					</table><a href="https://secr.indianrailways.gov.in/" target="_blank" rel="noopener">South East Central Railway</a> has invited bids for state-wise empanelment of agencies to implement grid-connected rooftop solar projects of 2.185 MW at various locations in the Raipur Division through public-private partnership and on a design, build, finance, operate, and transfer basis.
The projects would be developed in two capacity ranges— more than 10 kW and up to 100 kW, and more than 100 kW and up to 500 kW.
The projects must be commissioned within 240 days of receiving the work order. The developers must also provide comprehensive operation and maintenance services for 25 years.
The last day to submit the bids is July 18, 2023. The bids will be opened on the same day.
Bidders must furnish an earnest money deposit of ₹1.07 million (~$13,047)/ MW of the quoted capacity.
The selected bidders must submit a performance security of ₹1.6 million (~$19,509)/ MW of the quoted capacity within 30 days of signing the power purchase agreement (PPA).
The successful bidders must provide a bid process management fee of ₹75,000 (~$914)/ MW of the awarded capacity within 30 days of signing the PPA.
The empanelment will be valid for one year, with the possibility of an extension for another year based on the developer’s performance and requests from zonal railways.
The generated solar power will be utilized solely through the net metering system by the Railways.
Bidders must have experience installing a minimum aggregate 200 kW capacity of grid-connected solar rooftop systems in developer or engineering procurement and construction (EPC) mode before the bid submission deadline.
Bidders with experience installing and commissioning a minimum aggregate 1 MW capacity of any grid-connected systems as a developer or an EPC contractor in any sector such as residential, social, industrial, commercial, government, or any other client can also submit bids.
They must have had an average annual turnover of ₹15 million (~$182,903) during the last three years. They should also have had a positive net worth in all the last three financial years.
The successful bidder will enter into a 25-year PPA with the railways after receiving the letter of award, which may also need to be signed at a divisional level if required by the public utilities or Zonal Railways.
The tender does not include any central financial assistance.
Recently, South Eastern Railway <a href="https://www.mercomindia.com/railways-invite-bids-for-projects-across-three-states" target="_blank" rel="noopener">invited</a> bids for the empanelment of agencies for setting up 13.54 MW of grid-connected rooftop solar projects in Odisha, Jharkhand, and West Bengal railway zones.

Railways Issues Empanelment Tender for 2.18 MW Rooftop Solar Projects

<a href="https://smartnet.niua.org/5-67191232-8d4b-4ed1-b2fb-7d3231904194" target="_blank" rel="noopener noreferrer">Raipur Smart City Limited</a> has issued a request for proposal (RfP) for the installation of electric vehicle charging stations at 25 locations in the city.
October 3, 2020, is the last day for the submission of bids. Applicants must pay an earnest money deposit (EMD) of ₹600,000 (~$8,083) to participate in this tender.
Raipur Smart City had initially <a href="https://mercomindia.com/raipur-smart-city-seeks-agencies-set-up-ev-charging-stations/" target="_blank" rel="noopener noreferrer">floated</a> in March 2020. The ongoing COVID-19 pandemic made it difficult for the authorities to go ahead with the bid responses and implement the project, leading to this retender.
The selected bidder would be responsible for the procurement, installation, as well as operation and maintenance services of electric vehicle charging stations for five years.  The installation will be carried out on an annual license fee basis.
The contract period is for five years, which may be extended for another term of five years. The installation should be completed in nine months.
To participate, the bidder should be an original equipment manufacturer of electric vehicle chargers. The original equipment manufacturers can participate individually or as a member of a consortium of not more than three bidders. Those firms that have an agreement with OEMs can also participate.
The winning bidder should complete the installation of the charging stations in nine months after signing the license agreement. This includes 14 slow chargers and 11 fast-charging stations. The licensee would procure Bharat AC 001 (10 kW), Bharat DC 001 (15 kW), and CCSII +CHAdeMO &amp; AC Type 2 (122 kW) chargers for the installation.
The applicant should have a minimum average annual turnover of ₹5 million (~$67,859) in the last three financial years (2018-19, 2017-18, and 2016-17) preceding the bidding deadline.
Earlier this month, Raipur Smart City also <a href="https://mercomindia.com/raipur-smart-city-invites-bids/" target="_blank" rel="noopener noreferrer">floated</a> a tender for the installation of 2.9 MW of rooftop solar projects at various locations under the capital expenditure model.

Raipur Invites Fresh Bids to Set Up Electric Vehicle Charging Stations at 25 Locations

The Nava Raipur Atal Nagar Smart City Corporation Limited (<a href="https://navaraipuratalnagar.com/wps/portal/Home/home-nrda/!ut/p/z1/04_Sj9CPykssy0xPLMnMz0vMAfIjo8ziPR1dnD0sTAz8DUJcTAwCvf18nY3MLQ2cA8z1w8EKDFCAo4FTkJGTsYGBu7-RfhTp-pFNIqw_CqwEnwuwKECxoiA3NMIg01ERAJjOHas!/dz/d5/L2dBISEvZ0FBIS9nQSEh/" target="_blank" rel="noopener noreferrer">NRANSCCL</a>) has invited bids for the installation of 2.9 MW of rooftop solar projects at various locations under the capital expenditure (CAPEX) model.
Besides the design, engineering, installation, testing, and commissioning of the solar systems, the contract will also include operation and maintenance (O&amp;M) for ten years.
The last date for the submission of online bids is September 14, 2020, and the pre-bid meeting will take place on September 07, 2020.
As per the tender document, the time allowed for the execution of work has been fixed as six months.
Interested bidders will have to submit an amount of ₹1.35 million (~$18,393) as the earnest money deposit (EMD).
To take part in the bidding process, the bidder should have completed one similar project of 2 MW capacity or two similar works of 1.5 MW capacity each during the last five years.
Regarding the financial criteria, the average annual gross turnover of the bidder should be ₹134.8 million (~$1.84 million) in any three financial years out of the last four.
The module capacity of the modules to be used in the solar project should be at least 360 W, and the efficiency should be 18% or more. The maximum system voltage should be 1500 V.
Smart cities in the country are harping on solar energy to make themselves more sustainable and efficient. Lately, numerous smart cities have announced their plans to harness the sun for meeting their energy requirements. Here are a few examples:
Recently, Karnataka’s Tumakuru Smart City <a href="https://mercomindia.com/tumakuru-smart-city-releases-tender/" target="_blank" rel="noopener noreferrer">issued</a> a request for proposal seeking solar power developers to install 1.2 MW of rooftop solar systems on government buildings in the city. The scope of work included designing, financing, manufacturing, supplying, testing, installing, and commissioning the rooftop solar projects.
Earlier, the Hubballi-Dharwad Smart City also <a href="https://mercomindia.com/karnatakas-hubballi-invites-bids-rooftop-solar/" target="_blank" rel="noopener noreferrer">invited</a> bids for the development of nearly 340 kW of grid-connected rooftop solar projects for selected buildings in different locations owned by Hubballi-Dharwad Municipal Corporation.
Previously, Mercom had <a href="https://mercomindia.com/raipur-smart-city-tenders-2-mw-grid-connected-solar-rooftop-systems/" target="_blank" rel="noopener noreferrer">reported</a> that the municipal corporation of Raipur Smart City Limited tendered 2.1 MW of solar rooftop systems on government buildings in Raipur.

Raipur Smart City Invites Bids for 2.9 MW of Rooftop Solar Under CAPEX Model

Raipur Smart City Limited (<a href="https://smartnet.niua.org/users/raipur-smart-city-limited" target="_blank" rel="noopener noreferrer">RSCL</a>) has floated a tender to select an agency for setting up electric vehicle (EV) charging stations at multiple locations in the city on an annual license fee basis.
The scope of work includes the installation, operation, and maintenance of these charging stations of the annual license fee basis for five years at 25 proposed locations in the city. The estimated value of the tender is ₹54 million (~$709,815). This includes 14 slow chargers and 11 fast-charging stations.
Interested bidders are expected to make an earnest money deposit (EMD) of ₹600,000 (~$7,886). The last date for the submission of bids is March 30, 2020.
The tender documents stated that the site requirements for the proposed charging stations must be of sufficient area with suitable circulation space for existing electrical supply infrastructure and must be detached from roads and streets.
It added that the area of the land must not be less than 13 x 7 meters in dimensions and the maximum land area will depend on the availability and will be left to the discretion of the Raipur Smart City Limited (RSCL).
The components for the charging stations, including charging pods, are included in this tender. The finished products must be able to charge an average lead acid-based e-rickshaw from anywhere between 8-12 hours.
Previously, Mercom <a href="https://mercomindia.com/rajasthan-electronics-empanel-agencies-ev-charging-stations/" target="_blank" rel="noopener noreferrer">reported</a> that the Rajasthan Electronics and Instruments Limited (REIL), a public-sector enterprise operating in the electronics, information technology, and renewable energy segment, has floated an expression of interest to empanel agencies to help with setting up electric vehicle charging stations in the state.
Recently, the Delhi Electricity Regulatory Commission (DERC) <a href="https://mercomindia.com/delhi-discoms-take-precautions-new-ev-charging-stations/" target="_blank" rel="noopener noreferrer">wrote</a> a letter to distribution licensees in the city asking them to implement necessary safety measures before providing power to newly installed electric vehicle charging stations. It directed the distribution companies to take all necessary safety precautions to avoid any fire accidents for these installations before providing them with power.

Raipur Smart City Seeks Agencies to Set up EV Charging Stations in the City

The Airports Authority of India (<a href="https://www.aai.aero/en" target="_blank" rel="noopener noreferrer">AAI</a>) has issued three different Request for Proposals (RfPs) for the procurement of a total of 3.7 MW of solar power through open access for the airports at Raipur, Coimbatore, and Aurangabad.
The breakup of bids &#8211; 1.5 MW for Raipur Airport, 1 MW for Coimbatore Airport, and 1.20 MW for Aurangabad Airport.
The last date for the submission of bids for all three tenders is November 18, 2019.
Interested bidders need to deposit ₹500,000 (~$7,035) as bid security. The bidding process will be based on tariff-based competitive bidding for the procurement of solar power through open access. The RfP also states that the bidders need to supply 1.577 million units (MUs) of contracted energy for ten years and a minimum of 6% of the annual contracted energy, in any month of the year during the contract period.
In the case where the actual energy supplied is less than 6%, the seller has to pay a penalty of 25% of the quoted tariff as well as an adjustment on account of revision of intra-state open access charges.
According to the AAI, the successful bidder is required to commence supply of power from April 1, 2020, following the provisions of the PPA.
The other requirements to bid for the tender is that the bidder should have installed and commissioned at least 1 MW of grid-connected solar project(s) in the last five years, at least six months before the bid opening date.
According to the AAI, no bidder should submit more than one bid for the projects. The net worth of the bidder should be equal to at least ₹10 million (~$140,786) in the preceding financial year (FY).
The AAI, which comes under the Ministry of Civil Aviation, is working on the use of sustainable solar power to fuel operations at various facilities across the country.
In September 2019, the AAI <a href="https://mercomindia.com/aai-announces-tender-rooftop-solar-pune-airport/" target="_blank" rel="noopener noreferrer">announced</a> tender for a 100 kW grid-connected rooftop solar project to be installed at Pune Airport’s terminal building.  In the same month, it also <a href="https://mercomindia.com/aai-tender-solar-begumpet-airport-andhra-pradesh/" target="_blank" rel="noopener noreferrer">issued</a> a tender for 1 MW of grid-connected solar projects at Begumpet Airport in Hyderabad.
