					</table><p><a href="https://www.itiltd.in/index" target="_blank" rel="noopener">ITI Limited</a>, a public sector undertaking under the Department of Telecommunication, has invited bids to empanel a partner for the design, supply, installation, testing, and commissioning of various solar systems (off-grid and on-grid) to address various tenders and execution of work orders received by it.</p>
<p>The successful bidder will also have to oversee the project’s operation and maintenance during the period of empanelment.</p>
<p>The last date to submit the bids is October 1, 2022. Bids will be opened on October 3.</p>
<p>Bidders must submit ₹200,000 (~$2,507) as an earnest money deposit per bid category.</p>
<p>Bidders should be ready to deploy grid-interactive or off-grid solar systems in any part of India in partnership with ITI in four categories &#8211; Below 10 kW; 11 kW to 99 kW; 100 kW to 499 kW; and above 500 kW.</p>
<p>Bidders should be either system integrators or original equipment manufacturers of one of the components used in the solar systems and registered in India to manufacture the same.</p>
<p>Bidders bidding for category 1 (below 10 KW) must have a cumulative work experience of at least 250 kW of grid-interactive or off-grid solar systems during the last three financial years.</p>
<p>For category 2 (11 kW to 99 kW), bidders must have a cumulative work experience of at least 500 kW of grid-interactive or off-grid solar systems during the last three financial years.</p>
<p>For category 3 (100 kW to 499 kW), bidders must have a cumulative work experience of at least 750 kW of grid-interactive or off-grid solar systems during the last three financial years.</p>
<p>For category 4 (above 500 kW), bidders must have a cumulative work experience of at least 1,000 kW of grid-interactive or off-grid solar systems during the last three financial years.</p>
<p>The projects should have been operating for at least one year before the bid submission date.</p>
<p>For category 1 (below 10 kW), bidders should have a minimum average annual turnover of ₹5 million (~$62,677), and for category 2 (11 kW to 99 kW), bidders should have a minimum average annual turnover of ₹10 million (~$125,354) during the last three financial years.</p>
<p>For category 3 (100 kW to 499 kW), bidders should have a minimum average annual turnover of ₹20 million (~$250,708), and for category 4 (above 500 kW ₹50 million (~$626,770) during the last three financial years.</p>
<p>Bidders should have a positive net worth at the end of the last financial year.</p>
<p>The period of empanelment will be for three years and can be extended for a further two years on mutual consent.</p>
<p>Last July, ITI <a href="https://mercomindia.com/iti-invites-eoi-off-grid-solar/" target="_blank" rel="noopener">invited</a> expressions of interest to select business associates for the design, installation and commissioning of 1,000 off-grid solar projects of 3.5 kW capacity each on panchayat ghars under the Department of Rural Development and Panchayati Raj in Jammu and Kashmir.</p>

Empanelment Tender Floated for Installation of Grid-Connected and Off-Grid Solar Systems

<p>The Indian Oil Corporation Limited (<a href="https://iocl.com/" target="_blank" rel="noopener">IOCL</a>) has invited bids from engineering, procurement, and construction (EPC) contractors to set up a 2 MW ground-mounted on-grid solar photovoltaic (PV) project at its LPG Bottling Plant at Tikri Kalan, Delhi. This will be a captive project with net metering facility to be executed on a lump-sum turnkey basis.</p>
<p>IOCL has invited EPC contractors through a tender inclusive of a one-year comprehensive operation and maintenance (O&amp;M) and a further O&amp;M for four years.</p>
<p>The last date for submission of bids is July 12, 2021, and the techno-commercial bid would be opened on July 13, 2021.</p>
<p>Part A of the tender covers the comprehensive O&amp;M of the PV project and power evacuation infrastructure for one year from the date of successful project commissioning. Part B of the tender deals with the plant and power evacuation infrastructure for another four years from the date of completion of work mentioned in Part A.</p>
<p>Part A’s completion time is 18 months – six months for project commissioning and an additional 12 months of O&amp;M – from the date of handing over the site to the winning bidder; Part B’s completion time is 48 months from the date of completion of Part A.</p>
<p>The bid security deposit and earnest money deposit have been waived off; however, bidders are required to submit the bid security declaration.</p>
<p>The minimum annual turnover of the prospective bidders during any of the preceding three financial years (the financial year 2017-18, 2018-19, and 2019-20) should be at least ₹49.3 million (~$665,863).</p>
<p>During any of the preceding three financial years, the annual turnover of the bidders should be at least 60% of the annualized estimated value of work under consideration, where the completed period is more than one year. In other cases where the completion period is less than a year, the annual turnover should be at least 60% of the estimated value of the work under consideration in any of the three preceding financial years.</p>
<p>The bidder must have executed similar works in the last five years until May 31, 2021, as explained in the table below.</p>

<p>Indian Oil had earlier <a href="https://mercomindia.com/indian-oil-invites-bids-solar-project/" target="_blank" rel="noopener">invited</a> bids for setting up a 2.75 MW grid-connected ground-mounted solar project at its LPG bottling plant in Trichy, Tamil Nadu.</p>

EPC Tender Announced for a 2 MW Solar Project at Indian Oil’s LPG Plant in Delhi

<p>To help support the power loom sector, the Government of India is formulating a solar energy program for decentralized power loom units in the country. The program will provide financial assistance and capital subsidies for the installation of solar in an effort to address power shortage issues faced by the decentralized power loom units in the country. The program is expected to become effective April 1, 2017.</p>
<p>Under the program, solar can be implemented as either an off-grid project or an on-grid project. Financial assistance will be provided at 50 percent, 75 percent and 90 percent of the basic cost of the project (cost of solar panel + inverter + batteries) for applicants of General, Scheduled Caste and Scheduled Tribe categories respectively, subject to a maximum ceiling of the subsidy.</p>

<p>The subsidy will be extended to both credit linked and non-credit linked solar projects. The subsidy will be applicable only for installation of a solar project for running power loom units and not for individual components, stated Shri Ajay Tamta, Minister for Textiles in the Lok Sabha.</p>
