					</table><p>The <a href="http://nagarnigamjabalpur.com/" target="_blank" rel="noopener">Municipal Corporation</a><a href="http://nagarnigamjabalpur.com/" target="_blank" rel="noopener"> of Jabalpur</a> has invited proposals from eligible consultants to set up 10 MW solar projects under captive/net metering mode to supply power to its high tension (HT) connections.</p>
<p>The last date for submitting bids is February 29, 2024. Bids will be opened on March 1.</p>
<p>The corporation is responsible for supplying water to residents within its jurisdiction and operates multiple water pumping stations equipped with electrical connections at 132/33 or 11 kV Voltage.</p>
<p>The corporation aims to transition to solar energy, within the existing regulations, to meet its electrical energy needs as much as possible.</p>
<p>The consultant may be either a firm or a company; however, consortium bidding is not permissible.</p>
<p>Bidders have to submit an earnest money deposit  of  ₹80,000 (~$964).</p>
<p>The successful bidder has to pay a performance bank guarantee of ₹1 million (~$12,050) upon issuance of the Letter of Intent  and before the issuance of the work order.</p>
<p>Bidders must have a minimum turnover from consultancy services of at least ₹10 million (~$120,507) in the preceding three financial years.</p>
<p>The consultant should not be a loss-making entity.</p>
<p>The bidder or the designated member of the consulting team must possess a minimum of 10 years of work experience in renewable energy-based power projects, with at least seven years specifically in solar systems-based power projects.</p>
<p>Additionally, the bidder or a designated team member should have a minimum of 10 years of work experience in the power sector, specifically within the government sector.</p>
<p>The contract duration includes the period from successful commissioning to 18 months of effective plant operation.</p>
<p>The consulting support, defined as the project development fee, will be paid upon successful completion of various stages of work. Payments will be facilitated through the successful bidder of the solar project.</p>
<p>The project development fee will be calculated based on a notional cost of ₹40 million (~$482,033)/MW, excluding 18% GST, for the solar capacity to be implemented.</p>
<p>Payments will be applicable for each separate solar project. The payment stages are outlined as follows:</p>
<p>After the letter of award to the successful developer for the specific project, 15% of the quoted amount will be paid, and 25% of the quoted amount will be paid after the successful developer supplies modules for the project. After the commissioning of the project, payment of 40% of the quoted amount will be made to the consultant.</p>
<p>After one year of commissioning of the project, the remaining 20% of the quoted amount will be paid.</p>
<p>Recently, Vadodara Municipal Corporation (<a href="https://vmc.gov.in/" target="_blank" rel="noopener">VMC</a>) has invited bids to commission various solar projects with a cumulative capacity of 1.5 MW in Gujarat, along with comprehensive operation and maintenance for 25 years.</p>
<p>In January, Rajkot Municipal Corporation <a href="https://www.mercomindia.com/gujarat-invites-bids-from-consultants-solar-project/" target="_blank" rel="noopener">invited</a> bids to commission a 4 MW ground-mounted off-grid solar power project.</p>

Jabalpur Municipal Corporation Floats Consultancy Tender for 10 MW Solar Projects

<p>Public policy think tank <a href="https://www.niti.gov.in/" target="_blank" rel="noopener">NITI Aayog</a> has said small towns and cities with limited funds for solid waste management could harness solar power to run their waste management plants.</p>
<p>NITI Aayog’s ‘Waste-Wise Cities’ report sheds light on the best practices in municipal solid waste management, including the use of solar energy.</p>
<p><strong> </strong>NITI Aayog noted that Leh is the first city to have developed a fully solar-powered waste processing facility that processes 90% of its solid waste. The self-sustaining solid waste management facility operates at a capacity of 30 tons per day in 2020. Ladakh Renewable Energy Development Agency installed a 100-kW rooftop solar system to provide sufficient green power to run all operations at the plant.</p>
<p>The tourist town receives high-intensity solar radiation at an average of 6-12 kWh per square meter. With 320 sunny days in a year and low temperatures, the solar panels work efficiently in the region.</p>
<p>The report noted that the use of solar energy to run the plant has been successful in Leh and reduced the operational costs of the waste management plant. Using solar energy in waste processing is a cost-effective and environmentally sustainable technological solution.</p>
<p>Similarly, Panchgani, a hill station in Maharashtra, also installed a solar and wind power system to power its waste processing plant taking another step towards green waste management.</p>
<p>NITI Aayog said larger solar power-producing states like Andhra Pradesh Rajasthan, Gujarat, Karnataka, and Telangana could replicate these solar-powered waste management plants on a large scale.</p>
<p><strong>Waste-to-energy</strong></p>
<p><strong> </strong>Bhopal Municipal Corporation (BMC) has two waste-to-energy plants with 100 tons per day capacity at Sukhi Sewaniya and five tons per day capacity at Bittan Market. It segregates dry waste into more than ten categories and sends it to the recycling agencies. The rejected wastes are stored as refuse-derived fuel and sent to appropriate sources for energy recovery.</p>
<p>Similarly, Panaji segregates 99% of waste at the source and processes 80% of its overall waste. After a series of sorting and segregation, the city corporation uses 20, 75, 150, 300, 500, and 1,000 kilograms of bio-digestors to process biodegradable waste and convert waste to energy. The biogas produced is used by local canteens and five-star hotels. Also, bales of non-recyclable waste – separate bales of paper, plastic, tetra packs, and cloth – are made using baling machines. The corporation earns around ₹100,000 (~$1,345) monthly from the sale of recyclable items.</p>
<p>The report noted that waste-to-energy projects are financially and operationally viable only with an assured minimum of 150-200 tons of daily non-recyclable, high calorific value segregated non-biodegradable waste. Otherwise, these projects would end up working below their operational capacity and become defunct.</p>
<p>Last month, the Solar Energy Corporation of India (SECI) <a href="https://mercomindia.com/seci-invites-bids-waste-to-energy/" target="_blank" rel="noopener">invited</a> bids to set up an 8 MW grid-connected waste-to-energy project in Kanpur, Uttar Pradesh.</p>
<p>Mercom had earlier reported that the South Delhi Municipal Corporation (SDMC) <a href="https://mercomindia.com/ntpc-indian-oil-set-up/" target="_blank" rel="noopener">signed</a> a memorandum of understanding with Indian Oil and NTPC Limited to develop a demonstration waste-to-energy project at the Okhla landfill site in Delhi.</p>

Solar Power Can Help Cities Move Towards Green Waste Management: NITI Aayog

<p>Tamil Nadu’s Tiruppur City Municipal Corporation (<a href="http://www.tiruppurcorporation.com/" target="_blank" rel="noopener noreferrer">TCMC</a>) has floated a tender for a 2 MW ground-mounted solar project in Iduvai village.</p>
<p>The tender is floated through the corporation’s special purpose vehicle (SPV), Tiruppur Smart City Limited (TSCL). The solar power generated from the project will be wheeled to Tiruppur Corporation’s water pumping station, and the project will be executed on a turnkey basis.</p>
<p>The bid submission deadline is July 23, 2019. The technical bid opening date is July 24, 2019. The earnest money deposit (EMD) to be submitted by the interested bidders is ₹1.18 million (~$ 17,300).</p>
<p>The scope of the project includes the engineering, procurement and supply, packing and forwarding, transportation unloading, storage, site development, construction, testing, and commissioning of the solar project. Comprehensive operation and maintenance (O&amp;M) services for ten years will also be the responsibility of the successful bidder.</p>
<p>The scope of work also includes the supply of solar panels and module mounting structures and fasteners, power conditioning systems including junction boxes, inverters, circuit breakers, supply and erection of weather monitoring station, including solar radiation sensors, along with all the associated electrical work.</p>
<p>The performance bank guarantee has been specified as 2% of the total contract value, which is to be deposited within 14 days from the date of issue of the letter of intent (LoI). The tender specifies that bidders can participate in this tender either as a single entity or as a consortium. However, the number of members in the consortium cannot exceed two (including the lead member).</p>
<p>Earlier this year, Tiruppur Smart City Limited <a href="https://mercomindia.com/tamil-nadu-tiruppur-smart-city-solar-tender/" target="_blank" rel="noopener noreferrer">had also issued</a> a tender to develop 4.8 MW of solar power projects at Iduvai village.</p>
<p>An increasing number of city corporations, especially Smart Cities, are turning to rooftop solar to meet their power needs and also to curb emissions sustainably. For instance, <a href="https://mercomindia.com/jhansi-solar-rooftop-tenders/" target="_blank" rel="noopener noreferrer">last month</a>, Jhansi Smart City Limited had issued two tenders to set up rooftop solar projects across buildings in the city. <a href="https://mercomindia.com/vellore-smart-city-tenders-solar-rooftop/" target="_blank" rel="noopener noreferrer">Before that</a>, Vellore Smart City Limited issued a tender for grid-connected solar rooftop systems for 130 buildings.</p>

Tamil Nadu’s Tiruppur Smart City Floats Tender for a 2 MW Solar Project

<p>The South Delhi Municipal Corporation (SDMC) has announced that it has become country’s first civic body to generate solar power through rooftop solar installations atop 55 of its buildings, earning a significant income in just three months by selling the surplus power generated to Delhi’s power distribution company BSES.</p>
<p>The civic body claims to have earned approximately ₹0.96 million (~$0.014 million) by selling its surplus solar power, according to news agency PTI.</p>
<p>SDMC plans to add rooftop solar installations to 111 buildings by June 2018 and to another 400 by June 2019. This will not only add revenue for the municipal corporation, but also help to improve the environment.</p>
<p>&#8220;The SDMC has become the first municipal corporation in the country to generate solar energy by installing solar panels on rooftops of its over 55 buildings to earn a huge income in three months by selling surplus power to a power distribution company,&#8221; the SDMC statement said.</p>
<p>SDMC Commissioner Puneet Kumar Goyal said that 0.11 million units are internally consumed by the municipal buildings. It generates a total of 0.314 million units, leaving an extra 0.2 million units to be sold.</p>
<p>“The municipality has invested ₹120 million (~$1.76 million) in the installation of solar rooftop projects on its building and this cost will be recovered in the next five years. As the installations generate energy for the next 25 years, revenue from selling the solar energy will boost the agency’s financial health,” he added.</p>
<p>At present, 54 municipal schools and community centres in SDMC are generating 2500 kW of peak solar power.</p>
<p>India plans to achieve 40 GW of rooftop solar as part of its broader goal of achieving 100 GW of solar capacity across the country by 2022.</p>
<p>According to the <a href="https://mercomindia.com/product/india-solar-project-tracker/" target="_blank" rel="noopener">Mercom India Solar Project Tracker</a>, India has an installed capacity of ~2 GW of solar rooftop installations as of March 2018.</p>
<p><a href="https://mercomindia.com/report-municipalities-boost-rooftop-solar-bonds/" target="_blank" rel="noopener">Mercom also previously reported</a> on a new study by the Climate Policy Initiative (CPI) that advocates the use of municipal bonds to facilitate the achievement of this goal, and details how such bonds could be designed and implemented to support the scaling up of rooftop solar across the country.</p>

SDMC Earns ₹0.96 Million by Selling Surplus Rooftop Solar Power

<p>The Nagpur Municipal Corporation (<a href="http://203.129.203.8/" target="_blank" rel="noopener noreferrer">NMC</a>) is on the lookout for an experienced engineering procurement construction (EPC) contractor to develop 42 MW of rooftop solar photovoltaic (PV) and grid-connected solar PV projects.</p>
<p>The bid-submission deadline is June 20, 2018.</p>
<p>The projects will be developed on a deferred payment basis. The projects will be developed across 10 zones of NMC, with an estimated project cost of ₹3 billion (~$44,817,600).</p>
<p>The full scope of work includes the design, engineering, procurement, construction manufacture, supply, storage, insurance, civil work, installation, testing, and commissioning of the grid-connected solar PV and rooftop solar PV projects.</p>
<p>All willing participants must register themselves on <a href="https://mahatenders.gov.in/nicgep/app" target="_blank" rel="noopener noreferrer">Mahatenders.gov.in</a> to purchase tender documents. The NMC has fixed ₹3 million (~$44,817.6) as the earnest money deposit (EMD) for this tender.</p>
<p>Public sector enterprises have begun to look for EPC’s on a regular basis to develop projects. In April, the Airports Authority of India was looking for an EPC to develop <a href="https://mercomindia.com/aai-epc-pv-varanasi-airport/" target="_blank" rel="noopener noreferrer">1.2 MW</a> of grid-connected solar projects. Central Electronics Limited also was looking for an EPC in April to develop <a href="https://mercomindia.com/cel-looks-epc-maharasthra-solar/" target="_blank" rel="noopener noreferrer">12 MW</a> of grid-connected solar projects. Tehri Hydro Development Corporation Limited India was on the lookout for EPC firms to develop up to <a href="https://mercomindia.com/thdcil-tenders-100-mw-solar-epc-mode-uttar-pradesh/" target="_blank" rel="noopener noreferrer">100 MW</a> of solar photovoltaic projects in Uttar Pradesh.</p>
<p>In <a href="https://mercomindia.com/tender-auction-activity-april-2018/" target="_blank" rel="noopener noreferrer">April 2018</a>, approximately 1.3 GW of new solar projects were tendered, over 1.6 GW was retendered, and only 40 MW of solar was auctioned across the country, according to <a href="https://mercomindia.com/product/india-solar-tender-tracker/" target="_blank" rel="noopener noreferrer"><em>Mercom</em><em>’s India Solar Tender Tracker</em></a>. Over 1.3 GW was tendered in April 2018, much lower when compared to the approximately 3 GW of solar tendered in <a href="https://mercomindia.com/tender-auction-march-2018/" target="_blank" rel="noopener noreferrer">March 2018</a>.</p>
<p>According to <em><a href="https://mercomindia.com/research/" target="_blank" rel="noopener noreferrer">Q4 &amp; Annual Mercom India Solar Quarterly Update</a> </em>Maharashtra had a cumulative installed solar capacity of 886 MW at the end of 2017.</p>
