Bids Invited for 5 MW of Rooftop Solar Projects on Government Buildings in Punjab

The Punjab Energy Development Agency (PEDA) has invited bids for the design, manufacture, supply, erection, and commissioning of 5 MW of grid-connected rooftop solar projects on government buildings in the state. The successful bidder will also have to look into the operation and maintenance activities of the project for five years.

The last date to submit the bids is June 23, 2021, and bids will be opened on June 25.

Interested bidders will have to submit an amount of ₹200,000 (~$2,738) as the earnest money deposit. Within 15 days from when the award is notified, the successful bidder will have to furnish the performance bank guarantee equal to ₹500,000 (~$6,845). This will remain valid for 16 months from the notification of the award.

The generated solar power from the projects may be utilized for captive application, and the surplus power may be fed to the grid as per the state’s net metering policy.

The technical eligibility criteria for various categories are given below:

For categories, 1 kW to 10 kW and more than 10 kW and up to 50 kW, the bidder’s average annual turnover in the last three financial years should be ₹15 million (~$205,367), while the turnover should be ₹30 million (~$410,734) for more than 50 kW and up to 100 kW capacity. For more than 100 kW and up to 200 kW, the bidder’s average annual turnover should be ₹60 million (~$821,468), and ₹80 million (~$1.09 million) for more than 200 kW and up to 500 kW capacity. For more than 500 kW and up to 1,000 kW, the bidder’s average annual turnover should be ₹100 million (~$1.37 million).

According to the tender document, the minimum percentage of domestic content required in solar modules should be 100%. Further, the solar modules should be procured from the latest Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.

The projects in the range of 1 kW and up to 10 kW should be completed within 50 days from the date of the handing over of the site, and projects with a capacity of more than 10 kW and up to 50 kW should be completed within 90 days. The projects in the range of 50 kW and 100 kW should be completed within 120 days, and projects in the range of 100 kW to 200 kW, 200 kW to 500 kW, and more than 500 KW and up to 1,000 kW are supposed to be completed within 150 days.

As per the tender document, the annual maintenance charges for five years will be 10% of the total cost of the project, which will be deducted from the total cost of the project.

In September last year, PEDA, on behalf of the Bhakra Beas Management Board (BBMB), invited bids to develop a 2 MW grid-connected ground-mounted solar power project at Pong Dam, BBMB Talwara in Punjab. The project was to be developed on a build, own, operate basis on 8.5 acres of land provided by BBMB on rent.

Earlier, PEDA had issued a request for proposal to set up 10 MW of grid-connected rooftop solar systems atop both government and private buildings in the state.

According to Mercom’s India Solar Tender Tracker, PEDA has so far floated tenders for 14.7 MW of rooftop solar projects.
