					</table><p><span data-teams="true">The Solar Energy Corporation of India <a href="https://seci.co.in/" target="_blank" rel="noopener">(SECI)</a> has signed six agreements with manufacturers to supply 670,000 tons per annum (TPA) of green ammonia to fertilizer companies out of the allocated capacity of 724,000.</span></p>
<p>Union Minister of New and Renewable Energy Pralhad Joshi said the 10-year agreements will provide demand certainty for the industry, enable financial closure, and support large-scale investments in green ammonia production.</p>
<p>The agreements are expected to save nearly $2.5 billion (~₹235.78 billion) in foreign exchange over the next decade by replacing imported grey ammonia in non-urea-based fertilizer units.</p>
<p>The supply of green ammonia is linked to 13 fertilizer units across the country.</p>
<p>SECI acted as the intermediary aggregator in the execution of the green ammonia sale agreements.</p>
<p>In 2024, SECI <a href="https://mercomindia.com/seci-invites-proposals-to-set-up-green-hydrogen-hubs" target="_blank" rel="noopener">invited</a> bids for the production and supply of green ammonia in India through cost-based competitive bidding under strategic interventions for the green hydrogen transition program.</p>
<p>The lowest <a href="https://www.mercomindia.com/acme-cleantech-wins-secis-100000-tpa-green-ammonia-auction" target="_blank" rel="noopener">discovered</a> tariff in the auctions was ₹49.75 (~$0.52)/kg. ACME Cleantech Solutions won the bid to supply 100,000 TPA of green ammonia to the Indian Farmers Fertilizer Cooperative in Paradeep, Odisha, for 10 years.</p>
<p>ACME also won several auctions to supply a cumulative total of 370,000 TPA of green ammonia.</p>
<p>Overall, the tariffs discovered in these auctions ranged between ₹49.75 (~$0.52)/kg and ₹64.74 (~$0.68)/kg, while international prices are approximately €1,000 (~$1,148.25) per ton or around ₹110 (~$1.16)/kg.</p>
<p>These auctions were <a href="https://www.mercomindia.com/cabinet-approves-%E2%82%B9197-billion-hydrogen-mission" target="_blank" rel="noopener">held</a> under the Government of India’s National Green Hydrogen Mission, with an outlay of ₹197.44 billion (~$2.9 billion), which aims at producing at least 5 million metric tons of green hydrogen per annum by 2030.</p>
<p>Pralhad Joshi said that the next phase of India’s energy transition will focus on hard-to-abate sectors such as fertilizers, refineries, steel, and transport, where green hydrogen and its derivatives will play a critical role.</p>
<p>He emphasized that green ammonia will not only serve as a clean feedstock but also help build a new industrial ecosystem, generate jobs, and attract investments.</p>

					</table><p>The Ministry of New and Renewable Energy (<a href="https://mnre.gov.in/" target="_blank" rel="noopener">MNRE</a>) has called for strengthening its role, considering the rapidly expanding scale and strategic importance of renewables, to give greater institutional clarity for effective administration.</p>
<p>The Ministry told a parliamentary standing committee that enacting a separate Renewable Energy Act may not be necessary, as electricity generated from renewables is integrated into the grid and governed by the Electricity Act, 2003. However, in all respects pertaining to renewable energy, the MNRE must be considered as ‘Central Government,’ it said.</p>
<p>The MNRE’s stance seeks to define a distinctive role for itself vis-à-vis the Ministry of Power (MoP), which enjoys exclusive authority over the Electricity Act&#8217;s provisions. It signals a push for clearer separation of powers and responsibilities between the MNRE and the MoP.</p>
<p>The parliamentary committee sought the MNRE’s views on requests it had received from stakeholders regarding the need for a separate Renewable Energy Act, given the expanding renewable energy sector in India.</p>
<p><strong>Policy, Planning, and Market Design</strong></p>
<p>The MNRE proposed that it be granted greater authority over renewable energy planning, electricity market design, tariff principles, and policy implementation. The Ministry has also suggested that it be given a central role in monitoring renewable purchase obligations/renewable consumption obligations, guiding regulators such as the Central Electricity Regulatory Commission and the National Committee on Transmission, and overseeing national energy transition planning.</p>
<p>The MNRE also wanted the power to frame and amend rules under Section 176 of the Electricity Act related to renewable energy. It said there was also a need to bring flexibility and storage resources into the renewable energy framework, and that all regulatory bodies and technical institutions must have representatives from the renewable energy sector at both the central and state levels.</p>
<p>The standing committee queried the MNRE about the anomalous situation in which large hydroelectric projects were included in renewable energy targets, even though the sector was administered by the MoP.</p>
<p>In response, the MNRE said that a unified administrative structure under MNRE for all renewable sources, including large hydro, would enable integrated policy formulation, holistic renewable energy planning, sectoral synergy across all renewable energy technologies, and improved coordination to achieve national renewable energy and net-zero goals.</p>
<p>Endorsing MNRE’s stand, the standing committee observed, “The Committee is of the view that being the nodal Ministry of the Government of India for all matters relating to renewable energy resources, MNRE should have more powers and authority to administer the planning, execution and evaluation of renewable energy projects so as to sustain India’s renewable energy transition.”</p>
<p>In the past, the MNRE and the MoP were both headed by the same Cabinet-rank Minister. In 2024, however, Pralhad Joshi was <a href="https://www.mercomindia.com/pralhad-joshi-gets-mnre-portfolio-khattar-is-new-minister-of-power" target="_blank" rel="noopener">assigned</a> the MNRE, while Manohar Lal was made in charge of the MoP. The move was seen as the government’s acknowledgement of the growing importance of renewables in India’s electricity sector.</p>
<p>Since then, Joshi has spearheaded several programs to push renewable energy adoption, including the government’s flagship rooftop solar program, the PM Surya Ghar: Muft Bijli Yojana, which aims to install rooftop systems on 10 million households by 2027. At last count, 3 million households across India had solar panels <a href="https://www.mercomindia.com/rooftop-solar-installations-under-pm-surya-ghar-reach-3-million" target="_blank" rel="noopener">installed</a> on their roofs.</p>
<p>Among other achievements, India has secured the third position globally behind China and the U.S. in solar installations. As of December 2025, India’s cumulative installed solar capacity stood at nearly 136 GW, according to <a href="https://www.mercomindia.com/product/q4-2025-india-solar-market-update" target="_blank" rel="noopener">Mercom’s Q4 and Annual 2025 Solar Market Update</a>.</p>


MNRE Eyes Bigger Role in Renewable Energy Governance, Distinct from MoP

					</table><p>The government has recently approved a power utility-led model under the PM Surya Ghar: Muft Bijli Yojana, which will rapidly increase rooftop solar installations, said Union Minister of New and Renewable Energy Pralhad Joshi.</p>
<p>Approximately two million rooftop solar systems have been installed under the Surya Ghar program so far. Approximately half of the households were receiving zero bills, and many were also earning money by selling excess electricity.</p>
<p>Within a month after the demand-driven utility-led model is rolled out, installations would reach five million, the minister said.</p>
<p>Joshi was addressing a meeting convened by the Ministry of New and Renewable Energy (<a href="https://mnre.gov.in/" target="_blank" rel="noopener">MNRE</a>) to review the progress of renewable energy programs with representatives of the states.</p>
<p>At the Mercom India Renewables Summit 2025, the minister had <a href="https://www.mercomindia.com/mnre-to-launch-utility-led-program-for-rural-households-under-surya-ghar" target="_blank" rel="noopener">announced</a> that the government would introduce a utility-led model under Surya Ghar to enable households without suitable rooftop space to benefit from the program.</p>
<p>Joshi said while some states had performed very well in implementing the Surya Ghar program, installations in others were slow. States must give approvals within 15 days of receiving applications.</p>
<p>The Surya Ghar program <a href="https://www.mercomindia.com/modi-announces-new-rooftop-solar-on-10-million-homes" target="_blank" rel="noopener">targets</a> installing rooftop solar panels on 10 million households by 2027. Progress under the program has been patchy and marred by glitches in the national rooftop solar portal. The parliament’s standing committee on energy had observed that the pace of installations was slow and meeting the targets was a challenge.</p>
<p>MNRE Secretary Santosh Kumar Sarangi said in some states, the rejection rate for bank loans for rooftop solar was very high. He asked the states to take up the issue of the reluctance of banks to lend to the rooftop solar sector with the state-level bankers&#8217; committees.</p>
<p>He said India cannot be import-dependent if it has to achieve 1,800 GW of renewable energy capacity by 2047 and 5,000 GW by 2070. State governments must take the initiative for the manufacture of solar cells and modules, ingots, wafers, and polysilicon. The ministry will be working with the states in this regard.</p>
<p>The meeting with the representatives of the state governments, distribution companies, and renewable energy associations will review the progress of the MNRE’s flagship programs, PM KUSUM and PM Surya Ghar, as well as green hydrogen and other initiatives.</p>

					</table><p>The <a href="https://mnre.gov.in/" target="_blank" rel="noopener">government</a> will soon announce a utility-led program under the PM Surya Ghar: Muft Bijli Yojana to enable households without suitable rooftop space to benefit from the program, Union Minister of New and Renewable Energy Pralhad Joshi said.</p>
<p>He was speaking before presenting the Mercom India Awards at the <a href="https://www.mercomindia.com/event/renewables-summit-2025" target="_blank" rel="noopener">Mercom India Renewables Summit 2025</a>.</p>
<p>Joshi said 1.72 million rooftop solar systems have been installed under the PM Surya Ghar program as of date. “These numbers reveal the real progress on the ground.”</p>
<p>Listing out India’s achievements in the energy transition, he said the country had already met 50% of the target of 500 GW of non-fossil fuel-based renewable energy capacity, five years ahead of schedule. “The 500 GW goal is not merely a slogan, we will achieve it.”</p>
<p>India now has the second-lowest levelized cost of energy globally, he said. He also referred to a report by the International Renewable Energy Agency, which highlighted the Prime Minister’s vision for renewable energy had saved ₹4 trillion (~$46.3 billion) in monetary value and prevented 400 million tons of carbon emissions, the Minister said.</p>
<p>Joshi said while India had achieved much in the renewable energy sector, there were some challenges for which the government was taking suitable measures. He referred to the need for modernizing the electricity grid to integrate rising solar and wind energy.</p>
<p>“We will do whatever it takes to have a modernized, flexible grid including the use of Artificial Intelligence,” he said.</p>
<p>Joshi said the ministry was having zonal review meetings with chief ministers, energy ministers, and distribution companies. Every state has now been made accountable to meet the Renewable Consumption Obligation.</p>
<p>Work was also going on to augment the capacity of the transmission and distribution network. On energy storage, he said battery energy storage system (BESS) was now a core renewable energy component. A viability gap funding (VGF) for 30 GWh of BESS capacity had been <a href="https://mercomindia.com/government-54-billion-vgf-battery-storage" target="_blank" rel="noopener">approved</a>, he said.</p>
<p>Joshi said the government’s goal is make India a global manufacturing hub of clean energy by integrating all components of the solar supply chain from polysilicon to modules. To promote domestic manufacturing further, solar cells will be brought under the ambit of the Approved List of Models and Manufacturers from July next year.</p>
<p>The minister said a lot of research and development work was going on in the solar sector, with the Indian Institute of Technology-Bombay and the Indian Institute of Science, Bengaluru working on improving the efficiency of perovskite solar cells. “The initial results of the research are good.”</p>
<p>“Enhancing the efficiency levels of perovskite solar cells to 29% and above will reduce the requirement of land for solar projects,” he said.</p>

					</table><p>Pralhad Joshi has been appointed the Minister of New and Renewable Energy (<a href="https://mnre.gov.in/" target="_blank" rel="noopener">MNRE</a>) in the National Democratic Alliance government led by Prime Minister Narendra Modi. Manohar Lal Khattar is the new Minister of Power.</p>
<p>In the previous government, R K Singh held both the Power and MNRE portfolios as Cabinet minister. This time, two Cabinet ministers will handle the two portfolios separately.</p>
<p>Shripad Naik has been given charge as Minister of State for both the ministries.</p>
<p>The Prime Minister’s decision to appoint a cabinet minister for each of the two portfolios comes as a surprise, considering that the Ministry of Power and MNRE share a lot of synergies. Many of the ministries’ functions and policies overlap, which is perhaps why R K Singh was made the sole minister of both ministries in Modi’s last dispensation.</p>
<p>However, given India’s aggressive renewable energy push in the last few years, it could well be that the Prime Minister has decided to give more importance to MNRE by designating a Cabinet minister to be in charge of the ministry.</p>
<p>India now has the third-highest solar energy capacity globally. In the first quarter of 2024, India added over 10 GW of solar capacity, the highest-ever for a quarter, according to the <a href="https://www.mercomindia.com/product/q1-2024-india-solar-market-update" target="_blank" rel="noopener">Q1 2024 India Solar Market Update</a> from Mercom India Research. 2024 could turn out to be a record year for solar capacity additions.</p>
<p>The government has set a target of installing 500 GW of renewable energy capacity by the end of the decade. It has also launched the PM Surya Ghar: Muft Bijli Yojana, which aims to install rooftop solar systems in 10 million households. The MNRE has set up a mission directorate to <a href="https://www.mercomindia.com/mnre-sets-set-up-solar-program-implementation" target="_blank" rel="noopener">oversee</a> the implementation of the ambitious program.</p>
<p>Joshi, Minister of Coal and Mines in the previous government, will be expected to sustain and build on these ongoing renewable energy initiatives. He also held the portfolio of Parliamentary Affairs, which has helped build a rapport with all political parties, some of whom are in government in the states. This experience should help him push through renewable energy programs requiring buy-in from parties across the board.</p>
<p>Under Joshi’s charge, the Ministry of Mines launched the first-ever auctions of critical minerals used in the energy transition. Three tranches of the auctions have been held so far.</p>
<p>Khattar, a former chief minister of Haryana, assumed charge of the Ministry of Power and immediately got down to business by reviewing the power supply position in the country with his officials.</p>
<p>His role would be crucial when power demand across the country has been scaling new highs due to heightened industrial activity in recent years. Between him and Joshi, the two ministries will have to work together to integrate more renewable energy into the overall power mix to complement coal-based thermal and ensure the electricity demands of India’s economic engine are met.</p>
