					</table><p>The Central Mine Planning and Design Institute (<a href="https://www.cmpdi.co.in/en" target="_blank" rel="noopener">CMPDI</a>), a subsidiary of <a href="https://www.coalindia.in/" target="_blank" rel="noopener">Coal India</a>, has invited bids to develop a 25 MW solar power project for Bharat Coking Coal at the Dugdha Coal Washery in Dhanbad, Jharkhand.</p>
<p>The successful bidder will also be responsible for the operation and maintenance of the project for ten years.</p>
<p>The last date to submit bids is April 29, 2026. Bids will be opened the following day.</p>
<p>Bidders must submit an earnest money deposit of ₹5 million (~$52,985).</p>
<p>The project must be completed within one year of the contract award.</p>
<p>The estimated cost of the project is ₹1.55 billion (~$16.43 million).</p>
<p>Bidders must have completed three similar works, each costing not less than 20% of the estimated cost of the project, or two similar works, each costing not less than 25% of the estimated cost, or one similar work costing not less than the amount equal to 40% of the estimated cost of the project.</p>
<p>The average annual financial turnover of bidders during the last three years should be at least 30% of the estimated cost put to tender.</p>
<p>The net worth of bidders should be at least 10% of the estimated project cost.</p>
<p>Preference will be given to Class I and Class II local suppliers. To be classified as a Class I local supplier, the local content should be at least 50%; for a Class II local supplier, it should be between 20% and 50%.</p>
<p>The solar modules to be used in the project should be from the Approved List of Models and Manufacturers (ALMM) List I, and solar cells should be from ALMM List II.</p>
<p>Last November, CMPDI <a href="https://www.mercomindia.com/cmpdil-floats-tender-for-1-5-mw-of-solar-trees-and-rooftop-projects" target="_blank" rel="noopener">issued</a> a tender to set up 1.55 MW of grid-connected solar projects in the Central Coalfields project areas in Jharkhand.</p>
<p>Earlier, CMPDI <a href="https://www.mercomindia.com/cmpdi-rooftop-solar-project-northern-coalfields" target="_blank" rel="noopener">invited</a> bids to implement a grid-connected 1.3 MW rooftop solar power project for Northern Coalfields.</p>

					</table><p>The Dhanbad division of <a href="https://ecr.indianrailways.gov.in/" target="_blank" rel="noopener">East Central Railway</a> has issued tenders for a cumulative 4 MW rooftop solar systems at various service buildings.</p>
<p>Bids must be submitted by January 2, 2025. They will be opened on January 17.</p>
<p><strong>Tender 1 (1.53 MW) </strong></p>
<p>The advertised value of the project is ₹8.3 million (~$97,759.9). Bidders must furnish an earnest money deposit (EMD) of ₹566,700 (~$6,674.6).</p>
<p><strong>Tender 2 (2.48 MW)</strong></p>
<p>The advertised value of the project is ₹135.21 million (~$1.6 million). Bidders must furnish an EMD of ₹826,000 (~$9,725.6).</p>
<p>Successful bidders must design, manufacture, and supply grid-connected solar projects without battery backup.</p>
<p>They must complete the projects within nine months from the award date.</p>
<p>Bidders must also provide single/polycrystalline silicon solar cells connected in series. Additionally, they must provide a solar grid-connected string inverter and a data logger.</p>
<p>They must have a minimum average annual contractual turnover of V/N or V, whichever is less, where V is the advertised value of the tender, and N is the number of years prescribed to complete the project.</p>
<p>Bidders must have completed any one of the following categories of similar work during the last seven years:</p>
<ul>
<li>Three similar works (projects), each costing at least 30% of the tender’s advertised value.</li>
<li>Two similar projects, each costing at least 40% of the tender’s advertised value.</li>
<li>One similar project, costing at least 60% of the tender’s advertised value.</li>
</ul>
<p>Similar works refers to the supply and installation of a solar project of any nature or the supply and installation of a rooftop solar project of any capacity.</p>
<p>The East Central Railway recently <a href="https://www.mercomindia.com/east-central-railways-floats-empanelment-tender-for-20-mw-projects" target="_blank" rel="noopener">floated</a> a tender to empanel qualified bidders for setting up 20 MW ground-mounted solar projects at Madhepura, Pandaul, and Rajnagar in Bihar. The last date to submit bids is December 23, 2024. Bids will be opened on the same day.</p>

East Central Railway Tenders 4 MW Rooftop Solar Projects

					</table><p>The Dhanbad Division of <a href="https://ecr.indianrailways.gov.in/" target="_blank" rel="noopener">East Central Railway </a>has invited bids for state-wise empanelment of agencies to implement 2.017 MW of grid-connected rooftop solar power projects through public-private partnerships and on a design, build, finance, operate, and transfer basis.</p>
<p>The projects would be developed in two capacity ranges — (i) above 10 kW and up to 100 kW, and (ii) above 100 kW and up to 500 kW. Bidders can quote for one or all the capacities.</p>
<p>The projects must be commissioned within 240 days of receiving the work order. The developers must also provide comprehensive operation and maintenance services for 25 years.</p>
<p>The last day to submit bids is June 4, 2024. Bids will be opened on the same day.</p>
<p>The cost of the bid document is ₹34,810 (~$416). Bidders must furnish an earnest money deposit of ₹1.07 million (~$12,815)/MW of the quoted capacity.</p>
<p>Selected bidders must submit a performance security of ₹1.6 million (~$19,162)/MW and a bid process management fee of ₹75,000 (~$898)/MW within 30 days of signing the power purchase agreement.</p>
<p>The empanelment will be valid for one year, with the possibility of an extension for another year based on the developer’s performance and requests from zonal railways.</p>
<p>The generated solar power will be utilized by the Indian Railways through the net metering system.</p>
<p>The successful bidder must enter into a 25-year power purchase agreement with the Railways after receiving the letter of award, which may also need to be signed at a divisional level if required by the public utilities or Zonal Railways.</p>
<p>Bidders must have experience installing a minimum aggregate 200 kW capacity of grid-connected rooftop solar systems as a developer or engineering procurement and construction (EPC) company.</p>
<p>Those with experience installing and commissioning a minimum aggregate 1 MW capacity of any grid-connected systems as developers or EPC contractors in any sector such as residential, social, industrial, commercial, government, or any other client can also submit bids.</p>
<p>Bidders must have had an average annual turnover of ₹15 million (~$179,651) during the last three years. They should also have had a positive net worth in all the previous three financial years.</p>
<p>The projects developed under the tender will not include any central financial assistance.</p>
<p>Only domestically manufactured modules in the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy (<a href="https://mnre.gov.in/" target="_blank" rel="noopener">MNRE</a>) must be used in the projects. Additionally, the tender has no provision for Central Financial Assistance either by MNRE or Railways.</p>
<p>Recently, the Pune Division of Central Railway <a href="https://www.mercomindia.com/central-railway-empanel-rooftop-solar" target="_blank" rel="noopener">invited</a> bids for state-wise empanelment of agencies to implement grid-connected rooftop solar power projects in Maharashtra.</p>
<p>Earlier, the Sonpur Division of the East Central Railway <a href="https://www.mercomindia.com/railway-empanelment-rooftop-solar-bihar/" target="_blank" rel="noopener">invited</a> bids to empanel vendors to install 1.1 MW of grid-connected rooftop solar power.</p>

East Central Railway Issues Empanelment Tender for 2 MW Rooftop Solar Projects

<p>The Bharat Coking Coal Limited (<a href="http://www.bcclweb.in/" target="_blank" rel="noopener noreferrer">BCCL</a>), a subsidiary of Coal India Limited (<a href="https://www.coalindia.in/" target="_blank" rel="noopener noreferrer">CIL</a>), has invited bids to develop 1.2 MW of grid-connected rooftop solar projects at 19 different locations of BCCL in Dhanbad, Jharkhand.</p>
<p>Apart from the design, engineering, manufacturing, supply, storage, testing, and commissioning of the projects, the successful bidder will also have to take care of the projects&#8217; operation and maintenance for five years.</p>
<p>The estimated cost of the project is ₹44.66 million (~$598,435), and interested bidders will have to pay an amount of ₹558,250 (~$7,480) as the earnest money deposit (EMD). The time for the completion of the project has been set as 120 days.</p>
<p>The last date to submit the bids is December 14, 2020, and the opening of technical bids will take place on December 15, 2020.</p>
<p>To participate in the competitive bidding process, the bidder should have successfully committed similar works during the last seven years. The bidder should have completed three similar projects, each costing not less than 40% of the estimated cost of the project, or two similar projects, each costing at least 50% of the estimated cost of the project, or one similar completed project costing at least 80% of the total cost of the project.</p>
<p>In the case of a joint venture, any of the partners should have the experience of completing a single project costing not less than 80% of the estimated cost of the project. For two works of similar nature, each costing not less than 50% of the estimated cost, anyone member should match the above requirement, or at least two partners should have completed one similar work costing not less than 50% of the estimated cost of the project.</p>
<p>Similarly, for three similar works costing not less than 40% of the estimated cost of the project, any partner can match the above requirement, or any two partners should have completed at least one similar project costing not less than 40% of the estimated cost, or all the three partners should match the requirement.</p>
<p>For the financial criteria, the tender said that the bidder&#8217;s average annual financial turnover in the last three financial years should be at least 30% of the project&#8217;s estimated cost.</p>
<p>According to Mercom&#8217;s <a href="https://mercomindia.com/product/india-solar-tender-tracker/" target="_blank" rel="noopener noreferrer">India Solar Tender Tracker</a>, Jharkhand has so far tendered 21 MW of rooftop solar power projects.</p>
<p>Recently, the Eastern Coalfields Limited <a href="https://mercomindia.com/eastern-coalfields-install-rooftop-solar/" target="_blank" rel="noopener noreferrer">issued</a> a notice inviting tender to set up 1.415 MW of rooftop solar systems at 11 of its premises spread across 26 locations in West Bengal and Jharkhand. Eastern Coalfields is a coal producer and operates coal mines in Jharkhand and West Bengal.</p>
<p>In December last year, the Central Coalfields Limited (<a href="https://www.centralcoalfields.in/ind/" target="_blank" rel="noopener noreferrer">CCL</a>) had announced a tender to develop 20 MW of solar projects at Piparwar, located in Jharkhand. The scope of work included the design, supply, installation, and commissioning of 20 MW of solar projects.</p>
