					</table><p><a href="https://www.nhpcindia.com/" target="_blank" rel="noopener">NHPC</a> has issued a request for selection to set up 19.20 MW rooftop solar projects on government buildings in Haryana under the renewable energy service company model.</p>
<p>Bids must be submitted by March 24, 2025. Bids will be opened on March 28.</p>
<p>Bidders must furnish an earnest money deposit of ₹13 million (~$149,637) and a tender fee of ₹5,000 (~$57.56).</p>
<p>The scope of work entails the design, engineering, procurement and supply of equipment and material, multi-level inspections, packing, forwarding, receipt, unloading and storage, and associated civil works.</p>
<p>Selected bidders must erect, test, and commission the projects. The projects must be synchronized with the existing distribution network.</p>
<p>Successful bidders must obtain permits, approvals, licenses, insurance, and a no-objection certificate for the projects’ grid connectivity.</p>
<p>Bidders must satisfy any of the following conditions:</p>
<ul>
<li>They must have designed, supplied, erected, and commissioned solar projects with a minimum cumulative installed capacity of 400 kW, with at least one project having a minimum capacity of 40 kW.</li>
<li>They must have developed solar-based grid-connected power projects with a minimum cumulative installed capacity of 400 kW, with at least one project having a minimum capacity of 40 kW.</li>
<li>In the last ten years, they must have executed a single project of a minimum value of ₹40 million (~$460,382) as developers or engineering, procurement, and construction (EPC) contractors for process industry or infrastructure development clients.</li>
</ul>
<p>Bidders must also have executed at least one electric sub-station of a minimum voltage level of 11 kV as developers or EPC contractors. The project must have consisted of power transformers and voltage-level circuit breakers of at least 11 kV.</p>
<p>Bidders must have an average annual turnover of at least ₹345.7 million (~$3.9 million) in the last three years. They must also have a positive net worth in the previous two years.</p>
<p>Recently, NHPC <a href="https://www.mercomindia.com/nhpc-floats-tender-for-24-mw-rooftop-solar-projects-on-government-buildings" target="_blank" rel="noopener">invited</a> bids to set up a cumulative 24.22 MW rooftop solar project on 245 government buildings in 25 states/union territories.</p>

					</table><p>The Maharashtra Energy Development Agency (<a href="https://www.mahaurja.com/meda/" target="_blank" rel="noopener">MEDA</a>) has issued an expression of interest (EoI) to discover a tariff to implement 10 MW grid-connected rooftop solar photovoltaic systems on government buildings at various locations in Maharashtra.</p>
<p>The rooftop solar power plants would be set up under the Renewable Energy Service Company (RESCO) mode and awarded to developers on a first-come, first-serve basis.</p>
<p>The Maharashtra government has set a target of 2 GW from grid-connected rooftop solar projects under its Renewable Energy Policy 2020.</p>
<p>The rooftop solar projects will be deployed on buildings of government institutions, offices, public sector undertakings, and buildings owned by the government directly or by any government-owned societies, companies, corporations, health, and educational institutions.</p>
<p>The rooftop solar projects range from 10 kW to 500 kW. The scope of work includes design, engineering, supply, installation, testing, and commissioning, along with comprehensive operation and maintenance (O&amp;M) for 25 years.</p>
<p>The prospective bidders must quote the 25 years tariff in ‘₹/kWh’ format for the sale of solar power generated from the rooftop systems. The levelized tariff would be set for 25 years, including all taxes and duties.</p>
<p>The last date to submit the bids is July 18, 2022. Bids will be opened the next day.</p>
<p>Bidders must pay a bid processing fee of ₹11,800 (~$149.40), including 18% GST.</p>
<p>MEDA has set a ceiling tariff of ₹3.42 (~0.0433)/ kWh for rooftop solar systems ranging from 10 kW up to 100 kW and ₹3.41 (~0.0431)/ kWh for systems above 100 kW up to 500 kW. The discovered tariff will apply to projects commissioned within one year from the finalization of the tariff.</p>
<p>Bidders should have an average annual turnover of ₹40 million (~$506,451) or a total average turnover of ₹80 million (~$1.01 million) in the last three financial years.</p>
<p>Those bidding for rooftop solar systems ranging from 10 kW to 100 kW must have installed a solar system of aggregate capacity of 100 kW, including a single project of 50 kW in RESCO mode in the last three financial years.</p>
<p>Bidders applying for rooftop solar systems above 100 kW to 500 kW must have experience installing solar systems with an aggregate capacity of 500 kW, including a single project of 100 kW capacity in RESCO mode in the last three financial years.</p>
<p>The successful bidder must pay a security deposit of ₹300,000 (~$3,800.26) for rooftop systems with 10kW-100 kW capacity and ₹500,000 (~$6,333.28) for systems above 100 kW up to 500 kW.</p>
<p>MEDA said each rooftop unit could connect separately with the grid and may have separate meters. The developers must also install a solar energy generation meter along with the net meter/ net billing/ behind the meter, which would be the basis for energy generation recording, billing, and payment.</p>
<p>In January this year, MEDA <a href="https://mercomindia.com/epc-tender-floated-rooftop-solar-nagpur/" target="_blank" rel="noopener">invited</a> bids from engineering, procurement, and construction (EPC) contractors to set up 1.128 MW of grid-connected rooftop solar systems at 564 primary and upper primary Zilla Parishad schools (2 kW each) in the Nagpur district of the state.</p>
<p>According to Mercom’s India <a href="https://mercomindia.com/product/india-solar-tender-tracker/" target="_blank" rel="noopener">Solar Tender Tracker</a>, MEDA has floated tenders for 50 MW of rooftop solar capacity to date.</p>


Bids Invited to Install 10 MW of Rooftop Solar on Government Buildings in Maharashtra

<p>The Ministry of New and Renewable Energy (<a href="https://mnre.gov.in/" target="_blank" rel="noopener noreferrer">MNRE</a>) has extended the third phase of the off-grid and decentralized solar PV applications program until March 31, 2021.</p>
<p>The extension follows the instructions issued on the continuation of the public-funded online program by the <a href="https://www.finmin.nic.in/" target="_blank" rel="noopener noreferrer">Ministry of Finance</a> on January 10, 2020, which has been approved. The off-grid and decentralized solar PV applications program phase III was <a href="https://mercomindia.com/mnre-118-mw-phase-iii-decentralized-solar/" target="_blank" rel="noopener noreferrer">launched</a> by the MNRE on August 07, 2018, and was slated to be valid for financial years 2018-19 and 2019-20.</p>
<p>As per the notice issued by the Ministry, the government agencies will continue to implement the program as per the previous guidelines and amendments. During the extension period, the sanction of the new projects under the program will be available only in the northeastern region. In addition to this, solar power packs will be installed only under the RESCO (Renewable Energy Service Company) model. The detailed guidelines for implementation and subsidy disbursement mechanism under RESCO mode will be issued separately, it further added.</p>
<p>Under this program, the Ministry aims at providing solar-based applications in areas where grid power is either unavailable or is unreliable. Applications such as solar home lighting systems, solar street lighting systems, solar power projects, solar pumps, solar lanterns, and solar study lamps are covered under the program.</p>
<p>According to the MNRE, under the phase-I of the program from 2010-13, the target was 200 MW against which 253 MW was approved. Under phase-II from 2013-17, the target was 500 MW, while 713 MW was approved.</p>
<p>Under the third phase, the government was targeting the installation of 118 MW of solar power capacity by March 31, 2020, as <a href="https://mercomindia.com/mnre-118-mw-phase-iii-decentralized-solar/" target="_blank" rel="noopener noreferrer">reported previously</a> by Mercom.</p>
<p>Last year, the government <a href="https://mercomindia.com/off-grid-renewable-generation/" target="_blank" rel="noopener noreferrer">had announced</a> that a corpus of ₹29.37 billion (~$0.43 billion) was provided for off-grid renewable energy generation sources in the past three consecutive budgets, beginning with the financial year 2016-17 and ending FY 2018-19.</p>
<p>Off-grid renewable energy generation sources, coupled with new laws and codes for building construction, will help in ensuring energy efficiency and energy sufficiency in India.</p>
<p><a href="https://mercomindia.com/off-grid-decentralized-rooftop-solar-electricity-access/" target="_blank" rel="noopener noreferrer">Mercom has previously reported</a> that rooftop, off-grid and decentralized solar are the fulcrum of electricity access for all Indians.</p>


The Third Phase of Off-Grid Solar Program Extended to March 31, 2021

<p>The Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) tendered 30 MW of grid-connected rooftop solar to be installed across Madhya Pradesh on aggregated basis. The bid-submission deadline is August 16, 2017.</p>
<p>The projects will be developed on RESCO mode and the scope of work includes, design, engineering, supply, installation, testing, commissioning, operation and maintenance, and sale of power from the developed rooftop solar project.</p>
<p>According to Mercom’s <em>India Solar Project Tracker</em>, Rs.3.140 (~$0.049)/kWh is the lowest tariff quoted in Madhya Pradesh in the 500 MW rooftop tender by Solar Energy Corporation of India (SECI).</p>
