Terra Clean Floats Land, Evacuation, BoP Tender for 275 MW Wind Project

Terra Clean, a subsidiary of Indian Oil Corporation, has invited bids for land, power evacuation, and balance of plant (BoP) package for an 275 MW inter-state transmission system (ISTS)-connected wind project.

Bids must be submitted by February 28, 2025. Bids will be opened on the same day.

Bidders must submit an earnest money deposit of ₹13.2 million (~$151,198) and a document fee of ₹26,550 (~$304).

The scope of work entails procuring land, setting up power evacuation system, and completing the BoP package work for the wind project. It also includes operation and maintenance for five years.

The project must be completed within 14 months of the award.

Bidders must have experience in at least one of the following works in the last seven years:

  • Arrangement of land and micro-siting of wind turbines for wind projects of a minimum cumulative capacity of 20 MW, with at least one wind project having a minimum capacity of 10 MW.
  • Arrangement of land for grid-connected wind power projects/wind parks, solar projects/solar parks, or a combination of both comprising a minimum cumulative capacity of 20 MW.

At least one of the projects must have had a minimum 10 MW capacity at a single location.

  • Arrangement of at least 70 acres of land for any industrial/logistic/warehousing or infrastructure (excluding residential) projects.

At least one project must have been on a minimum of 35 acres of land.

Bidders must also have experience obtaining technical feasibility approval for power evacuation through state/central transmission utility substation.

They must have executed at least one electrical substation of a minimum 220 kV voltage level, consisting of equipment with at least 220 kV circuit breakers and power transformers, either as developers or as engineering, procurement, and construction (EPC) contractors.

The non-renewable sector substations must have been operational for at least a year and renewable energy sector substations for at least six months.

Bidders must have also completed one of the following works in  the last seven years:

  • Successfully executed BoP works for either grid-connected wind power projects/wind parks, solar projects/solar parks, or a combination of both with a minimum cumulative capacity of 20 MW.

At least one of the projects/parks must have had a minimum 10 MW capacity. It must have been in a single location connected to a single substation developed by the bidder.

  • EPC work for industrial/logistics/warehousing/ infrastructure (excluding residential) projects with a minimum completed value of ₹2.65 billion (~$30.35 million) for single works, ₹2.12 billion (~$24.28 million) each for two works, and ₹1.59 billion (~$18.21 million) each for three works.

Bidders must have an annual turnover of at least ₹2.72 billion (~$31.15 million) in the last five financial years.

In 2024, Indian Oil Corporation committed itself to installing 1 GW of renewable energy projects, including standalone ground-mounted solar, standalone onshore wind, or wind-solar hybrid projects, at a cost of ₹52.15 billion (~$625.38 million).

According to Mercom India Research, India added 706.5 MW of wind energy capacity in Q3 2024, a 72% increase year-over-year from 411.5 MW.
