					</table><p>The Ministry of New and Renewable Energy (<a href="https://mnre.gov.in/" target="_blank" rel="noopener">MNRE</a>) has called for strengthening its role, considering the rapidly expanding scale and strategic importance of renewables, to give greater institutional clarity for effective administration.</p>
<p>The Ministry told a parliamentary standing committee that enacting a separate Renewable Energy Act may not be necessary, as electricity generated from renewables is integrated into the grid and governed by the Electricity Act, 2003. However, in all respects pertaining to renewable energy, the MNRE must be considered as ‘Central Government,’ it said.</p>
<p>The MNRE’s stance seeks to define a distinctive role for itself vis-à-vis the Ministry of Power (MoP), which enjoys exclusive authority over the Electricity Act&#8217;s provisions. It signals a push for clearer separation of powers and responsibilities between the MNRE and the MoP.</p>
<p>The parliamentary committee sought the MNRE’s views on requests it had received from stakeholders regarding the need for a separate Renewable Energy Act, given the expanding renewable energy sector in India.</p>
<p><strong>Policy, Planning, and Market Design</strong></p>
<p>The MNRE proposed that it be granted greater authority over renewable energy planning, electricity market design, tariff principles, and policy implementation. The Ministry has also suggested that it be given a central role in monitoring renewable purchase obligations/renewable consumption obligations, guiding regulators such as the Central Electricity Regulatory Commission and the National Committee on Transmission, and overseeing national energy transition planning.</p>
<p>The MNRE also wanted the power to frame and amend rules under Section 176 of the Electricity Act related to renewable energy. It said there was also a need to bring flexibility and storage resources into the renewable energy framework, and that all regulatory bodies and technical institutions must have representatives from the renewable energy sector at both the central and state levels.</p>
<p>The standing committee queried the MNRE about the anomalous situation in which large hydroelectric projects were included in renewable energy targets, even though the sector was administered by the MoP.</p>
<p>In response, the MNRE said that a unified administrative structure under MNRE for all renewable sources, including large hydro, would enable integrated policy formulation, holistic renewable energy planning, sectoral synergy across all renewable energy technologies, and improved coordination to achieve national renewable energy and net-zero goals.</p>
<p>Endorsing MNRE’s stand, the standing committee observed, “The Committee is of the view that being the nodal Ministry of the Government of India for all matters relating to renewable energy resources, MNRE should have more powers and authority to administer the planning, execution and evaluation of renewable energy projects so as to sustain India’s renewable energy transition.”</p>
<p>In the past, the MNRE and the MoP were both headed by the same Cabinet-rank Minister. In 2024, however, Pralhad Joshi was <a href="https://www.mercomindia.com/pralhad-joshi-gets-mnre-portfolio-khattar-is-new-minister-of-power" target="_blank" rel="noopener">assigned</a> the MNRE, while Manohar Lal was made in charge of the MoP. The move was seen as the government’s acknowledgement of the growing importance of renewables in India’s electricity sector.</p>
<p>Since then, Joshi has spearheaded several programs to push renewable energy adoption, including the government’s flagship rooftop solar program, the PM Surya Ghar: Muft Bijli Yojana, which aims to install rooftop systems on 10 million households by 2027. At last count, 3 million households across India had solar panels <a href="https://www.mercomindia.com/rooftop-solar-installations-under-pm-surya-ghar-reach-3-million" target="_blank" rel="noopener">installed</a> on their roofs.</p>
<p>Among other achievements, India has secured the third position globally behind China and the U.S. in solar installations. As of December 2025, India’s cumulative installed solar capacity stood at nearly 136 GW, according to <a href="https://www.mercomindia.com/product/q4-2025-india-solar-market-update" target="_blank" rel="noopener">Mercom’s Q4 and Annual 2025 Solar Market Update</a>.</p>


MNRE Eyes Bigger Role in Renewable Energy Governance, Distinct from MoP

					</table><p>The <a href="https://mnre.gov.in/en/" target="_blank" rel="noopener">Ministry of New and Renewable Energy</a> has notified that beneficiaries seeking financial assistance under the PM Surya Ghar: Muft Bijli Yojana must undergo Aadhaar authentication or provide proof of possession of an Aadhaar number to receive benefits.</p>
<p>Applicants who do not yet have an Aadhaar number must apply for enrolment.</p>
<p>The notification directs the implementing agency to ensure enrolment of beneficiaries who are not yet enrolled in Aadhaar or to facilitate the updating of Aadhaar details through measures such as coordinating with registrars and setting up enrolment centres at convenient locations.</p>
<p>Until an Aadhaar number is assigned, beneficiaries aged 18 years or above may establish their identity using an Aadhaar enrolment acknowledgement containing the enrolment identification number along with a valid photo identification document.</p>
<p>The notification lists several acceptable documents, including an elector’s photo identity card, ration card, passport, driving licence, government-issued identity cards, matriculation or higher secondary certificates issued by recognized boards, and disability certificates or UDID cards issued under the rights of persons with disabilities framework.</p>
<p>A designated officer of the ministry will verify the enrolment identification number on the UIDAI myAadhaar portal to confirm that the enrolment request remains valid and has not been rejected. The officer may also verify other submitted documents and seek assistance from government entities or authorities that maintain the relevant records.</p>
<p>The notification sets out alternative procedures if Aadhaar authentication fails. If biometric authentication through fingerprints, iris scans, or facial recognition fails, another biometric mode or one-time password authentication may be used where feasible.</p>
<p>When biometric or OTP-based authentication cannot be completed, authorities may verify the authenticity of the Aadhaar number through offline verification of the UIDAI digital signature on the Aadhaar secure QR code or the Aadhaar paperless offline electronic know your customer document.</p>
<p>To ensure that genuine adult beneficiaries are not deprived of benefits due to authentication issues, the ministry will follow the exception handling mechanism specified in the Direct Benefit Transfer Mission’s Office Memorandum dated December 19, 2017.</p>
<p>The notification states that the ministry will also take steps to widely publicise the Aadhaar requirement for the program so that beneficiaries are aware of the identification requirements.</p>
<p>Union Minister for New and Renewable Energy Pralhad Joshi recently <a href="https://www.mercomindia.com/rooftop-solar-installations-under-pm-surya-ghar-reach-3-million/" target="_blank" rel="noopener">stated</a> that residential rooftop solar installations under PM Surya Ghar have reached 3 million. This milestone marks early progress toward the program’s target of deploying rooftop solar systems across 10 million households nationwide by 2027.</p>
<p><a href="https://www.mercomindia.com/modi-announces-new-rooftop-solar-on-10-million-homes" target="_blank" rel="noopener">Announced</a> in January 2024, the program <a href="https://www.mercomindia.com/pm-surya-ghar-to-offer-%E2%82%B978000-for-3-kw" target="_blank" rel="noopener">carries</a> a total financial outlay of ₹750 billion (~$8.14 billion) to support rooftop solar installations, enabling affordability for eligible consumers and scaling up domestic decentralized renewable energy infrastructure.</p>


Government Mandates Aadhaar Authentication for PM Surya Ghar Subsidy

					</table><p>The Uttar Pradesh New and Renewable Energy Development Agency (<a href="https://www.upneda.in/" target="_blank" rel="noopener">UPNEDA</a>) has issued a show-cause notice to a registered vendor under the PM-Surya Ghar: Muft Bijli Yojana, citing that some vendors have not installed even a single rooftop solar system since being empanelled.</p>
<p>In the notice, UPNEDA said vendors are expected to actively participate in implementing the program and install at least one rooftop solar system on average every day.</p>
<p>The agency warned that failure to provide a satisfactory explanation could result in the cancellation of the vendor’s registration.</p>
<p><span data-teams="true">PM Surya Ghar guidelines do not explicitly mention minimum installation criteria for empanelled vendors.</span></p>
<p>India has <a href="https://www.mercomindia.com/pm-surya-ghar-rooftop-solar-reaches-2-4-million-homes-hits-24-of-target/" target="_blank" rel="noopener">installed</a> rooftop solar systems in 2,396,497 residential households under PM Surya Ghar as of December 2025, reaching nearly 24% of the 10 million target set for the financial year (FY) 2026–27.</p>
<p>As of December 3, 2025, a total of 5,354,099 applications have been received on the national portal, and 1,917,698 rooftop solar systems have been installed across the country.</p>
<p>Union Minister of State for New and Renewable Energy Shripad Yesso Naik told Parliament that the program has targeted coverage of 3.5 million households for FY 2025-26.</p>
<p>To rapidly increase rooftop solar installations, the Ministry of New and Renewable Energy (MNRE) <a href="https://www.mercomindia.com/pm-surya-ghar-installations-to-touch-5-million-after-utility-led-model-launch/" target="_blank" rel="noopener">approved</a> a utility-led aggregator (ULA)/renewable service company (RESCO) model under the PM Surya Ghar.</p>
<p>Under the RESCO model, a third-party developer will finance, install, and maintain the rooftop solar system for at least five years, during which the consumer is not the system’s owner. ULA models involve utilities or state entities installing rooftop solar systems for households.</p>
<p>In August 2025, MNRE <a href="https://www.mercomindia.com/mnre-limits-ula-resco-projects-under-pm-surya-ghar-to-rooftop-solar" target="_blank" rel="noopener">limited</a> the program to rooftop solar projects in ULA/RESCO mode. According to the amendment, ground-mounted projects, or any other aggregator models such as community solar or off-site installations, can be included only under the ULA/RESCO mode with the explicit permission of MNRE.</p>
<p>Residential sector installations, driven by the Surya Ghar, accounted for 73% of the total 2.1 GW of rooftop solar capacity added during the third quarter (Q3) of the calendar year 2025, according to Mercom India’s <a href="https://www.mercomindia.com/product/rooftop-solar-market-report-q3-2025" target="_blank" rel="noopener">Q3 2025 India Rooftop Solar Market Report</a>.</p>
<p>Rooftop solar accounted for 24.1% of the country’s total solar additions during the quarter.</p>

<p>The top five states accounted for 60.5% of total installations during the quarter.</p>

PM Surya Ghar Rooftop Solar Reaches 2.4 Million Homes, Hits 24% of Target

					</table><p>The <a href="https://andssw1.and.nic.in:8081/EMCOSP/index.php" target="_blank" rel="noopener">Electricity Department</a> of the Andaman and Nicobar Administration has invited bids to install rooftop solar systems of 2 kW each atop 15,000 homes for a total capacity of 30 MW.</p>
<p>The systems will be installed under the utility-led aggregation model of PM Surya Ghar: Muft Bijli Yojana across the entire Andaman and Nicobar Islands</p>
<p>The capacity has been divided into three buckets:</p>
<ul>
<li>Bucket I comprises 21 MW in Port-Blair, Swaraj Dweep, Shaheed Dweep, Little Andaman, Dugong Creek, Strait Island</li>
<li>Bucket II comprises 7 MW in North and Middle Andaman</li>
<li>Bucket III comprises 2 MW in Car-Nicobar, Kamorta, Chowra, Katchal, Teressa, Campbell Bay</li>
</ul>
<p>Bids must be submitted by November 17, 2025. Bids will be opened on November 20.</p>
<p>Bidders must submit 2% of the project cost as an earnest money deposit.</p>
<p>Selected bidders must furnish 5% of the project cost as a performance bank guarantee.</p>
<p>Selected bidders must also remit a one-time fee of 2,000 (~$23)/installation to the payment security mechanism.</p>
<p>Bidders can submit a single bid offering a minimum cumulative capacity of 500 kW and a maximum cumulative capacity of 30 MW.</p>
<p>The declared annual capacity utilization factor should not be less than 13.5%.</p>
<p>The scheduled commissioning date for full capacity of the project will be 12 months from the effective date of the power purchase agreement.</p>
<p>Installers must oversee the systems’ operation and maintenance for 25 years.</p>
<p>Bidders should have commissioned solar projects with a cumulative capacity of at least 50% of the quoted capacity over the last seven financial years. The projects must be commissioned and should be operating satisfactorily for at least 1 year.</p>
<p>Bidders should also have commissioned at least two solar projects of 50 kW or more in the last seven financial years. These projects should be operating for at least a year.</p>
<p>The net worth of the bidders should be equal to or greater than ₹11,750 (~$134)/kW as on the last date of the previous financial year.</p>
<p>Bidders should demonstrate a minimum average annual turnover of ₹23,500 (~$268)/kW during the last three financial years.</p>
<p>They should also demonstrate working capital or a line of credit for the last financial year, with a minimum amount of ₹14,690 (~$168)/kW.</p>
<p>In May, the NTPC Vidyut Vyapar Nigam <a href="https://www.mercomindia.com/nvvn-tenders-3-4-mw-rooftop-solar-projects-in-andaman-and-nicobar/" target="_blank" rel="noopener">invited</a> bids for installing 3.45 MW grid-connected rooftop solar projects at multiple buildings in three Andaman and Nicobar Islands districts.</p>

					</table><p>The government has recently approved a power utility-led model under the PM Surya Ghar: Muft Bijli Yojana, which will rapidly increase rooftop solar installations, said Union Minister of New and Renewable Energy Pralhad Joshi.</p>
<p>Approximately two million rooftop solar systems have been installed under the Surya Ghar program so far. Approximately half of the households were receiving zero bills, and many were also earning money by selling excess electricity.</p>
<p>Within a month after the demand-driven utility-led model is rolled out, installations would reach five million, the minister said.</p>
<p>Joshi was addressing a meeting convened by the Ministry of New and Renewable Energy (<a href="https://mnre.gov.in/" target="_blank" rel="noopener">MNRE</a>) to review the progress of renewable energy programs with representatives of the states.</p>
<p>At the Mercom India Renewables Summit 2025, the minister had <a href="https://www.mercomindia.com/mnre-to-launch-utility-led-program-for-rural-households-under-surya-ghar" target="_blank" rel="noopener">announced</a> that the government would introduce a utility-led model under Surya Ghar to enable households without suitable rooftop space to benefit from the program.</p>
<p>Joshi said while some states had performed very well in implementing the Surya Ghar program, installations in others were slow. States must give approvals within 15 days of receiving applications.</p>
<p>The Surya Ghar program <a href="https://www.mercomindia.com/modi-announces-new-rooftop-solar-on-10-million-homes" target="_blank" rel="noopener">targets</a> installing rooftop solar panels on 10 million households by 2027. Progress under the program has been patchy and marred by glitches in the national rooftop solar portal. The parliament’s standing committee on energy had observed that the pace of installations was slow and meeting the targets was a challenge.</p>
<p>MNRE Secretary Santosh Kumar Sarangi said in some states, the rejection rate for bank loans for rooftop solar was very high. He asked the states to take up the issue of the reluctance of banks to lend to the rooftop solar sector with the state-level bankers&#8217; committees.</p>
<p>He said India cannot be import-dependent if it has to achieve 1,800 GW of renewable energy capacity by 2047 and 5,000 GW by 2070. State governments must take the initiative for the manufacture of solar cells and modules, ingots, wafers, and polysilicon. The ministry will be working with the states in this regard.</p>
<p>The meeting with the representatives of the state governments, distribution companies, and renewable energy associations will review the progress of the MNRE’s flagship programs, PM KUSUM and PM Surya Ghar, as well as green hydrogen and other initiatives.</p>

					</table><p>Residential rooftop solar installations under the PM Surya Ghar: Muft Bijli Yojana have touched 616,019 as of November 21, 2024, according to data provided by Minister of State for New and Renewable Energy Shripad Yesso Naik in the <a href="https://sansad.in/ls" target="_blank" rel="noopener">Lok Sabha</a>.</p>
<p>The program, <a href="https://www.mercomindia.com/pm-surya-ghar-to-offer-%E2%82%B978000-for-3-kw" target="_blank" rel="noopener">approved</a> on February 29, 2024, program aims to install rooftop solar systems in 10 million households by the end of the financial year 2026-27.</p>
<p>Implemented through the National Portal (<a href="https://www.pmsuryaghar.gov.in" target="_blank" rel="noopener">https://www.pmsuryaghar.gov.in</a>), the program enables residential consumers to register, apply, and select vendors for their rooftop solar systems.</p>
<p>The platform allows users to negotiate installation costs, secure approvals, and benefit from subsidies transferred to their bank accounts following inspections by electricity distribution utilities.</p>
<p>Gujarat leads the states by a substantial margin with 281,769 installations, accounting for nearly 46% of the total installations.</p>

<p>The NCT of Delhi showed a conversion rate of 28.32%.  Gujarat’s conversion rate was a reasonable 26.26% despite handling large volumes.</p>

<p>Despite this, subsidies under the program allow consumers to achieve cost break-even in 4-5 years for 3 kW to 5 kW systems, making adoption financially viable for many.</p>
<p>The program faces several implementation challenges that affect these conversion rates. Processing times typically range from 2-3 months but can extend to 4-5 months due to bureaucratic hurdles and complex approval processes.</p>
<p>Tamil Nadu&#8217;s case particularly highlights these challenges with its intricate registration system. Supply chain issues further complicate implementation, with shortages in 3 kW system components and DCR modules, while price disparities between DCR and non-DCR modules influence adoption decisions.</p>
<p>Regional performance variations reflect multiple factors, including financial incentive structures and local challenges. Weather conditions impact installation timelines, particularly in regions like Chennai, while state-specific net metering and billing systems create additional complexities.</p>

<p>The stark contrasts in state performance suggest that successful implementation models from high-performing states could provide valuable insights for regions struggling with lower conversion rates.</p>
<p>Accelerated adoption will be possible if paperwork and approvals are speeded up, policies are redrawn to ensure a steady supply of modules and inverters, financing options are widely publicized, and awareness about the program and its subsidy components is increased by strengthening outreach efforts.</p>
<p>In September, the Ministry of New and Renewable Energy (<a href="https://mnre.gov.in/" target="_blank" rel="noopener">MNRE</a>) introduced a ₹5 billion (~$59.7 million) Innovative Projects Component as part of the Surya Ghar program to showcase and demonstrate cutting-edge solar technologies and applications.</p>

					</table><p>The Ministry of New and Renewable Energy (<a href="https://mnre.gov.in/" target="_blank" rel="noopener">MNRE</a>) has released a framework for the enlistment of solar photovoltaic modules and inverters under the PM-Surya Ghar: Muft Bijli Yojana to assist consumers in making informed choices when selecting high-efficiency products with better warranties for their rooftop solar installations.</p>
<p>The ministry said it has prescribed minimum technical standards for various components of rooftop solar installations to ensure quality. The average consumer may find it challenging to understand the technical specifications of key components like modules and inverters, which make up over 50% of the total system cost.</p>
<p>It said it was important to assist the consumers by providing some confidence in high-performance models of original equipment manufacturers.</p>
<p>With an outlay of ₹750 billion (~$9.04 billion), the program <a href="https://www.mercomindia.com/pm-surya-ghar-to-offer-%e2%82%b978000-for-3-kw" target="_blank" rel="noopener">aims</a> to increase residential rooftop solar capacity and empower households to generate electricity until 2026-27. The program has set a goal of <a href="https://www.mercomindia.com/pm-surya-ghar-to-offer-%e2%82%b978000-for-3-kw" target="_blank" rel="noopener">installing</a> rooftop solar projects in 10 million households.</p>
<p><strong>Solar Modules</strong></p>
<p>Solar modules must have a minimum 3-star rating under the Bureau of Energy Efficiency&#8217;s (<a href="https://beeindia.gov.in/en" target="_blank" rel="noopener">BEE</a>) <a href="https://www.mercomindia.com/government-launches-star-labelling-program-for-solar-modules" target="_blank" rel="noopener">Star Labelling Programme</a> for Solar Modules notified late last year.</p>
<p>The modules will also need a rated capacity of at least 500 W and a product warranty of at least ten years from the date of commissioning, covering manufacturing defects. The minimum fill factor, which refers to the module&#8217;s real-world power output to its theoretical maximum potential, must be 77% under standard test conditions.</p>
<p><strong>Inverters</strong></p>
<p>Inverters must qualify under the BEE&#8217;s Energy Labelling Program for inverters and have a product warranty of at least eight years from the date of commissioning, also covering manufacturing defects.</p>
<p>The minimum overall efficiency for hybrid inverters to be enlisted ranges from 92% for 1 kW inverters, 93% for 1-3 kW, 95% for 3-5 kW, 96% for 5-10 kW, and 97% for 10-20 kW inverters. As the power rating increases, so does the efficiency requirement.</p>
<p>The National Institute of Solar Energy (<a href="https://nise.res.in/" target="_blank" rel="noopener">NISE</a>) will be the nodal agency for enlistment. The enlistment, however, is voluntary, and installations using non-enlisted models will still be eligible for subsidies under the program, provided they comply with the guidelines.</p>
<p>NISE will conduct sample selection and testing at no cost to the manufacturers, with MNRE reimbursing testing fees and administrative costs. The enlisted models that meet the eligibility criteria will be displayed on the National Portal, providing consumers with information to guide their purchasing decisions.</p>
<p>The National Portal, however, has been <a href="https://www.mercomindia.com/bugs-glitches-national-portal" target="_blank" rel="noopener">plagued</a> by bugs and glitches, making it difficult to track the progress of applications or obtain approvals.</p>
