					</table><p>The Uttar Pradesh Metro Rail Corporation (<a href="https://www.lmrcl.com/" target="_blank" rel="noopener">UPMRCL</a>) has invited bids to install and commission 2 MW of rooftop solar systems on depots and stations of the Lucknow metro project.</p>
<p>The successful bidder will also have to take care of the operation and maintenance of the project for 25 years.</p>
<p>The last date to submit the bids is September 5, 2022. Bids will be opened the following day.</p>
<p>Within 30 days from the date of issue of the acceptance letter, the successful bidder should furnish ₹2.448 million (~$30,619) as performance security.</p>
<p>The project must be completed within nine months from the letter of acceptance.</p>
<p>UPMRCL has set a ceiling tariff of ₹4.50 (~$0.056)/kWh for the tender. The size of each project should be in the range of 10 kW to 400 kW.</p>
<p>Bidders should have installed and commissioned a grid-connected solar project with a minimum capacity of 1 MW during the last ten years. They should also have installed and commissioned a rooftop solar project with a minimum capacity of 250 kW in the last ten years.</p>
<p>Bidders must have liquidity equal to the cash flow requirement of ₹15.5 million (~$193,871) for the contract. They must have a positive net worth in the last two years.</p>
<p>The average annual turnover of the bidders in the last five years should be ₹87 million (~$1.09 million).</p>
<p>A minimum capacity utilization factor (CUF) of 12% should be maintained for 25 years.</p>
<p>If bidders fail to commission the project on time, liquidated damages calculated on a per-day basis at 10% of the work cost for the left-over capacity would be levied.</p>
<p>The total solar array capacity should not be less than the allocated capacity (kW) and comprise solar mono/polycrystalline modules of a minimum capacity of 330 W and above wattage.</p>
<p>The predicted electrical degradation of power generated should not exceed 20% of the minimum rated power over the 25-year period and not more than 10% of the full rated original output after the first ten years.</p>
<p>The solar modules to be used for the rooftop systems must be warranted for peak output wattage, which should not be less than 90% at the end of ten years and 80% at the end of 25 years.</p>
<p>Bangalore Metro Rail Corporation recently <a href="https://mercomindia.com/bangalore-metro-20-mw-rooftop-solar-stations-depots/" target="_blank" rel="noopener">invited</a> bids to install and commission 20 MW of grid-connected rooftop solar systems at stations and depot buildings under the renewable energy service company (RESCO) model.</p>
<p>Earlier, Delhi Metro Rail Corporation (DMRC) had <a href="https://mercomindia.com/delhi-metro-1-mw-rooftop-project-khyber-pass-depot/" target="_blank" rel="noopener">invited</a> bids to install a 1 MW rooftop solar project at the Khyber Pass depot stabling lines of DMRC.</p>

					</table><p>Bangalore Metro Rail Corporation (<a href="https://english.bmrc.co.in/#/" target="_blank" rel="noopener">BMRCL</a>) has invited bids to install and commission 20 MW of grid-connected rooftop solar systems at stations and depot buildings under the renewable energy service company (RESCO) model.</p>
<p>The successful bidder will also have to take care of the operation and maintenance of the project for 25 years.</p>
<p>The last date to submit the bids is August 10, 2022. Bids will be opened on the same day.</p>
<p>The site details are given below:</p>
<p>Bidders will have to submit ₹9.164 million (~$116,154) as the bid security deposit. The successful bidder, within 30 days of the issuance of the allocation letter, should furnish ₹24 million (~$304,200) as performance security.</p>
<p>The program with an aggregate capacity of 20 MW at various locations of BMRCL envisages the installation of solar systems on the roofs of stations and depot buildings.</p>
<p>Only &#8216;Class I local suppliers&#8217; will be eligible to bid in this tender. A Class-I local supplier is a supplier or service provider whose goods, services, or works offered for procurement, have local content equal to or more than 50%.</p>
<p>Any country that shares a land border with India and to which the government of India has not extended lines of credit will be eligible to bid in this tender.</p>
<p>Bidders should be shortlisted as developers for public sector undertakings (PSUs) in the last five years.</p>
<p>They should have executed projects on government buildings. They should have completed 75% of the allocated capacity in the last five years until 28 days before the bid submission date.</p>
<p>Bidders should have installed and commissioned grid-connected solar power projects for a minimum capacity of 20 MW in the last ten years, out of which 50% of the capacity should have been installed on government buildings or buildings of the public sector undertakings (PSUs) and government undertakings.</p>
<p>They should have executed projects of a minimum of 3 MW capacity at any metro station or depot in India or collectively at multiple rail projects in India. In the last five years, they should also have experience executing rooftop solar projects on metro stations and depots under revenue operation.</p>
<p>Bidders should also have owned and operated, as a developer, grid-connected rooftop solar power projects with a minimum capacity of 5 MW under the RESCO model on government buildings or buildings of PSUs and government undertakings.</p>
<p>They should have designed, supplied, installed, and commissioned at least one contract of grid-connected solar power project of capacity not less than 1 MW, which should have been commissioned six months before the bid submission date.</p>
<p>In the case of a joint venture or consortium, the lead member must have completed a minimum capacity of 10 MW, and the other members should have completed a minimum capacity of 5 MW each in the last ten years.</p>
<p>The bidders&#8217; minimum average annual turnover during the last three financial years should be ₹275 million (~$3.49 million). Their net worth should be positive for the last two financial years.</p>
<p>Recently, Delhi Metro Rail Corporation <a href="https://mercomindia.com/delhi-metro-1-mw-rooftop-project-khyber-pass-depot/" target="_blank" rel="noopener">invited</a> bids to install a 1 MW rooftop solar project at the Khyber Pass depot stabling lines of DMRC. The scope of work included the design, engineering, supply, storage, civil work, erection, installation, testing, and commissioning of a 1 MW rooftop solar system.</p>

Bangalore Metro Invites Bids for 20 MW of Rooftop Solar Systems at its Stations and Depots

<p>Kerala’s Finance Minister Thomas Isaac announced a 50% reduction in motor vehicle tax for electric, fuel cell, and full hybrid battery electric vehicles (EV) for five years in the state’s budget for 2021-2022.</p>
<p>About 2,000 EVs have been registered in the state. The subsidy will encourage the adoption of more such vehicles, the Minister said.</p>
<p>Isaac said Kerala Automobiles Limited had started the production and export of electric rickshaws. A subsidy of ₹25,000 (~$342) to ₹30,000 (~$410) would be provided for the first 10,000 units.</p>
<p>He announced that the Kerala State Electricity Board (KSEB) plans to install 236 electric vehicle charging stations in 2021-22. The state also hopes to deploy EVs for use by government officials and agencies.</p>
<p>The Minister said 3,000 of the Kerala State Road Transport Corporation’s diesel engine vehicles would be converted to liquified natural gas (LNG) and compressed natural gas (CNG)-based engines.</p>
<p>The Kerala Finance Corporation will provide loans to purchase electric cars at an interest rate of 7%. It will also provide loans at 10% to convert diesel buses to LNG or CNG.</p>
<p>Isaac said the project to convert streetlights to LED-based lights would be completed in a few months with support from the Kerala Infrastructure Investment Fund Board (KIIFB). The state plans to pay back the loan using the savings made from its reduced electricity bills.</p>
<p>The KIIFB will also provide ₹2.5 billion (~$34.2 million) for installing small-scale rooftop solar projects under the renewable energy service company (RESCO) model. This amount will be recovered over the next five years.</p>
<p>The state also announced incentives to promote the construction of eco-friendly buildings. It hopes to form a policy that will prescribe standards for power wastage, water conservation, and eco-friendly construction methods.</p>
<p>Buildings that adhere to these standards would be able to benefit from a 50% reduction in one-time building tax, a 1% reduction on stamp duty during transactions, a 10% reduction in electricity tariff for five years if a 20% power saving target is achieved, and a 20% reduction in local building tax.</p>
<p>Solar panels will be installed in all public schools in the state as part of a ₹1.2 billion (~$16.4 million) package for improving their infrastructure and facilities, as per the state budget.</p>
<p>In its budget for 2019-2020, Kerala had <a href="https://mercomindia.com/kerala-state-budget-2019-20-ev-rooftop-solar/" target="_blank" rel="noopener noreferrer">announced</a> measures to promote rooftop solar projects while also pushing for the development of the EV sector.</p>
<p>In June 2020, Kerala State Electricity Board Limited invited bids from engineering, procurement, and construction contractors to install 26 EV charging stations at various government-owned locations. In July 2020, it <a href="https://mercomindia.com/kerala-eight-companies-ev-charging-stations/" target="_blank" rel="noopener noreferrer">empaneled</a> eight bidders to set up EV charging stations for commercial operations across the state.</p>

Kerala Budget Proposes ₹2.5 Billion Loan for Rooftop Solar, Cuts Tax on EVs

<p>Tata Power and Hindustan Petroleum Corporation Limited (HPCL), an Indian state-owned oil and natural gas company , have signed a Memorandum of Understanding (MoU) for setting up commercial-scale charging stations for electric vehicles (EV) at the HPCL retail outlets and other locations across India.</p>
<p>Through the MoU, both companies have agreed to collaborate in planning, development, and operation of charging infrastructure for electric vehicles (e-cars, e-rickshaws, e-bikes, e-buses), at suitable locations across the country. Both companies also intend to additionally explore areas of opportunities and collaboration in related fields like renewable energy.</p>
<p>Praveer Sinha, CEO &amp; Managing Director, Tata Power, said in a press statement, “By servicing electric vehicles through the proposed charging stations across India, Tata Power will be playing a crucial role in enabling a stronger penetration of EVs in the country, thus fulfilling our commitment to power India’s future in an environmentally sustainable way.”</p>
<p>Rajnish Mehta, the executive director of corporate strategy planning and business development, HPCL also added, “At HPCL, we are a firm believer in business diversification and being future ready. A major impediment to electric vehicles adoption is the range anxiety which needs to be addressed through establishment of nationwide charging infrastructure. We believe that a robust network of charging stations is very critical for market acceptability of EVs which will also ensure last mile connectivity and thereby facilitate widespread adoption of EVs. Tata Power with its focused approach towards sustainable and clean energy and wider outreach across the power value chain, provides an excellent opportunity for an integrated oil and gas company like HPCL to collaborate for promoting the e-mobility initiative. We intend to leverage on our vast marketing infrastructure network in the form of retail outlets and other locations for setting up of electric vehicle charging stations on pan India basis.”</p>
<p><a href="https://mercomindia.com/tata-power-ev-charging-stations-mumbai/" target="_blank" rel="noopener">In January 2018</a>, Tata Power set up additional EV charging stations in Mumbai. <a href="https://www.tatapower.com/" target="_blank" rel="noopener">Tata Power</a> also announced new additions to its strategic network of EV charging stations in the country, the latest being the setting up of three fast charging EV stations at Cognizant campus in Telangana’s capital city of Hyderabad.</p>
<p><a href="https://mercomindia.com/govt-mulls-subsidies-ev-charging-infrastructure/" target="_blank" rel="noopener">Recently</a>, Mercom reported that to speed up India’s EV revolution, the government of India is planning to subsidize EV charging infrastructure. A Press Trust of India (PTI) report quoted the power secretary A K Bhalla saying that the government is considering providing subsidy for encouraging setting up of EV charging infrastructure under a policy, likely to be unveiled in the coming days. Talking about the expansion of EVs in the country, Bhalla also opined that it is a chicken and egg story because charging stations would not be set up without enough EVs and EV sales would not pick up unless there is enough facility to charge these vehicles.</p>
<p>This new move by the government is in line with the preceding policies that have been framed for the EV sector. The Ministry of Power recently issued a <a href="https://mercomindia.com/ministry-of-power-no-license-ev-charge-station/" target="_blank" rel="noopener">clarification</a> stating that no license is required to operate EV charging stations in India. This is expected to boost the participation of more private players in the creation of a nationwide EV charging station infrastructure.</p>
