					</table><p>REC Power Development and Consultancy (<a href="https://www.recpdcl.in/" target="_blank" rel="noopener">RECPDCL</a>), a fully-owned subsidiary of <a href="https://recindia.nic.in/">REC</a>, has floated two tenders to establish an inter-state transmission system (ISTS) to evacuate a cumulative 11 GW of power from Renewable Energy Zones (REZ) in Rajasthan under Phase &#8211; IV.</p>
<p>The developer should ensure that all aspects of the project, including equipment, facilities, components, and systems, are designed, constructed, and tested according to the terms outlined in the transmission service agreement.</p>
<p>The scheduled commercial operation date of the project is 24 months from the effective date of the letter of intent.</p>
<p>The last day to submit the bids is December 15, 2023. Bids will be opened on the same day.</p>
<p>The successful bidder must acquire 100% of the equity shares of the power transmission special purpose vehicle, including all associated assets and liabilities. The bid process coordinator will communicate the exact acquisition price twenty days before the deadline.</p>
<p><strong>Tender 1</strong></p>
<p>The tender involves commissioning ISTS to evacuate 5.5 GW of power from REZ Phase &#8211; IV, Part- C.</p>
<p>Selected bidders must submit a performance guarantee of ₹775 million (~$9.3 million) within ten days from the date of issue of the letter of intent.</p>
<p>Bidders must have a development Infrastructure project with aggregate capital expenditure of at least ₹15.5 billion (~$186.3 million) in the last five years. The capital expenditure of each project must be at least ₹3.1 billion (~$37.3 million).</p>
<p>For this requirement, the capital expenditure of projects completed and commissioned at least seven days before the bid deadline will be considered.</p>
<p>Bidders must have either executed these projects themselves or held a direct or indirect ownership stake of at least 26% in the company responsible for executing the projects. This ownership should have been maintained from the date of financial closure of the project until its commissioning or completion.</p>
<p>Additionally, they should have received a total payment of at least ₹15.5 billion (~$186.3 million) from clients for construction works. The payment for each project should not be less than ₹3.1 billion (~$37.3 million).</p>
<p>They should have a net worth of at least ₹6.2 billion (~$74.5 million).</p>
<p><strong>Tender 2</strong></p>
<p>The tender involves establishing ISTS to evacuate 5.5 GW of power from REZ Phase &#8211; IV, Part- E.</p>
<p>Selected bidders must submit a performance guarantee of ₹700 million (~$8.4 million) within ten days from the issue of the letter of intent.</p>
<p>Bidders must have a development Infrastructure project with aggregate capital expenditure of at least ₹14 billion (~$168.3 million) in the last five years. The capital expenditure of each project must be at least ₹2.8 billion (~$33.6 million).</p>
<p>For this requirement, the capital expenditure of projects completed and commissioned at least seven days before the bid deadline will be considered.</p>

<p>In September, RECPDCL <a href="https://www.mercomindia.com/rec-subsidiary-invites-renewable-power-in-rajasthan/" target="_blank" rel="noopener">floated</a> a tender to establish an ISTS to evacuate 20 GW of power from REZs in Rajasthan under Phase -III, Part I.</p>
<p>Earlier, RECPDCL <a href="https://www.mercomindia.com/rec-bids-empanel-consultants-solar-projects-india" target="_blank" rel="noopener">invited</a> bids to empanel consultants to undertake project management consultancy services for solar projects (floating solar and ground-mounted) at various locations across India for two years.</p>

					</table><p>The Power Grid Corporation of India (<a href="https://www.powergrid.in/" target="_blank" rel="noopener">POWERGRID</a>) has emerged as the successful bidder for the execution of the Inter-State Transmission System (ISTS) Project to evacuate power from Renewable Energy Zones (REZ) in Rajasthan for 20 GW, Phase-III Part C1.</p>
<p>The Letter of Intent (LoI) was formally received on September 11, 2023. The scheduled commercial operation date (COD) for the overall project is 18 months from the effective date.</p>
<p>The project is to be undertaken on a Build, Own, Operate, and Transfer (BOOT) basis, encompassing several critical components, including establishing a novel 765/400 kV substation with the integration of STATCOM technology in Ramgarh.</p>
<p>It also involves the construction of a 765 kV double-circuit transmission line and the extension of associated bays at existing substations in Rajasthan.</p>
<p>The other qualified bidders for the project were Adani Energy Solutions, Sterlite Grid 22, Megha Engineering &amp; Infrastructures, Apraava Energy Private, Tata Power Company and a consortium of Indigrid 1 (54% ownership), Indigrid 2 (22% ownership), and R S Infraprojects (24% ownership).</p>
<p>POWERGRID is required to apply for a transmission license from the regulatory commission per the provisions of the Electricity Act and the associated regulations.</p>
<p>It will also be responsible for establishing, operating, and maintaining the project, which includes conducting survey activities, formulating detailed project reports, arranging finances, managing the project, securing necessary consents, clearances, and permits (such as way leave, environmental, forest, civil aviation, railway, road, river, canal, power crossing), handling land compensation, and overseeing the design, engineering, procurement of equipment and materials, construction, erection, testing, and commissioning.</p>
<p>POWERGRID will also have to ensure that the locations of substations, switching stations, HVDC terminals, or inverter stations are within a 1 km radius of the locations.</p>
<p>In March, POWERGRID <a href="https://mercomindia.com/powergrid-raise-up-to-%E2%82%B99-billion-bonds/" target="_blank" rel="noopener">approved</a> raising unsecured, non-convertible, non-cumulative, redeemable, and taxable bonds for ₹9 billion (~$109.73 million) through private placement.</p>
<p>In the same month, POWERGRID <a href="https://mercomindia.com/powergrid-bags-three-interstate-transmission-system-projects/" target="_blank" rel="noopener">won</a> three ISTS projects in the tariff-based competitive bidding process. The company won the first project for a transmission system to evacuate power from solar energy zones in Rajasthan (8.1 GW) under Phase-II Part E on a build, own, operate, and maintain basis.</p>
