Jharkhand Floats Empanelment Tender for 12 MW of Rooftop Solar Projects

The Jharkhand Renewable Energy Development Agency (JREDA) has invited bids to empanel agencies for the installation and commissioning of 12 MW of grid-connected rooftop solar projects for residential consumers in the Giridih Municipal Area under the Solar City program.

The successful bidder will also have to take care of the project’s operation and maintenance for five years.

The last date to submit the bids online is July 17, 2023. Bids will be opened on July 19.

Bidders must submit ₹100,000 (~$1,221) for a lot size of 100 kW as an earnest money deposit.

The successful bidder must furnish an amount equivalent to 5% of the allotted work order value as a performance bank guarantee.

The agencies will be empaneled for 12 months by JREDA. The projects, once allocated, must be completed within four months from the word order issuance date.

The agencies can submit their bids for different rooftop solar system capacities under three parts – A, B, and C:

  • Part A (1kW to 3 kW) with a total aggregate capacity of 5,000 kW: Bidders can apply for a minimum aggregate capacity of 200 kW and maximum aggregate capacity of 1,000 kW.
  • Part B (above 3 kW to 10 kW) with a total aggregate capacity of 5,000 kW: Bidders can apply for a minimum aggregate capacity of 400 kW and a maximum aggregate capacity of 2,000 kW.
  • Part C (Above 10 kW) with a total aggregate capacity of 2,000 kW: Bidders can apply for a minimum aggregate capacity of 500 kW and a maximum aggregate capacity of 2,000 kW.

The central financial assistance and the state financial assistance under the Solar City program will be provided as below:

To be eligible, bidders should have designed, supplied, installed, and commissioned grid-connected rooftop solar power systems with an aggregate capacity of not less than 30 kW, which should have been commissioned before the bid opening date.

Bidders should have a minimum average annual turnover equivalent to 30% of the bid capacity value during the last three financial years.

They should also have a positive net worth as of the last date of the previous financial year.

If the developer fails to develop the project within the stipulated time, they will be liable to pay JREDA liquidated damages at 0.5% of the contract value for per week of delay, subject to a maximum of 10% of the work value delayed beyond the contract period.

JREDA has mandated that the solar modules to be used for the project must be from the Approved List of Models and Manufacturers (ALMM) published by the Ministry of New and Renewable Energy.

Last December, JREDA invited bids for commissioning a 1.6 MW grid-connected solar carport in the parking areas of New Jharkhand High Court, Ranchi, on a turnkey basis.

Earlier, JREDA had invited bids for a rate contract to install and commission 3 MW of grid-connected rooftop solar systems of various capacities with and without battery packs on government buildings in the state.

According to Mercom’s India Solar Tender Tracker, Jharkhand has issued tenders for 134 MW capacity of rooftop solar systems to date.
