					</table><p>SJVN Green Energy (SGEL), a wholly-owned subsidiary of <a href="https://sjvn.nic.in/" target="_blank" rel="noopener">SJVN</a>, has invited bids to purchase or lease 800 acres of land in Punjab for setting up solar power projects up to 200 MW capacity.</p>
<p>The purchase or lease, which will be for 28 years, will include the requisite statutory clearances, chain-link fencing around the periphery of the land, and connectivity with the state transmission utility (STU).</p>
<p>The last date to submit the bids is July 23, 2024. Bids will be opened the same day.</p>
<p>Bidders must entities registered in India. Joint ventures or consortiums are not allowed.</p>
<p>Bidders must submit ₹5,000 (~$59.8) as the cost of the tender document and also provide an earnest money deposit based on the land size:</p>
<ul>
<li>200 Acres: ₹2 million (~$23,946)</li>
<li>400 Acres: ₹4 million (~$47,893)</li>
<li>600 Acres: ₹6 million (~$71,843)</li>
<li>800 Acres and above: ₹8 million (~$95,791)</li>
</ul>
<p>They may offer multiple land parcels up to a maximum of 1,200 acres. Each single connected land parcel must be either 200 acres or a multiple of 200 acres up to 800 acres.</p>
<p>Land parcels less than 200 acres will not be accepted.</p>
<p>If the offered land is not an exact multiple of 200 acres, the area will be rounded to the nearest multiple, and the price bid will be prorated accordingly. Land parcels that combine outright purchase with leased land will be rejected.</p>
<p>The land can be within a solar park but must be transferable to SJVN Green Energy on an outright purchase basis.</p>
<p>The nearest point of the land parcel must be within 15 km of the proposed STU substation for 200-acre parcels, or within 20 km for 400-acre or larger parcels.</p>
<p>The estimated spare capacity at the proposed STU substation must be at least 50 MW for 200-acre parcels, 100 MW for 400-acre parcels, 150 MW for 600-acre parcels and 200 MW for 800-acre parcels.</p>
<p>The land must have a minimum annual global horizontal irradiance of 1,650 kWh/m² and must be a single connected patch and connected to a drivable road.</p>
<p>The land must not be restricted by the central or state government for solar power development, such as being in a wildlife-protected area, defense establishment, national park, or other protected area.</p>
<p>In May, SGEL <a href="https://www.mercomindia.com/sjvn-subsidiary-invites-bids-solar-modules" target="_blank" rel="noopener">invited</a> bids for the manufacture and supply of solar modules with a capacity of 376.60 MW for the GUVNL (Phase-XIV) solar power project.</p>
<p>Recently, Swelect Energy Systems, Grew Energy, and ReNew Photovoltaics were <a href="https://www.mercomindia.com/swelect-grew-renew-win-secis-auction-supply-400-mw-solar-modules" target="_blank" rel="noopener">declared</a> winners in Solar Energy Corporation of India’s auction to manufacture, test, package, forward, supply, and transport 400 MW domestically manufactured solar modules.</p>

SJVN Green Invites Bids for Land to Set Up Solar Projects in Punjab

					</table><p>Saurya Urja Company of Rajasthan (<a href="https://sauryaurja.com/" target="_blank" rel="noopener">SUCRL</a>) has invited expressions of interest to empanel land aggregators or facilitators for acquiring private land on lease for a 700 MW solar park.</p>
<p>The last date for the submission of bids is January 5, 2024.</p>
<p>SUCRL, a joint venture between the Government of Rajasthan (<a href="https://rajasthan.gov.in/" target="_blank" rel="noopener">GoR</a>) and IL&amp;FS Energy Development Company (<a href="https://www.ilfsenergy.com/" target="_blank" rel="noopener">IEDCL</a>), was established in 2015 to develop 5,000 MW of solar parks in Rajasthan. The company has already developed a 1,000 MW solar park in Bhadla III.</p>
<p>The company acquired 5,500 acres of government land in Bhadla, Jodhpur, and subleased it to solar project developers. SUCRL is now planning the 700 MW solar park on privately leased land in any of the four districts of Bikaner, Barmer, Jaisalmer, Phalodi, or near an upcoming interstate transmission system-connected grid substation.</p>
<p>SUCRL is seeking interested applicants to acquire about 3,500 acres of private land on a lease basis, intended for establishing solar power projects.</p>
<p>The lease duration will be 29 years and 11 months from the lease agreement&#8217;s signing date between the landowner and SUCRL, with a 5% rent escalation every three years.</p>
<p>The land aggregators must identify land based on location suitability, land elevations, road accessibility, water availability, presence of shrubs, lease rental, and distance to the substation.</p>
<p>The selected land parcels must not face any government restrictions for setting up a solar project.</p>
<p>The selection criteria for private lease land will include the following factors:</p>
<ul>
<li>Minimum distance of the transmission line from the ISTS Substation in kilometers</li>
<li>Minimum land periphery required for boundary wall construction in kilometers</li>
<li>Land elevation</li>
<li>Minimum distance from the existing blacktop road</li>
</ul>
<p>Applicants must have a track record of completing land aggregation assignments for encumbrance and encroachment-free land.</p>
<p>This experience should be on an upfront charge or lease rent basis (for a minimum of 20 years) for a project/park with a cumulative capacity of 300 MW or higher.</p>
<p>At least one project or park in the applicant&#8217;s portfolio should have a capacity of 150 MW or higher at a single location.</p>
<p>Applicants should have a team with at least five years of experience handling land acquisition against a contract. This experience can be as a consultant, employee, partner, retainer, or director.</p>
<p>Their annual turnover should be no less than ₹15 million (~$180,003), calculated as the average of the best three financial years out of the last five years.</p>
<p>Applicants should have a positive net worth as of the last day of the preceding financial year. They must possess liquid assets amounting to a minimum of ₹5 million (~$60,001.2) as of the last day of the preceding financial year.</p>
<p>Earlier, Mercom <a href="https://www.mercomindia.com/india-needs-uniform-land-acquisition-policy" target="_blank" rel="noopener">reported</a> that establishing solar and wind projects to fulfill the Indian government’s goals is hampered by challenges associated with land acquisition. These projects often face hurdles arising from procedural delays, environmental factors, and social tensions.</p>

Rajasthan Invites Bids from Land Aggregators for 700 MW Solar Park

<p>The selected land should have all necessary regulatory approvals, including chain link fencing around its boundaries.</p>
<p>The last date for the submission of bids is December 26, 2023. Bids will be opened the same day.</p>
<p>Bidders have to submit ₹5,900 (~$70.75) as the cost of the bid document.</p>
<p>Bidders must furnish an earnest money deposit as follows:</p>
<ul>
<li>For 200 acres – ₹500,000 (~$5,996)</li>
<li>For 400 acres – ₹1 million (~$11,993)</li>
<li>For 600 acres – ₹1.5 million (~$17,989)</li>
<li>For 800 acres – ₹2 million (~$23,986)</li>
<li>For 1,000 acres and above &#8211; ₹2.5 million (~$30,001)</li>
</ul>
<p>Bidders can propose multiple land parcels, with each single connected parcel being either 200 acres or a multiple thereof, up to a maximum of 1,000 acres. Any single connected land parcel less than 200 acres will not be considered.</p>
<p>If the land parcel exceeds 200 acres but is not in multiples of 200 acres, area will be adjusted to the nearest multiple of 200 acres, and the bidder&#8217;s quoted prices for that land parcel will also be adjusted or prorated accordingly.</p>
<p>If a bidder submits a proposed land parcel that combines outright purchase and lease land, such a parcel will be rejected.</p>
<p>The land can be located within a solar park, provided it can be transferred to SJVN Green Energy through outright purchase in accordance with solar park rules and regulations.</p>
<p>At the time of submitting the bid, the bidder must either have an agreement to sell or own at least 20% of the offered land parcel. This agreement must remain valid for a minimum of three months from the deadline for the last bid submission date.</p>
<p>The closest part of the land must not be more than 15 kilometers in aerial distance from the state&#8217;s nearest grid sub-station, with the minimum estimated spare capacity specified as follows: 200 MW for 1,000 acres, 160 MW for 800 acres, 120 MW for 600 acres, 80 MW for 400 acres, and 40 MW for 200 acres.</p>
<p>The land must have a minimum annual global horizontal irradiance of 1,550 kWh/m2. It should form a single connected patch and must be accessible via road. SJVN Green Energy retains the right to accept the land parcel as a whole or in parts.</p>
<p>The land must not be in or within the prohibited range of any wildlife-protected area or defense establishment, and there should be no government restrictions in setting up a solar power project on the offered land.</p>
<p>Recently, SJVN Green Energy <a href="https://www.mercomindia.com/sjvn-invites-bids-solar-projects-in-punjab" target="_blank" rel="noopener">invited</a> bids to purchase or lease 1,000 acres of land in Punjab for 28 years to develop 200 MW solar power projects.</p>

SJVN Invites Bids to Acquire Land for 200 MW Solar Projects in Assam

<p>The <a href="http://up.gov.in/" target="_blank" rel="noopener noreferrer">Uttar Pradesh government</a> has recently passed a bill which says that agricultural land can now be used for solar energy generation, thereby increasing the investment potential of renewable energy projects in the state.</p>
<p>The UP-Revenue Code (Amendment) Bill, 2019, replacing an ordinance amending the Uttar Pradesh Revenue Code has been passed recently, and it has streamlined the process of converting agricultural land to non-agricultural land through an amendment to Section 80.</p>
<p>As per the ordinance, an owner of agricultural land in the state can convert it for industrial, commercial, or residential use based on the approvals received on their applications for the same purpose. Amongst other uses, the land can also be leased by the owner for either agricultural purposes or for setting up solar energy projects in the state. The maximum time duration for which the land can be leased for agricultural purposes is 15 years. This duration may be extended if intended by both the entities. The maximum duration for establishing a solar energy project on the land has been set for 30 years.</p>
<p><a href="https://mercomindia.com/land-impediment-large-scale-solar/" target="_blank" rel="noopener noreferrer">The land</a> is the biggest roadblock for solar energy development in India today. Land acquisition, transmission bottlenecks, and gaining approvals for various phases of the project are hindering commissioning datelines in multiple installations. The new bill passed by the UP government, will promote a seamless process of land acquisition, coupled with increasing investor confidence in solar projects within the ambit of the state. This may also motivate other states to follow suit.</p>
<p><a href="https://mercomindia.com/gujarat-modifies-land-laws-wind-solar-parks/" target="_blank" rel="noopener noreferrer">Recently</a>, the Gujarat government also amended its laws about the development of wind and hybrid energy development parks in the state. The government has allocated land in Kutch, where the wind potential is rather substantial. The area needed for 30 GW wind and hybrid projects will be prepared appropriately for the projects. Central government agencies will issue tenders for 20 GW of projects.</p>
