Welspun, Avaada, SAEL Win GUVNL’s 250 MW Solar Auction

Welspun Renewable Energy, Avaada Energy, and SAEL Industries have won Gujarat Urja Vikas Nigam’s (GUVNL) auction to supply power from 250 MW grid-connected solar power projects anywhere in India with a greenshoe option of 250 MW.
Welspun and Avaada quoted a tariff of ₹2.60 (~$0.0299)/kWh to win 50 MW and 100 MW, respectively. SAEL won 100 MW out of the quoted capacity of 200 MW at a tariff of ₹2.60 (~$0.0299)/kWh under the bucket-filling method.
The tender was floated in January this year.
Projects under construction, not yet commissioned, and projects already commissioned but without a long-term power purchase agreement (PPA) with any agency and selling power on a short-term or merchant plant basis were considered in the tender if they were not accepted under other central or state programs.
Selected bidders must choose a Central Transmission Utility or Gujarat Energy Transmission Corporation substation for the interconnection. The projects can be located anywhere in India.
According to the tender terms, bidders could offer a minimum capacity of 50 MW for interstate-connected projects and 10 MW for STU-connected projects.
Successful bidders must ensure a minimum capacity utilization factor of 22%. In case of default, they are liable to compensate GUVNL for the shortfall in energy availability at 150% of the PPA tariff.
They must use only commercially established and operational technologies to minimize the technology risk and achieve timely project commissioning. They were asked to indicate the selection of technology at the time of submitting bids.
GUVNL will sign a power purchase agreement with the successful bidders for 25 years.
Last December, S.B.B. Mouldings, Kintech Synergy, Enertech Fuel Solutions, Prozeal Green Energy, Ausom Enterprise, Drashta Green Power, and SAEL Industries won GUVNL’s Phase XXV auction to supply power from 500 MW of grid-connected solar power projects.
