					</table><p>Mexico’s state-owned power utility Comisión Federal de Electricidad (Federal Electricity Commission) (<a href="https://www.cfe.gob.mx/" target="_blank" rel="noopener">CFE</a>) awarded 37 renewable energy projects with a combined capacity of 7,411 MW in its first mixed investment tender.</p>
<p>The awarded capacity exceeded the 6,500 MW target set by Mexico’s Secretaría de Energía, the country’s energy ministry, by 14%, according to results published by <a href="https://energiaadebate.com/" target="_blank" rel="noopener">Energia a Debate</a>.</p>
<p>The tender drew more than 200 projects representing nearly 38 GW of capacity. After technical, financial, and economic assessments, 37 projects were selected for development.</p>
<p>Solar projects accounted for most of the awarded capacity. Around 6,710 MW of solar projects were selected against a requirement of 3,550 MW.</p>
<p>With a project allocation of just 700 MW, wind projects couldn’t meet the 2,850 MW target, which accounted for 24.6% of the required capacity. No solar thermal projects were selected, even though the tender had included a 100 MW target for them.</p>
<p>Of the 37 selected projects, 20 are in the Yucatán Peninsula and Northeast region of the country and account for more than half of the awarded capacity.</p>
<p>The selected projects in the Northeast region included El Chorro, Santa Gertrudis, El Guajillo, Montecristo, Energeo Los Molinos, and the Northeast Region Wind Project.</p>
<p>In the peninsular region, the selected projects included Tikinmul, Kiin, SAAS, Haab Kiin, Dalia 3 PV, Global Solar 3 Campeche, and Los Girasoles.</p>
<p>The Western region recorded the largest gap between the selected projects and the requested capacity. Only 310 MW capacity was awarded to the region against a requirement of 1,540 MW, covering 20% of the target. Sixteen projects from the region were also declared void.</p>
<p>Several private developers bagged multiple projects under the tender. Securing four projects, Cubico Mexico emerged as one of the most active participants. Other companies that bagged selected projects included Thermion Energy, Eléctrica Aselco, Atlantica Renewable Power, Solarig, Oak Creek, Elawan, Fisterra Energy, and Freeman Energy.</p>
<p>The active participation in the tender reflected the rising private sector interest in Mexico’s power infrastructure under the mixed investment framework.</p>

PSPCL will procure 1,000 MW of solar power from projects anywhere in the country at a tariff of ₹2.53 (~$0.031)/kWh and the balance of 200 MW from projects in Punjab at a tariff of ₹2.75 (~$0.034)/kWh.</p>
<p><a href="https://www.mercomindia.com/8738-public-ev-charging-stations-june-minister" target="_blank" rel="noopener"><strong>As India strives towards decarbonizing the transport sector, the country has installed 8,738 operational public electric vehicle charging stations, as of June 30, 2023</strong></a>, according to the Bureau of Energy Efficiency and the Ministry of Power data. The information was shared by the Minister of State for Heavy Industries, Krishan Pal Gurjar, in a written response to a question in the Rajya Sabha. The increasing demand for electric vehicles has led to the faster deployment of necessary charging infrastructure.</p>
<p><a href="https://www.mercomindia.com/nashik-tender-install-20-ev-charging-stations" target="_blank" rel="noopener"><strong>Nashik Municipal Corporation has invited bids for the supply, erection, installation, and commissioning of 20 electric vehicle charging stations at various locations under its jurisdiction.</strong></a> The successful bidder will also be responsible for the charging station’s operation and maintenance for three years from the contract’s signing date. A total of 20 four-wheeler dual gun CCS2 (60 kW) DC plus 100 two/three-wheeler (3.3 kW) AC chargers are to be installed under the tender.</p>
<p><a href="https://www.mercomindia.com/germanys-q2-solar-installations-surge-94-yoy" target="_blank" rel="noopener"><strong>Germany installed 3.3 GW of solar capacity in the second quarter (Q2) of 2023, a substantial growth of 94% year-over-year from 1.7 GW added in the same period last year</strong></a>, as the country spearheads the renewable transition in Europe. On a quarter-on-quarter basis, installations increased 10% from 3 GW. The data was unveiled in a recent report by the German Federal Network Agency Bundesnetzagentur.</p>

					</table><p>The United States has agreed to lift safeguard duty on Canadian solar product imports after Canada, the U.S., and Mexico arrived at an understanding on an existing trade agreement. The decision was taken after talks in Vancouver at the Free Trade Commission meeting.</p>
<p>The decision to lift the safeguard duty was signed by U.S. Trade Representative Katherine Tai and Mary Ng, the Canadian Minister of international trade. Both the countries expressed confidence that it would help them fight climate change together.</p>
<p>The duty was <a href="https://mercomindia.com/trump-imposes-antidumping-solar/" target="_blank" rel="noopener">imposed</a> in 2018 when Donald Trump was President. The safeguard measure for four years included a tariff-rate quota (TRQ) on imports of certain photovoltaic cells and an increase in safeguard duty on imports of Crystalline Silicon Photovoltaic (CSPV) cells exceeding the TRQ and all imports of other CSPV products, including modules. The tariffs started at 30% and decreased each year gradually until reaching 15% in the final year.</p>
<p>The Biden administration <a href="https://mercomindia.com/us-extends-solar-tariffs-exempts-bifacial/" target="_blank" rel="noopener">extended</a> the restrictions on CSPV cells and modules early this year for four more years. The White House statement explained the necessity of safeguard duty on imports of CSPV cells (whether or not partially or fully assembled into other products) to prevent or remedy serious injury to the domestic industry, which was making a positive adjustment to competition from imports.</p>
<p>According to Canada, the exports of solar products from Canada to the U.S. declined almost 82% since the imposition of U.S. safeguard tariffs on Canadian solar products.</p>
<p>Canada used a dispute settlement mechanism to challenge the U.S. safeguard duty on its solar products. Earlier this year, Canada won the dispute after arguing that the U.S. safeguard duty violated the United States-Mexico-Canada Agreement (USMCA) between Canada, the U.S., and Mexico.</p>
<p>“Reaching this settlement with Canada will promote the greater deployment of solar energy in the United States using products from one of our closest allies and foster a more resilient North American supply chain for clean energy products made without forced labor,” Katherine Tai said.</p>
<p>Mary Ng said the agreement would bring stability and predictability to the renewable energy sector in Canada and strengthen North American competitiveness.</p>


US Removes Safeguard Duty on Canadian Solar Products

<p>Renewable energy developer <a href="https://www.baywa-re.com/en/" target="_blank" rel="noopener noreferrer">BayWa r.e</a>. announced that it acquired <a href="https://enable-energy.com/" target="_blank" rel="noopener noreferrer">Enable Energy Inc</a>. Enable Energy is a U.S.-based commercial and industrial solar and energy storage solutions provider.</p>
<p>The acquisition represents the latest move in BayWa r.e.’s growth and expansion strategy in the United States.  The company says it currently has 3 GW of renewable energy online while managing 8.3 GW of assets around the world.</p>
<p>BayWa r.e. currently has 750 MW of solar and wind projects under construction in California, North Carolina, Texas, and Mexico. It said that it was likely to surpass 1 GW of utility-scale installations in the Americas by the end of 2020.</p>
<p>The addition of Enable Energy will push BayWa r.e.’s total pipeline of solar and wind projects to more than 5 GW in the region. Enable will operate under its name for the time being and eventually be rebranded as a BayWa r.e. company.</p>
<p>The acquisition would help BayWa r.e. enhance its capabilities in serving enterprise commercial and industrial clientele and utilities with turnkey services.</p>
<p>Enable’s portfolio includes local and regional businesses, Fortune 500 companies, and federal government entities. The company has worked on a variety of projects in California, Hawaii, and other locations to build more than 76 MW of rooftop and ground-mounted commercial, industrial, and utility solar projects since the company was founded in 2014.</p>
<p>It also operates in the behind-the-meter and front-of-meter energy storage EPC sectors, with completed installations of over 70 MWh in 2019 alone.</p>
<p>“Enable Energy is one of the fastest-growing solar and energy storage solutions providers in the U.S., with a significant installation base, healthy project pipeline, and expanding O&amp;M (operation and maintenance) business. The addition of EEI to the BayWa r.e. Americas family will create multiple collaborative opportunities with our existing businesses. It will improve our position in strategic regional and vertical markets, such as commercial solar-plus-storage,” said Axel Veeser, Managing Director, BayWa r.e.</p>
<p>“By combining our U.S. commercial and industrial focus and extensive expertise with BayWa r.e., we will be able to execute on a significantly expanding project pipeline and leverage the strength of our new parent company’s resources and global brand. <p>Mercom recently <a href="https://mercomindia.com/sunrun-acquire-vivint-solar/" target="_blank" rel="noopener noreferrer">reported</a> that in the largest rooftop solar acquisition to date, Sunrun decided to acquire Vivint Solar in an all-stock transaction for $3.2 billion. Vivint Solar serves as a full-service residential solar services provider in the United States, while Sunrun is a home solar, battery storage, and energy services company.</p>
<p>Notably, in the wake of the coronavirus outbreak, the Treasury Department and the Internal Revenue Service of the United States <a href="https://mercomindia.com/the-united-states-announces-tax-relief/" target="_blank" rel="noopener noreferrer">announced</a> tax relief for taxpayers who have installed renewable energy projects. The IRS said that the relief had been provided because COVID-19 has caused industry-wide delays in the supply chain for components needed to complete renewable energy projects that are otherwise eligible for the investment tax credit.</p>
