Government Allows Multi-State Rooftop Solar Vendor Registration
The multi-state registration will be in addition to a national registration
The Ministry of New and Renewable Energy (MNRE) has amended the process document for implementing the PM-Surya Ghar: Muft Bijli Yojana by allowing multi-state vendor registration on the National Portal for the residential rooftop solar program.
Following suggestions from stakeholders, MNRE has said there will now be multi-state registration of vendors in addition to a national registration.
In April, the ministry had invited comments and suggestions on the draft guidelines for implementing the rooftop solar program in the residential segment.
REC Limited will be the registering authority for national registration and multi-state registration.
Vendors must submit a bank guarantee of ₹2.5 million (~$30,064) for national registration and a bank guarantee equivalent of ₹250,000 (~$3,006) per state/Union Territory for which registration is sought. The bank guarantee will be valid for at least five years from the registration date or renewal of registration/empanelment.
If a vendor registered for multi-states intends to register for more states or national registration, it must supplement its existing bank guarantee by ₹250,000 (~$3,006) for every additional state or ₹2.5 million (~$30,064) for national registration.
Vendors covered under national registration can install rooftop solar systems in any district or state. However, the vendors must indicate the states and districts where they will operate so that they can be displayed in the consumer search list.
Similarly, vendors covered under multi-state registration can install rooftop solar systems plants under the program in any district of any of the states/UTs for which they have been registered. They must indicate the districts in these states/UTs where they will operate.
The Union government approved the rooftop residential program in February with an outlay of ₹750 billion (~$9.04 billion).
It has also constituted a mission directorate within the MNRE to oversee the implementation of the program and ensure the achievement of its goals.
