SJVN Tenders 1 MW Rooftop Solar Project in Arunachal Pradesh

SJVN has invited bids to set up rooftop solar systems with a cumulative capacity of 1 MW at the Civil Secretariat complex in Itanagar, Arunachal Pradesh, and its adjacent areas under the PM Surya Ghar: Muft Bijli Yojana in a capital expenditure mode.

The last date to submit bids is July 22, 2025. Bids will be opened on the same day.

Bidders must submit an earnest money deposit of ₹1.1 million (~$12,845.3) and a performance bank guarantee of 5% of the project cost,

They must submit a tender document fee of ₹5,900 (~$68.89) and a bidding fee of ₹8,500 (~$99.25).

The project cost has been estimated at ₹55 million (~$642,263).

The successful bidder must submit a service charge of up to 3% of the project cost to SJVN.

The scope of work encompasses the design, installation, testing, and commissioning of the rooftop solar systems.

It also covers operation and maintenance for a period of five years.

Bidders must also prepare a site survey and a feasibility report for the project.

The rooftop solar systems must be designed for interconnection with the grid.

The tender is part of a larger plan by the Arunachal Pradesh Energy Development Agency (APEDA) to solarize government buildings in the state.

APEDA will fund the project. No central government financial assistance will be provided.

The projects must be completed within six months.

Successful bidders must ensure an annual capacity utilization factor of 12-15%.

They must use solar modules from the Ministry of New and Renewable Energy’s Approved List of Models and Manufacturers.

Successful bidders must sign an engineering, procurement, and construction agreement with APEDA.

Successful bidders must be SJVN’s empanelled vendors.

Non-empanelled vendors must have designed, supplied, installed, and commissioned at least 500 kW grid-connected rooftop, ground-mounted, or floating solar power systems in the last seven years. At least one of the projects must have had a capacity of 100 kW.

Alternatively, they must have designed, supplied, installed, and commissioned at least cumulative 100 kW solar projects in Himachal Pradesh, Jammu & Kashmir, Uttarakhand, Sikkim, Andaman & Nicobar Islands, Dadra & Nagar Haveli and Daman & Diu, Arunachal Pradesh, Nagaland, Tripura, Mizoram, Manipur, Assam and Meghalaya in the last seven years.

Successful bidders must have a minimum annual turnover of ₹16.5 million (~$192,679) in the last three financial years.

Recently, SJVN invited bids to install 2.378 MW of grid-connected rooftop solar projects in Arunachal Pradesh under the PM Surya Ghar: Muft Bijli Yojana.

In May 2025, it also issued multiple tenders to develop grid-connected rooftop solar projects with a cumulative capacity of 10.59 MW across government buildings in India’s northern, southern, and eastern regions.
