Uttar Pradesh Invites Bids for 500 MW Solar Park on Bundelkhand Expressway

The Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) has invited bids to develop an estimated 450-500 MW solar park on the Bundelkhand Expressway on a build-own-operate model.

The last date for submitting bids is November 15, 2024. Bids will be opened on November 18.

The Bundelkhand Expressway spans 296.07 km, with the designated land for the solar project comprising 15-20 meters on both sides of the carriageway, including slope and loop areas near major junctions.

A total of 1,700 hectares is available. Bidders must submit proposals for a minimum of 50 MW.

The project agreement will last 25 years from the commercial operation date.

Bidders must pay a document fee of ₹11,800 (~$140) and provide an earnest money deposit of ₹500,000 (~$5,948) per MW.

Successful bidders must also submit a performance bank guarantee of ₹1.5 million (~$17,843) per MW.

Bidders are encouraged to visit the project site before submitting their bids to assess the location, site conditions, access routes, surrounding areas, and availability of power, water, and other utilities necessary for construction.

They should also familiarize themselves with applicable laws, regulations, and other factors that could impact their bid, including risks and contingencies.

Bidders must not have been blacklisted by any government agency or found guilty of serious fraudulent practices by a court or commission in India or abroad as of the bid due date.

Bidders must use commercially established and operational technologies to minimize technology-related risks and ensure timely project commissioning.

Bidders must have a net worth of at least ₹10 million (~$118,949)/MW for the contracted capacity.

Additionally, they must have a minimum average annual turnover of ₹15 million (~$178,428)/MW for the contracted capacity over the last three financial years.

Earlier, UPEIDA invited bids to establish public charging stations on the state’s expressways through a public-private partnership.
