					</table><p>NTPC Vidyut Vyapar Nigam (<a href="https://www.nvvn.co.in/" target="_blank" rel="noopener">NVVN</a>), a wholly-owned subsidiary of <a href="https://www.ntpc.co.in/" target="_blank" rel="noopener">NTPC</a>, has invited bids from enlisted developers to install 6,352 kW of grid-connected rooftop solar power projects on various buildings of public sector undertakings under the <a href="https://www.ddpmod.gov.in/" target="_blank" rel="noopener">Department of Defense Production</a> in the southern region.</p>
<p>The last date to submit the bids is February 1, 2024. Bids will be opened on February 2.</p>
<p>The successful bidder will be responsible for the design, engineering, testing, assessment of roofs, water arrangements, electricity security, and determination of the optimal capacity for setting up the solar power systems.</p>
<p>The projects must be completed within 270 days of receiving the work order.</p>
<p>The scope of work includes operation and maintenance (O&amp;M) activities for ten years.</p>
<p>The systems are to be installed at 13 locations across Chennai, Hyderabad, Tiruchirappalli, Bengaluru, Nimmaluru, Vishakhapatnam, Palakkad, and Aruvankadu.</p>
<p>Bidders must submit a bid security amount of ₹5 million (~$60,188). The selected bidder must submit a contract performance guarantee amount equivalent to 10% of the contract value within 28 days of receiving the award notification.</p>
<p>They must also submit an O&amp;M performance guarantee amount equivalent to 10% of the O&amp;M contract price.</p>
<p>NVVN intends to finance the project through external commercial borrowings, domestic commercial borrowings, and its own sources.</p>
<p>Only bidders enlisted by NVVN and Class-I and Class-II Local Suppliers are eligible to participate in the tender.</p>
<p>The local content requirement to categorize a bidder as a &#8216;Class-I local supplier&#8217; is a minimum of 50%, and for a &#8216;Class-II local supplier,&#8217; the &#8216;local content&#8217; requirement is a minimum of 20%.</p>
<p>The average annual turnover of the enlisted bidders should not be less than ₹292.19 million (~$3.52 million) or in equivalent foreign currency during the preceding three financial years.</p>
<p>The net worth of the bidders as of the last day of the preceding financial year should not be less than 100% of their paid-up share capital.</p>
<p>Only modules listed in the Approved List of Models and Manufacturers by the Ministry of New and Renewable Energy and with a minimum 540 Wp capacity must be used for the projects.</p>
<p>The developer must maintain the minimum Annual Capacity Utilization Factor of 16% measured at the delivery point for the ten operational years, failing which they will be liable to pay for the shortfall in generation.</p>
<p>In July last year, NVVN <a href="https://www.mercomindia.com/ntpc-invites-bids-solar-projects-up-to-10-mw" target="_blank" rel="noopener">invited</a> bids to enlist engineering, procurement, and construction contractors to develop floating and ground-mounted solar power projects up to 10 MW.</p>

					</table><p>The <a href="https://www.tnurbantree.tn.gov.in/trichy/en/%e0%ae%ae%e0%af%81%e0%ae%95%e0%ae%aa%e0%af%8d%e0%ae%aa%e0%af%81-2/home-2/" target="_blank" rel="noopener">Tiruchirappalli City Corporation</a> has issued a tender for the design, shifting, installation, and commissioning of an existing 2.4 MW solar power project from the Panchappur sewage treatment plant to the 7.2 MW solar power project premises in Tiruchirappalli City Corporation, Tamil Nadu.</p>
<p>The shifted project will be put in parallel operation, and power evacuation will be merged with the 7.2 MW power evacuation system. The proposed substation will be established at the new integrated bus stand at Panchappur in Tiruchirappalli, where the project will be connected for power evacuation.</p>
<p>The contractor will be responsible for setting up interconnecting underground transmission system at an 11 kV voltage level up to the campus transformer. Operation and maintenance (O&amp;M)for ten years will also vest with the contractor.</p>
<p>The last date to submit the bids is September 9, 2022. Bids will be opened on the same day.</p>
<p>Bidders must pay a bid processing fee of 10,000 (~$125.31) and an earnest money deposit of 320,000 (~$4,010).</p>
<p>The selected contractor must furnish an unconditional and irrevocable performance bank guarantee equivalent to 2% of the total contract value within 14 days from the letter of intent.</p>
<p>Within a month before the expiry of the performance bank guarantee of the engineering procurement and construction (EPC) contract, the contractor must furnish an unconditional and irrevocable performance bank guarantee equivalent to 100% of the one-year O&amp;M value of the contract.</p>
<p>Bidders must have designed, supplied, installed, commissioned, or supervised the commissioning of solar photovoltaic grid-connected projects of cumulative installed capacity of 2.4 MW or more in central government, state government, local body, or public sector undertakings. The projects must be in operation for the last six months before the issue of the document.</p>
<p>Bidders must have a minimum average annual turnover of 10 million (~$125,315) in the preceding three financial years. They must have a positive net worth for the last year.</p>
<p>In December last year, the Solar Energy Corporation of India (SECI) <a href="https://mercomindia.com/seci-issues-epc-tender-solar/" target="_blank" rel="noopener">issued</a> an EPC tender for a 5 MW (AC) grid-connected solar power project at V.O. Chidambaranar Post Trust in Tuticorin, Tamil Nadu.</p>

Tender Issued for Shifting a 2.4 MW Solar Power Project in Tiruchirappalli

<p>The Tiruchirappalli Smart City Limited has tendered 2.4 MW of ground-mounted solar photovoltaic (PV) projects to be developed at sewage treatment plant (STP) Panchappur, located near Madurai By-Pass road in Tiruchirappalli City Corporation.</p>
<p>The bid-submission deadline is December 20, 2018. The estimated project cost is ₹125 million (~$1.78 million) and the scope of work includes the design, supply, installation, and commissioning of the ground-mounted solar PV project.</p>
<p>The successful bidder will also be responsible to provide barbed wire fencing arrangement, formation of durable surface for vehicular movement, and water supply arrangement for the solar power project site at a cost of ₹10 million (~$0.14 million).</p>
<p>When contacted, an official at Tiruchirappalli City Corporation said the solar PV project will help curb emissions and cut down power cost of the corporation drastically. “The Trichy corporation is gearing up for a solar revolution. We are also planning rooftop solar PV systems across our own office buildings. This will also be an example for residents of Trichy to go solar,” added the official.</p>
<p>Elaborating further, the official said, “According to our plan of implementation of Smart Cities initiative, the Tiruchirappalli City Corporation will also get rooftop solar PV systems installed atop rooftops of buildings owned by it.”</p>
<p>“There are over 200 buildings that have been earmarked for this amounting to total capacity of over 800 kW. Rooftop solar projects will lead to a direct reduction in power cost of these corporation offices,” informed the official.</p>
<p>Under the central government’s <a href="http://smartcities.gov.in/content/">Smart Cities Mission</a>, scores of cities have announced their plans for the installation of solar projects to make these cities sustainable.</p>
<p><a href="https://mercomindia.com/greater-chennai-corporation-solar-smart-city/">Recently</a>, the Greater Chennai Corporation also announced that it plans to install solar panels on 662 of its buildings. These buildings would include government offices, schools, and hospitals and these together are expected to generate 3.06 MW of electricity.</p>
<p><a href="https://mercomindia.com/tumakuru-smart-city-rooftop-tender/">Back in March 2018</a>, Karnataka’s <a href="http://www.smartcitytumakuru.in/">Tumakuru Smart City Limited</a> tendered 2.7 MW of grid-connected rooftop solar projects to be established on the city’s government buildings.</p>
<p><a href="https://mercomindia.com/diu-smart-city-100-percent-renewable-energy/">Then in April 2018</a>, the <a href="http://diu.gov.in/dmc-smart-city.php">Diu Smart City </a>became the first in the country to run on 100 percent renewable energy during daytime hours. It has developed 9 MW solar park in the city along with rooftop solar panels located on 79 government buildings, generating 1.3 MW annually.</p>
<p><a href="https://mercomindia.com/indore-issues-tender-for-30000-smart-meters/">Recently</a>, Indore Smart City Development Limited also issued a tender for smart meters to be installed under Indore Smart City project. This is a percentage rate tender for the supply, installation of smart energy meters with RF Mesh Communication Module in area-based development (ABD) area.</p>
