Uttar Pradesh Invites Bids for 12 MW of Rooftop Solar Projects

Uttar Pradesh New & Renewable Energy Development Agency (UPNEDA) has issued three tenders for the empanelment and rate contract for commissioning grid-connected rooftop solar power projects aggregating to 12 MW atop various government buildings in Uttar Pradesh.
The projects should be commissioned within four months of receiving the work order. The select contractor should also oversee the project’s maintenance and operation for five years.
The last day to submit the bids is July 3, 2023. Bids will be opened on the same day.
For all three tenders, the bidders must submit 2% of the project cost as an earnest money deposit, and the select bidders must submit 10% of the contract value as a performance guarantee.
Tender 1
Under the first tender, bidders should commission 1 kW to 10 kW rooftop solar systems totaling 1 MW.
The estimated cost of the project is ₹59.8 million (~$729,623).
To be eligible, bidders should have commissioned at least 300 kW of rooftop solar projects in the last five years.
They should have had an average annual turnover of ₹18 million (~$219,619) in the last five years. Their net worth as of the last day of the preceding financial year should not be less than 100% of the paid-up share capital.
Tender 2
For the second tender, bidders must submit bids to commission 11 kW to 100 kW rooftop solar systems totaling 5 MW.
The estimated cost of the project is ₹259.8 million (~$3.2 million).
To be eligible, bidders should have commissioned 1.5 MW of rooftop solar projects in the last five years.
They should have an average annual turnover of ₹78 million (~$951,683) in the last five years. Their net worth as of the last day of the preceding financial year should not be less than 100% of the paid-up share capital.
Tender 3
Under the third tender, bidders should commission 101 kW to 500 kW rooftop solar systems totaling 6 MW.
The estimated cost of the project is ₹281.7 million (~$3.4 million).
To be eligible, bidders should have commissioned 1.8 MW rooftop solar projects in the last five years.
They should have an average annual turnover of ₹85 million (~$1 million) in the last five years. Their net worth as of the last day of the preceding financial year should not be less than 100% of the paid-up share capital.
The modules used in all the projects must be warranted for their material, manufacturing defects, and workmanship for ten years. The output peak watt capacity should not be less than 90% at the end of 10 years and 80% at the end of 25 years.
If the developer fails to commission the project within the stipulated time, liquidated damages will be levied at 0.5% per week, up to 10% of the delayed work value beyond the contract period.
Recently, UPNEDA invited bids to set up 150 MW of grid-connected solar power projects under component C of the PM-KUSUM program through the RESCO model.
