support for “Behind-the-Meter Power infrastructure.” The bidder selection will be based on the Service Fee to ensure consumers pay the lowest charging fee.

Before submitting their bid, bidders must visit the site, assess its surroundings, and collect all technical data and other information. This includes conducting technical surveys, all of which should be done at the bidders’ expense and risk.

UPEIDA retains the right to establish the fundamental service performance criteria, expand collaboration with additional Charge Point Operator (CPOs), or opt for a different CPO in case of underperformance.

Bidders should be Original Equipment Manufacturers, Service Providers, Charge Point Operators, or a participant in the e-mobility industry.

They should have been in existence for a minimum of five years as of the bid due date.

Bidders must demonstrate a positive net worth in the fiscal year immediately preceding the bid due date.

They must have a minimum average annual turnover of ₹750 million (~$9 million) within the last three fiscal years leading up to the bid due date.

Non-local suppliers are not eligible to bid for this tender.

EV sales in India reached 371,340 units in the second quarter of 2023, a year-over-year increase of 66% compared to 223,293 units sold in the same period last year.

Union Minister of Power and New and Renewable Energy R K Singh informed Parliament that the government aims to install 46,397 public charging stations for EVs in nine major cities by the end of the decade.
