					</table><p>The Power Grid Corporation of India (<a href="https://www.powergrid.in/" target="_blank" rel="noopener">PGCIL</a>) has been awarded <a href="https://www.pfcclindia.com/" target="_blank" rel="noopener">PFC Consulting</a>’s inter-state transmission system (ISTS) strengthening project to evacuate renewable energy from Gadag and Koppal region in Karnataka.</p>
<p>The tender was floated in July 2024.</p>
<p>The scope of work involves the development, operation, and maintenance of the project on a build, own, operate, and transfer basis. It also includes the completion of all the necessary activities for integrating the renewable projects</p>
<p>The Koppal-II and Gadag-II power stations are being developed as part of more extensive plans to achieve 500 GW of renewable energy capacity by 2030.  Both projects are expected to be completed by December 2025.</p>
<p>The ongoing systems implementation for the transmission projects includes two 1500 MVA, 765/400 kV ICTs, two 500 MVA, 400/220 kV ICTs, and four 220 kV line bays as part of Koppal-II Phase-A. Additionally, the Koppal-II Phase-B project is currently under progress with the implementation of two 1500 MVA, 765/400 kV ICTs, two 500 MVA, 400/220 kV ICTs, and four additional 220 kV line bays.</p>
<p>Two 500 MVA, 400/220 kV ICTs, and four 220 kV line bays in Gadag-II Phase-A are also under implementation.</p>
<p>The <a href="https://ctuil.in/" target="_blank" rel="noopener">Central Transmission Utility of India </a>has received multiple applications from renewable energy developers seeking connectivity at Koppal-II PS and Gadag-II PS beyond the renewable energy potential declared at these pooling stations.</p>
<p>In June 2024, the government <a href="https://www.mercomindia.com/136-billion-programs-evacuate-renewable-power" target="_blank" rel="noopener">approved</a> new ISTS programs amounting to ₹135.95 billion (~$1.63 billion) to evacuate 9 GW of renewable energy from Rajasthan and Karnataka.</p>
<p>In Karnataka the strengthening program was to evacuate 4.5 GW of renewable energy, specifically from the Koppal and Gadag areas. This program, with a budget of about ₹13.54 billion (~$162.1 million), is expected to be completed by June 2027.</p>
<p>In November 2023, ReNew <a href="https://www.mercomindia.com/renew-commissions-ists-gw-of-renewables-in-karnataka" target="_blank" rel="noopener">commissioned</a> its first ISTS project, the Koppal Transmission Program, to facilitate integration of 1.5 GW of renewable energy in Karnataka.</p>

					</table><p>The <a href="https://powermin.gov.in/" target="_blank" rel="noopener">Ministry of Power</a> has approved a request from Gadag II-A Transmission (a wholly-owned subsidiary of ReNew Transmission Ventures) to set up overhead transmission lines for 1,500 MW of solar projects in Gadag, Karnataka.</p>
<p>The transmission lines will be set up under the &#8216;Transmission Plan for Solar Energy Zone in Gadag (1,500 MW), Part A-Phase II.&#8217;</p>
<p>The approval for the overhead lines has been granted for 25 years.</p>
<p>The program covers the 400 kV DC transmission line between the Gadag and Koppal pooling stations.</p>
<p>The transmission lines will pass through 55 villages in Gadag and Koppal districts.</p>
<p>Gadag II-A Transmission will have to seek the consent of the local bodies, railways, national highways, and state highways before the erection of proposed lines.</p>
<p>The company will have to follow regulations and codes of the appropriate commission regarding transmission, operation &amp; maintenance, and open access framed under the Electricity Act, 2003.</p>
<p>The company will operate the lines after the approval of the electrical inspector and the chief electrical inspector of the central government.</p>
<p>Further, Gadag II-A Transmission will have to submit the requisite clearances to Central Electricity Authority after obtaining the same from authorities like civil aviation and defense at the time of electrical inspection.</p>
<p>Gadag II-A Transmission had published a notice for the transmission program in local newspapers on December 21, 2022, and in the Gazette of India for the general public to seek feedback on the proposed transmission route within 60 days from the publication date.</p>
<p>Subsequently, the company had submitted an affidavit declaring that it had received no objection from the public.</p>
<p>In February this year, the Central Electricity Regulatory Commission <a href="https://www.mercomindia.com/cerc-grants-license-1-5-gw-solar-power-karnataka" target="_blank" rel="noopener">granted</a> a transmission license to Gadag II-A Transmission to establish a transmission system for the solar energy zone in Gadag.</p>
<p>Earlier, Power Grid Corporation of India had <a href="https://www.mercomindia.com/bids-transmission-line-solar-energy-zone-gadag" target="_blank" rel="noopener">invited</a> bids for the transmission line package for the Gadag-Koppal 400 kV DC line, the extension of the 400 kV Gadag power station, and the extension of 400 kV Koppal power station associated with the transmission program for the solar energy zone in Gadag.</p>


Ministry Approves Transmission Line to Evacuate 1.5 GW Solar Power in Karnataka

					</table><p>The Central Electricity Regulatory Commission (<a href="https://cercind.gov.in/" target="_blank" rel="noopener">CERC</a>) recently granted a transmission license to Gadag II-A Transmission to establish a transmission system for the solar energy zone in Gadag (1.5 GW).</p>
<p>It directed the Central Electricity Authority (<a href="https://cea.nic.in/?lang=en" target="_blank" rel="noopener">CEA</a>) to monitor the execution of the project and bring to its notice any lapse on the licensee&#8217;s part to meet the project&#8217;s completion schedule.</p>
<p>Gadag II-A Transmission, a special purpose vehicle of ReNew Transmission Ventures, had filed a petition to develop a transmission system for the solar energy zone on a build, own, operate, and transfer basis.</p>
<p><strong>Background </strong></p>
<p>In February last year, REC Power Development and Consultancy (<a href="https://www.recpdcl.in/" target="_blank" rel="noopener">RECPDCL</a>) <a href="https://mercomindia.com/tenders-interstate-transmission-system-21-5-gw-renewables/" target="_blank" rel="noopener">issued</a> a tender to build an interstate transmission (ISTS) project on a build, own, operate, and transfer basis to evacuate 1.5 GW of renewable energy in Gadag.</p>
<p>Based on the competitive bidding carried out by RECPDCL, ReNew Transmission was declared the successful bidder with the lowest quoted annual transmission charges of ₹2.45 billion (~$29.59 million).</p>
<p><strong> </strong>After considering the application of the transmission licensee in light of the provisions of the Electricity Act and the Transmission License Regulations, the Commission proposed to grant the transmission license to the petitioner.</p>
<p>Gadag II was directed to furnish information about the quality control mechanism available or to be put in place to ensure compliance with the requirements per the provisions of the Transmission Service Agreement.</p>
<p>The company clarified it had coordinated with both the transmission licensees, i.e., Koppal-Narendra Transmission and Gadag Transmission, regarding the availability of required space for the substation, bays, and augmentation works to be done by Gadag II-A Transmission. It had also visited both the Koppal and Gadag substations and was aware of their layout.</p>
<p><strong>Commission&#8217;s analysis  </strong></p>
<p>The Commission observed that the transmission provider met the requirements of the Electricity Act and the Transmission Licence Regulations for the grant of a transmission license.</p>
<p>Accordingly, the Commission granted the transmission license to Gadag II-A Transmission to establish the transmission system.</p>
<p>The Commission noted that the grant of the transmission license would be subject to the following conditions:</p>
<ul>
<li>The transmission license will remain in force for 25 years from the date it is issued.</li>
<li>The transmission licensee should comply with the provisions of the transmission license regulations.</li>
<li>The TSA specifies that the expiry date for the project is 35 years from its scheduled commercial operation date. Therefore, if the initial license period is nearing expiration, the licensee can apply for another term by applying two years before the expiry date.</li>
<li>While holding the transmission license, the licensee is prohibited from engaging in any electricity trading business or entering into related contracts.</li>
<li>The licensee should comply with the directions of the National Load Despatch Center or the Regional Load Despatch Center.</li>
<li>The licensee should remain bound by the Central Electricity Regulatory Commission (Standard of Performance of Interstate Transmission Licensees) Regulations, 2012.</li>
<li>The licensee must offer unbiased and unrestricted open access to its transmission system to any other licensee, including distributors, electricity traders, generating companies, and individuals.</li>
<li>The licensee should not undertake any other business for optimum utilization of the transmission system without prior intimation to the Commission.</li>
<li>The licensee should remain bound by provisions of the Central Electricity Regulatory Commission (Sharing of Interstate Transmission Charges and Losses) Regulations, 2020.</li>
<li>The licensee should remain bound by the provisions of the Electricity Act, the Transmission Licence Regulations, the Grid Code, and the standards specified by CEA.</li>
<li>The licensee should ensure the execution of the project within the specified timeline.</li>
<li>The licensee should submit all information as may be required under Transmission Licence Regulations, Standard of Performance Regulations, TSA, or any other regulation of the Commission or as per the directions of the Commission issued from time to time.</li>
</ul>
<p>In June last year, CERC had <a href="https://mercomindia.com/cerc-license-evacuate-1-gw-renewable-tamil-nadu/" target="_blank" rel="noopener">granted</a> a transmission license to Karur Transmission to evacuate 1,000 MW of renewable power from the Karur/Tiruppur wind energy zone in Tamil Nadu under Phase-I.</p>

CERC Grants License to Evacuate 1.5 GW of Solar Power in Karnataka

<p>Power Grid Corporation of India Limited (<a href="https://www.powergridindia.com/" target="_blank" rel="noopener">PGCIL</a>) has invited bids for the transmission line package for the Gadag-Koppal 400 kV DC line, the extension of 400 kV Gadag power station, and the extension of 400 kV Koppal power station associated with the transmission program for the solar energy zone in Gadag (1,500 MW), Karnataka.</p>
<p>The last date to submit the bids is March 25, 2022.</p>
<p>The project must be completed within 15 months from the date of the issuance of the letter of award.</p>
<p>Interested bidders will have to submit an amount of ₹20 million (~$268,110) as bid security to participate in the bidding process.</p>
<p>Within 28 days of the award notification, the contractor should provide performance security, an amount equivalent to 10% of the contract price, with a validity up to 90 days beyond the defect liability period.</p>
<p>The contractor&#8217;s obligation will include the provision of all equipment and the performance of all services required for the design, the manufacture of the equipment, and the installation, completion, commissioning, and performance testing of the facilities per the procedures and specifications specified in the bidding document.</p>
<p>The contractor should acquire in its name all permits, approvals, and licenses from local, state, or national government authorities or public service undertakings in the country where the site is located that are necessary for the execution of the contract.</p>
<p>The contractor failing to complete the work on time will have to pay the employer a sum equivalent to 0.5% of the contract price as liquidated damages for such default.</p>
<p>PGCIL stated that the equipment to be supplied and installed and services carried out under the contract could have their origin in any country or firms other than those restricted by the Government of India from conducting business with and the firms with whom the business has been banned by the employer.</p>
<p>Recently, Project Eight Renewable Power Private Limited (Ayana Renewable Power) and SolarOne Energy Private Limited (Fortum) were declared winners in the Solar Energy Corporation of India&#8217;s (SECI) auction for 1,200 MW interstate transmission system (ISTS)-connected solar power projects (Tranche-X) in Karnataka. They were awarded the 600 MW capacity for the <a href="https://mercomindia.com/ayana-fortum-winners-seci-solar-auction/" target="_blank" rel="noopener">Koppal</a> substation in the first auction and the remaining 600 MW capacity for the <a href="https://mercomindia.com/ayana-fortum-win-600-mw-secis-1-2-gw-solar-auction/" target="_blank" rel="noopener">Gadag</a> substation in the second auction</p>
<p>For the Gadag substation, Ayana won 300 MW solar capacity quoting a tariff of ₹2.35 (~$0.031)/kWh, and Fortum secured 300 MW capacity at ₹2.36 (~$0.032)/kWh.</p>
<p>For the Koppal substation, Ayana had won 300 MW solar capacity quoting a tariff of ₹2.36 (~$0.0316)/kWh, and Fortum 300 MW capacity at ₹2.37 (~$0.0317)/kWh out of the quoted 400 MW.</p>
