					</table><p>Wind projects faced delays due to issues related to the right of way, labor migration, and supply chain disruptions owing to the COVID-19 pandemic, Union Power Minister R.K. Singh told the Rajya Sabha.</p>
<p>Singh was specifically responding to a question about Bhuj II, Jam Khambhaliya, and Tirunelveli extension projects but implied that other wind projects faced also faced the same issues.</p>
<p>“However, the generation and transmission system at these locations were commissioned in the almost matching timeframe,” he added.</p>
<p>India <a href="https://mercomindia.com/wind-installations-india-grew-129-with-878-mw-added-in-q3/" target="_blank" rel="noopener">installed</a> 878 MW of wind capacity in the third quarter (Q3) of 2022, a 129% year-over-year (YoY) increase compared to 384 MW installed in the same period last year. Installations grew over 104% quarter-over-quarter compared to Q2 2022. The significant rise in installations during the quarter was primarily due to the commissioning of projects that were pending.</p>
<p>Responding to another question, the minister said that most of the wind projects were concentrated in Tamil Nadu and Gujarat because the developers preferred high-wind potential sites in these states.</p>
<p>He pointed out that wind projects were also awarded in Madhya Pradesh, Karnataka, and Maharashtra in recent bids.</p>
<p>Highlighting the steps taken by the government to promote wind energy in the country, the minister said that the government had <a href="https://mercomindia.com/power-ministry-notifies-wind-hydro-and-energy-storage-purchase-obligation/" target="_blank" rel="noopener">declared</a> the wind renewable purchase obligation trajectory up to 2030.</p>
<p>He added that that generation-based incentive was being provided to the wind projects commissioned on or before March 31, 2017.</p>
<p>Additionally, the government has approved concessional custom duty exemption on certain components required for manufacturing wind turbines.</p>
<p>The government is also providing technical support, including wind resource assessment and identification of potential sites, through the <a href="https://niwe.res.in/" target="_blank" rel="noopener">National Institute of Wind Energy</a>.</p>
<p>The minister listed several steps taken by the government to promote the growth of renewable energy in the country. These are as below:</p>
<ul>
<li>Permitting Foreign Direct Investment up to 100% under the automatic route</li>
<li>Waiver of the interstate transmission system charges for solar and wind projects to be commissioned by June 30, 2025</li>
<li>Declaration of trajectory for renewable purchase obligation up to 2030</li>
<li>Setting up of ultra-mega renewable energy parks to provide land and transmission to renewable developers on a plug-and-play basis</li>
<li>Laying new transmission lines and creating new substation capacity for the evacuation of renewable power</li>
<li>Standard guidelines for tariff-based competitive bidding process for power procurement from grid-connected solar and wind projects</li>
</ul>
<p>In October this year, the Ministry of New and Renewable Energy <a href="https://mercomindia.com/mnre-seeks-comments-on-repowering-wind-projects/" target="_blank" rel="noopener">introduced</a> the draft ‘Policy for Repowering of the Wind Power Projects, 2022.′</p>
<p>The policy intends to facilitate the optimum utilization of wind turbines below 2 MW whose design life is completed by maximizing their energy yield per square kilometer of the project area by deploying state-of-the-art onshore wind turbine technologies.</p>
<p>Repowering will be allowed for wind turbines with less than 2 MW capacity and whose total capacity has completed 90% of its design life.</p>

Wind Projects Were Delayed Due to Labor Migration and Supply Chain Disruptions

<p>Responding to a question in the Lok Sabha, the Union Minister stated that the government has planned to set up a 50 MW solar project in Leh through the Solar Energy Corporation of India Limited (<a href="https://seci.co.in/" target="_blank" rel="noopener noreferrer">SECI</a>).</p>
<p>Regarding the development of 7.5 GW of solar power projects in Leh and Zanskar regions of Ladakh, the Union Power Minister, R.K. Singh,  said that the site visits would be undertaken by prospective bidders after the melting of snow and gaining access to the sites.</p>
<p>The Minister added that based on the inputs from prospective bidders, further tendering activities would be taken up.</p>
<p>In January 2020, SECI once again <a href="https://mercomindia.com/seci-deadline-extension-two-solar-tenders/" target="_blank" rel="noopener noreferrer">extended</a> the deadline for the submission of bids for its mega solar tender of 7.5 GW capacity.</p>
<p>The last date for the submission of bids is now April 30, 2020. The earlier deadline for bid submission was January 31, 2020, which was <a href="https://mercomindia.com/seci-solar-tender-leh-kargil-gets-another-deadline-extension/" target="_blank" rel="noopener noreferrer">extended</a> from November 29, 2019. The tender was first <a href="https://mercomindia.com/seci-rfs-7-5-gw-solar-leh-kargil/" target="_blank" rel="noopener noreferrer">issued</a> in January 2019.</p>
<p>The total capacity of 7.5 GW under the Request for Selection has been divided into three packages of 2.5 GW each. The package-A would be set up in the areas tentatively identified in the Zanskar sub-division and Tai Suru block of Kargil district. Packages B and C would be developed at the Hanley Khaldo area of Nyoma sub-division in the Leh district.</p>
<p>As per the tender documents, the implementation time of the project is 48 months from the effective date of the power purchase agreement. The Minister noted that two solar projects of <a href="https://mercomindia.com/seci-isues-tender-solar-with-42-mwh-battery-storage-leh-kargil/" target="_blank" rel="noopener noreferrer">7 MW capacity</a> and 21 MWh battery storage systems would be set up each in Leh and Kargil.</p>
<p>As reported by the Union Territory of Ladakh, Leh has a solar potential of 35,000 MW, and Kargil has a solar potential of 25,000 MW. The wind capacity for the Leh region stands at 1,00,000 MW. The small hydro capacity for the Leh region stands at 200 WM and 72 MW for the Kargil region.</p>
<p>Singh added that the National Institute of Wind Energy had taken the initiative for setting up of 100 m high wind masks in Leh to collect wind data.</p>
<p>In January last year, Mercom had <a href="https://mercomindia.com/leh-kargil-connected-national-grid/" target="_blank" rel="noopener noreferrer">reported</a> that Leh and Kargil, two of India’s most challenging and inhospitable terrains, were finally connected to the national electricity grid. This feat, which was achieved after 72 years of independence, and was made possible by the government’s PowerGrid Corporation of India Limited (<a href="https://www.powergridindia.com/" target="_blank" rel="noopener noreferrer">PGCIL</a>), a state-run transmission utility.</p>
