REIL Issues Rate Contract Tender for 1.14 MW Rooftop Solar Projects

Rajasthan Electronics and Instruments (REIL) has invited bids for rate contracts to develop 1.14 MW grid-connected rooftop solar projects on government buildings in Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana, Puducherry, and Lakshadweep.

The rate contracts will be valid for one year and can be extended per requirement.

Bids must be submitted by May 6, 2025. Bids will be opened on May 7.

Bidders must furnish an earnest money deposit of ₹570,000 (~$6,660) and a tender fee of ₹1,000 (~$11.68).

Selected bidders must pay a performance security of 3% of the contract value (without operations and maintenance).

The project’s estimated cost is ₹28.5 million (~$333,004).

The scope of work entails the design, engineering, survey, manufacturing, unloading, storage, erection, testing, and commissioning of the solar projects. It also involves integrating the projects up to the ground floor level with the grid.

The project capacity per building will be between 10 kW and 1,000 kW.

Successful bidders must provide three-phase net-meters/reverse power flow scheme/zero export controllers per the state’s utility policy for rooftop solar projects.

They must also conduct the projects’ associated civil works and provide comprehensive operations and maintenance (O&M) services for five years.

The project must be completed within 90 days of the work order.

Delays in project completion will attract a penalty of 0.5% of the contract value per week corresponding to the capacity not commissioned. The total liquidated damages for delays will be capped at 5% of the contract price (excluding O&M).

Bidders must have completed the following similar works (design, installation, and commissioning of solar projects on government buildings/projects) in the last seven years:

  • Three similar works worth at least 40% of the total project cost
  • Two similar works worth at least 50% of the total project cost
  • One similar work worth at least 80% of the total project cost

Bidders must have an average annual turnover of at least 30% of the estimated project cost during the past three years. They should also have a positive net worth.

In January this year, REIL invited bids for rate contracts for grid-connected rooftop solar systems with a cumulative capacity of 2 MW across government buildings in northern India.
