					</table><p>The <a href="https://wcr.indianrailways.gov.in/view_section.jsp?fontColor=black&amp;backgroundColor=LIGHTSTEELBLUE&amp;lang=0&amp;id=0,1,291,360" target="_blank" rel="noopener">Jabalpur Division</a> of the West Central Railway has invited bids for the empanelment of developers to set up 1.65 MW of grid-connected rooftop solar systems at various locations under its jurisdiction on a design, build, finance, operate, and transfer basis.</p>
<p>The successful bidder must also take care of the project’s operation and maintenance (O&amp;M) for 25 years.</p>
<p>The projects will be developed through a public-private partnership.</p>
<p>The last date to submit the bids is July 6, 2023. Bids will be opened on the same day.</p>
<p>Bidders will have to submit ₹1.068 million (~$13,006)/MW as an earnest money deposit. The successful bidder must furnish an amount equivalent to ₹1.602 million (~$19,502)/MW as a performance bank guarantee.</p>
<p>The projects will be developed under two categories based on capacities:</p>
<ul>
<li>Greater than 10 kW and up to 100 kW</li>
<li>Greater than 100 kW and up to 500 kW</li>
</ul>
<p>The duration of empanelment will be one year from the date of issuing the letter of award.</p>
<p>The project must be completed within 240 days of signing the power purchase agreement (PPA).</p>
<p>To be eligible, bidders should have experience in the successful installation of a minimum capacity of 200 kW of grid-connected rooftop solar systems as a developer or an engineering, procurement, and construction (EPC) contractor.</p>
<p>Alternatively, bidders should have experience in successfully installing and commissioning 1,000 kW of grid-connected solar projects as a developer or an EPC contractor in residential, social, industrial, commercial, government, or any other sector before the bid submission date.</p>
<p>Also, the average annual turnover of the bidder during the last three financial years should be at least ₹15 million (~$182,661) per year.</p>
<p>Additionally, the bidder should have a positive net worth during the last three financial years.</p>
<p>Railways has mandated that the use modules from the Approved List of Models and Manufacturers (ALM) issued by the Ministry of New and Renewable Energy (MNRE) for the project.</p>
<p>If the project is not completed within the stipulated time, the solar developer will have to pay Railways liquidity damages at the rate of 0.2% of the performance security for each day of delay, subject to a maximum of 20% of the performance security.</p>
<p>Recently, South Eastern Railway <a href="https://www.mercomindia.com/railways-invite-bids-for-projects-across-three-states" target="_blank" rel="noopener">invited</a> bids for the empanelment of agencies for setting up 13.54 MW of grid-connected rooftop solar photovoltaic (PV) projects in railway zones of Odisha, Jharkhand, and West Bengal through public-private partnerships.</p>
<p>Earlier, West Central Railway had <a href="https://www.mercomindia.com/railways-empanelment-12-5-mw-rooftop-solar" target="_blank" rel="noopener">invited</a> bids for state-wise empanelment of agencies to implement rooftop solar projects of 12.5 MW at various locations in Jabalpur, Bhopal, and Kota zones.</p>

					</table><p>Gujarat State Electricity Corporation Limited (<a href="https://www.gsecl.in/" target="_blank" rel="noopener">GSECL</a>) has awarded an engineering, procurement, and construction (EPC) contract to <a href="https://www.prozealinfra.com/" target="_blank" rel="noopener">Prozeal Infra Engineering</a> to install 131 MW of solar projects in the Surendranagar and Morbi districts of Gujarat.</p>
<p>Prozeal Infra was issued a letter of award (LoA) for the projects to be deployed around Gujarat Energy Transmission Corporation&#8217;s (GETCO) substations. The project&#8217;s estimated bid value is ₹8.4 billion (~$106 million).</p>
<p>Prozeal would set up the solar projects in seven GETCO locations.</p>
<p>Prozeal Infra will undertake the project&#8217;s operation and maintenance (O&amp;M) services for five years. It will also manage the projects&#8217; design, engineering, supply, procurement, construction, testing, and commissioning.</p>
<p>The scheduled time allotted for the completion of the project is 12 months from the date of the contract.</p>
<p>GSECL <a href="https://mercomindia.com/gsecl-epc-tender-solar-gujarat/" target="_blank" rel="noopener">invited</a> bids to deploy 131 MW solar projects in the two districts of Gujarat in January. GSECL has issued EPC tenders for 2 GW of solar capacity to date.</p>
<p>Prozeal would provide a warranty for solar modules used in the project. The peak output power of these modules must not be less than 90% at the end of 10 years and 80% at the end of 25 years.</p>
<p>Prozeal Infra has over 650 MW of solar projects commissioned across 18 Indian states and more than 50 electric vehicle charging stations installed and listed on its dedicated PROCHARGE application. The application is make-in-India certified with its own Automotive Research Association of India (ARAI)-certified 120 KW DC fast chargers available for public charging.</p>
<p>The company has an order book of over 400 MW projects scheduled for completion by 2023, while it has orders to supply 100 DC fast chargers to various government and private projects.</p>
<p>Recently, Prozeal Infra <a href="https://mercomindia.com/daily-news-wrap-up-lg-electronics-acquires-applemango-ev/" target="_blank" rel="noopener">received</a> a letter of award from the Surat Municipal Corporation for the supply, installation, operation, and maintenance of 25 DC fast chargers. The chargers will have a configuration of CCS 2.0 (50 kW) + CCS 2.0 (50 kW) + Type 2 AC (22 kW). The project&#8217;s estimated cost is ₹140 million (~$1.78 million).</p>

Prozeal Infra to Install 131 MW of Solar Projects at GETCO Sites in Gujarat

<p>Last week, in Solar Energy Corporation of India’s (SECI) 2 GW CPSU solar tender which <a href="https://mercomindia.com/seci-auction-cpsu-solar-tender-ntpc-winner/">auctioned</a> 922.4 MW with viability gap funding (VGF) option, the National Thermal Power Corporation (NTPC) had won the largest capacity of 769.4 MW. Following this, the NTPC had also issued a tender to select engineering, procurement, and construction (EPC) companies for developing this capacity.</p>
<p>Now, Tata Power (250 MW), Hild Energy Private Limited (150 MW), Refex Energy (100 MW), and Adani Infra (269 MW) have emerged as the winners in this auction by NTPC to provide EPC services.</p>
<p>These bidders were awarded projects based on project costs quoted. Tata Power Solar was the lowest bidder with EPC quote of ₹23.2 million ($330,146). Second in the list of winners was Hild Energy that quoted ₹23.2 million ($330,298) to develop a capacity of 150 MW. Closely following were Refex Energy and Adani Infra that won bids for 100 MW and 269 MW respectively. Adani had quoted a price of ₹25.1 million ($357,538) for 300 MW but was allotted capacity of 269 MW only in line with the bucket-filling method followed in the auction.</p>

<p><a href="https://mercomindia.com/seci-auction-cpsu-solar-tender-ntpc-winner/" target="_blank" rel="noopener noreferrer">Recently</a>, Mercom reported that NTPC had been given a timeline of 18 months to 24 months to develop these projects floated by SECI under the CPSU program. The projects will be developed on Build-Own-Operate (B-O-O) basis. Under the program, the usage charges cannot exceed ₹3.50 (~$0.050)/kWh and will be exclusive of any other third-party charge such as wheeling, transmission charges, and losses.</p>
<p>This is a tender with a domestic content requirement mandate (DCR). The winners are given 21 months from the date of issues of letter of award (LoA) to complete the projects.</p>
<p>SECI floated the tender to set up 2,000 MW of grid-connected solar PV projects under the second phase of the CPSU program in <a href="https://mercomindia.com/2gw-solar-tender-govt-cpsu-program/" target="_blank" rel="noopener noreferrer">March 2019</a>. The maximum permissible limit for VGF had been kept at ₹7 million (~$0.10 million)/MW for these projects. NTPC won 769 MW quoting the highest VGF of ₹7 million ($99,010)/MW which also happened to be the maximum permissible limit.</p>
<p>According to <a href="https://mercomindia.com/research-2/" target="_blank" rel="noopener noreferrer">Mercom India Research</a>, 4.5 GW of solar tenders have been issued under the CPSU Phase II program from both SECI and NTPC.</p>
<p>Meanwhile, a few weeks ago, Tata Power Solar also <a href="https://mercomindia.com/tata-power-floating-solar-kerala-ntpc/" target="_blank" rel="noopener noreferrer">bagged a 70 MW </a>floating solar project in the state of Kerala in a tender issued by NTPC.</p>

Tata, Hild, Refex & Adani to Develop 769 MW of Solar Capacity for NTPC

<p>The Energy Efficiency Services Limited (EESL), a joint venture between the public-sector units of the Ministry of Power and the central government, has issued a Request for Selection (RfS) to install 100 MW of solar power generating systems in the state of Maharashtra.</p>
<p>The EESL has called for bids for developing projects in the range of 1-2 MW or higher at different locations and sub-stations across Maharashtra.</p>
<p>The bid submission deadline is July 9, 2019. The techno-commercial bid opening date is also July 9, 2019.</p>
<p>This tender is in line with the advisory issued by the Ministry of New and Renewable Energy (<a href="https://mnre.gov.in/" target="_blank" rel="noopener noreferrer">MNRE</a>) <a href="https://mercomindia.com/mnre-issues-advisory-states-utilize-spare-space-near-substations-develop-solar-projects/" target="_blank" rel="noopener noreferrer">in July 2017</a> that addressed the utilization of empty land near pooling substations to allow for better usage of the transmission infrastructure.</p>
<p>The scope of the tender includes the design, engineering, supply, construction, installation, testing, commissioning, and operation and maintenance (O&amp;M) of the various systems starting from 1 MW capacity. The earnest money deposit (EMD) to be paid is ₹6.25 million (~$89,961) valid for 225 days from the date of techno-commercial bid opening.</p>
<p>Previously, the <a href="https://mercomindia.com/eesl-tender-100-mw-solar-maharashtra-andhra-jharkhand/" target="_blank" rel="noopener noreferrer">EESL</a> had floated a tender to set up 100 MW of solar projects across Maharashtra, Andhra Pradesh, and Jharkhand.</p>
<p>Then in <a href="https://mercomindia.com/eesl-solar-tender-160-mw-maharashtra/" target="_blank" rel="noopener noreferrer">December 2018</a>, EESL floated a tender for 160 MW of solar PV projects to be developed near pooling substations across the state of Maharashtra. <a href="https://mercomindia.com/energy-efficiency-services-limited-tenders-200-mw-solar-maharashtra/" target="_blank" rel="noopener noreferrer">In 2017</a>, EESL had issued another tender for 200 MW of solar projects to be developed near pooling substations in Maharashtra.</p>

EESL Floats Tender for 100 MW of Solar Projects in Maharashtra

<p>The Indian Oil Corporation Limited (IOCL) has issued a tender for the engineering, procurement, and construction (EPC) of a 2 MW grid-interactive and ground-mounted captive solar power project at its LPG bottling plant, located at Dhanaj, in Washim district of Maharashtra.</p>
<p>The brief scope of work has been divided into two parts. First part consists of EPC for 2 MW captive solar power project with one year of operations and Maintenance (O&amp;M) from the date of successful project commissioning. The second part includes only O&amp;M for another four years.</p>
<p>The project completion time is 9 months. The project will be done on lump sum turn key basis by empaneled vendors or such turn key contractors.</p>
<p>The earnest money deposit (EMD) required for the tender is ₹8,25,400 (~$11634.01).</p>
<p>The tender also mentions that a bidder should make the maximum possible utilization of indigenous manufacturing facilities and other services available for their project implementation plans.</p>
<p><a href="https://mercomindia.com/indian-oil-corporation-tenders-3-mw-solar-kadapa-andhra-pradesh/" target="_blank" rel="noopener">In January 2017,</a> IOCL had tendered a <a href="https://iocletenders.gov.in/nicgep/app?component=%24DirectLink_0&amp;page=FrontEndAdvancedSearchResult&amp;service=direct&amp;session=T&amp;sp=S6rOdptJreNWbiizWIGaOEHhAgotJMpo8WNI6nd%2FkTAQ%3D" target="_blank" rel="noopener">3 MW</a> ground-mounted solar PV project at Indian Oil Kadapa bottling plant premises located in Kadapa, Andhra Pradesh.</p>
<p><a href="https://mercomindia.com/indian-oil-hindustan-petroleum-launch-ev-charging-stations-nagpur/" target="_blank" rel="noopener">In November 2017</a>, IOCL launched an electric vehicle charging stations at company-owned, company-operated fuel station at RBI Square, Nagpur, Maharashtra.</p>
<p>In <a href="https://mercomindia.com/ongc-solar-tender-5-mw-andhra-pradesh/" target="_blank" rel="noopener">November 2018</a>, the Oil and Natural Gas Corporation Limited (<a href="https://www.ongcindia.com/wps/wcm/connect/en/home/" target="_blank" rel="noopener">ONGC</a>), another leading public sector undertaking in the country, tendered a 5 MW grid-connected solar project to be developed at its Tatipaka site, located in the state of Andhra Pradesh. <a href="https://mercomindia.com/ongc-commissions-10mw-solar-gujarat/" target="_blank" rel="noopener">Recently</a>, Mercom reported that <a href="https://www.ongcindia.com/" target="_blank" rel="noopener">ONGC</a> commissioned a 10 MW solar project which will power its plants at Dhaej, Gandhar, and Hazira located in the state of Gujarat. The project is spread across 56 acres of land and segregated into eight blocks of 1.25 MW each.</p>
<p><a href="https://mercomindia.com/mangalore-refinery-commissions-6-mw-solar/" target="_blank" rel="noopener">Earlier</a>, Mangalore Refinery and Petrochemicals Limited (<a href="https://mrpl.co.in/" target="_blank" rel="noopener">MRPL</a>), a subsidiary of ONGC, commissioned solar projects aggregating 6.063 MW within the MRPL refinery premises in Mangalore, Karnataka.</p>

Indian Oil Corporation Issues EPC Tender for 2 MW of Solar at its Plant in Maharashtra

<p>The <a href="https://www.aai.aero/" target="_blank" rel="noopener">Airports Authority of India (AAI)</a> is looking for an engineering, procurement, and construction (EPC) contractor to develop a 4 MW grid-connected solar photovoltaic (PV) project at the Biju Patnaik International (BPI) Airport in Bhubaneshwar.</p>
<p>The bid-submission deadline is January 31, 2019. The estimated project cost is ₹258,781,444 (~$3,647,360) and the project completion timeframe is four months from the time the contract is awarded.</p>
<p>The scope of work includes the site survey, shadow analysis, complete design for optimal use of space, engineering, manufacture, supply, storage, insurance, civil work, , testing, and commissioning of the grid-connected solar PV project.</p>
<p>The AAI is seeking to use solar as a low-cost and renewable source of power to fuel operations at various airports across India. <a href="https://mercomindia.com/aai-tenders-karnatakas-hubballi-airport/" target="_blank" rel="noopener">Recently</a>, AAI tendered an 8 MW grid-connected solar PV project at Hubballi airport in Karnataka. In <a href="https://mercomindia.com/aai-tender-1-mw-solar-hyderabad-airport/" target="_blank" rel="noopener">November 2018</a>, AAI tendered a 1 MW grid-connected solar PV project at Begumpet airport in Hyderabad.</p>
<p><a href="https://mercomindia.com/aai-epc-pv-varanasi-airport/" target="_blank" rel="noopener">In April 2018</a>, AAI issued another EPC tender for a 1.2 MW grid-connected solar PV project at the Lal Bahadur Shastri International Airport (LBSI) in Varanasi, Uttar Pradesh.</p>
<p>Moreover, in <a href="https://mercomindia.com/sterling-wilson-develop-9-9-mw-grid-connected-solar-at-cochin-airport/" target="_blank" rel="noopener">January 2018,</a> CIAL Infrastructures Ltd. concluded the bidding process for the development of 9.9 MW of grid-connected solar projects at Cochin airport. <a href="https://mercomindia.com/rooftop-solar-ahmedabad-airport/" target="_blank" rel="noopener">That</a> same month, a 700 kW rooftop solar PV project was nearing completion at the Ahmedabad airport, and the power generated by that project was expected to be used for captive consumption at the airport.</p>
<p>In <a href="https://mercomindia.com/grid-connected-commissioned-kolkata-international-airport/" target="_blank" rel="noopener">December 2017</a>, a 15 MW grid-connected solar PV project was inaugurated at the Netaji Subhas Chandra Bose International (NSCBI) Airport in Kolkata, West Bengal.ed</p>

Airports Authority of India Seeks EPC Contractors for a 4 MW Solar Project in Odisha

<p>Joining the other states in achieving 100 GW of solar capacity together by 2022, the state of Kerala is now planning to develop 1,000 MW of solar projects under the SOURA program.</p>
<p>The SOURA scheme is to be jointly implemented by Kerala State Electricity Board (<a href="http://www.kseb.in/index.php?lang=en" target="_blank" rel="noopener">KSEB</a>) and Agency for Non-conventional Energy and Rural Technology (<a href="https://www.anert.gov.in/" target="_blank" rel="noopener">ANERT</a>), the state nodal agency for renewable projects.</p>
<p>In the first phase, projects aggregating 200 MW, both rooftop and ground-mounted, will be issued. It has been proposed to float the tenders under two models, namely Engineering, Procurement and Construction (EPC) tender and tariff-based competitive bidding.</p>
<p>Kerala board has prepared the draft of bid documents and wants to take opinions of prospective stakeholders before finalizing them. The date of the meeting has been fixed on January 14, 2019.</p>
<p><a href="https://mercomindia.com/tender-200-mw-solar-projects-kerala/" target="_blank" rel="noopener">Recently</a>, the <a href="http://www.kseb.in/index.php?lang=en" target="_blank" rel="noopener">KSEB</a> announced a tender for 200 MW of grid-connected solar photovoltaic (PV) projects to be developed in Kerala on Independent Power Producer (IPP) mode. The bid-submission deadline is February 1, 2019. A single bidder must bid for a minimum of 1 MW and can bid for a maximum of 200 MW. The KSEB has fixed the upper ceiling tariff at ₹3.50 (~0.05)/kWh.</p>
<p>In <a href="https://mercomindia.com/200-mw-solar-kerala-under-ipp-mode/" target="_blank" rel="noopener">November 2018</a>, Kerala State Electricity Regulatory Commission (<a href="http://www.erckerala.org/" target="_blank" rel="noopener">KSERC</a>) had approved a petition filed by KSEB seeking its approval for 200 MW of grid-connected solar PV projects to be developed in Kerala under IPP mode.</p>
<p><a href="https://mercomindia.com/kerala-announces-ev-policy/" target="_blank" rel="noopener">In October 2018,  </a>Kerala announced its Electric Vehicle Policy. Under this, the road tax on the electric vehicles may be fully exempted for the initial three years. Charging stations for the EVs would be set up by Kerala State Electricity Board Limited (KSEBL) and might establish battery swapping stations jointly with Bharat Petroleum Corporation Ltd (BPCL). Battery swapping infrastructure would be as per the standards for battery swapping to be formulated under the policy.</p>
<p>According to Mercom’s <em><a href="https://mercomindia.com/product/india-solar-project-tracker/" target="_blank" rel="noopener">India Solar Project Tracker</a></em>, the state of Kerala has an installed solar capacity of 76.4 MW and a project pipeline of 57.65 MW to date.</p>
