					</table><p>NTPC Green Energy (<a href="https://ntpcrel.co.in/" target="_blank" rel="noopener">NGEL</a>) has invited bids from qualified coordinating agencies to provide all forecasting and scheduling-related services for the 130 MW Bhadla Solar power project.</p>
<p>The last date for submitting bids is April 4, 2024. Bids will be opened the next day.</p>
<p>Bidders will be responsible for ensuring comprehensive project data collection, utilizing information provided by NGEL, and gathering any additional necessary data daily.</p>
<p>Bidders are tasked with forecasting and scheduling duties, which encompass providing detailed forecasting data in 15-minute increments, timely submission of day-ahead schedules, and intra-day forecasting revisions.</p>
<p>Moreover, bidders have to undertake energy accounting and deviation settlement tasks, including preparing daily and monthly reports, examining DSM statements, and facilitating commercial settlements.</p>
<p>Coordination with stakeholders constitutes another critical facet. Bidders are expected to serve as the primary liaison with the state load dispatch center and engage in day-to-day coordination with various agencies and entities involved in the project.</p>
<p>Lastly, adherence to all ancillary and incidental matters as stipulated in Rajasthan Electricity Regulatory Commission regulations is necessary to ensure compliance throughout the project&#8217;s execution.</p>
<p>NGEL has established the Bhadla Solar Power Project (BSPP) within the Bhadla Solar Park Phase-II, situated in Bap Tehsil of Jodhpur District, Rajasthan. The BSPP boasts a total installed capacity of 260 MW.</p>
<p>A power purchase agreement (PPA) has been executed with various DISCOMs in Rajasthan. Electricity generated by the project is aggregated at two pooling substations owned by Rajasthan Renewable Energy Company (<a href="https://energy.rajasthan.gov.in/home" target="_blank" rel="noopener">RRECL</a>), designated as grid substation (GSS)-1 and GSS-2.</p>
<p>Specifically, power from the project&#8217;s 130 MW capacity is pooled at GSS-1, while the remaining 130 MW is directed to GSS-2.</p>
<p>The contract period for the qualified coordinating agency will span 24 months. Bid security and earnest money deposit are not applicable for this tender.</p>
<p>The expenses associated with this package are intended to be covered by the employer&#8217;s internal resources and/or through borrowings.</p>
<p>Each bidder can submit only one bid, individually or as a partner in a joint venture or consortium, as per the guidelines specified in the bidding documents.</p>
<p>Bidders should not have any direct or indirect association with a firm or any of its affiliates that the employer has engaged to provide consultancy services for preparing the design, specifications, and other documents related to the execution of works under this invitation for bids.</p>
<p>Bidders are recommended to visit the site to acquaint themselves with the nature and extent of the work and site conditions and obtain all necessary information regarding risks, contingencies, and other factors that may impact their tender.</p>
<p>NTPC Renewable Energy, a subsidiary of NTPC, recently <a href="https://www.mercomindia.com/ntpc-rel-land-transmission-tender-150-mw-solar" target="_blank" rel="noopener">invited</a> bids for the land and power evacuation package to set up a 150 MW grid-connected solar photovoltaic power project in Bhadla, Rajasthan.</p>
<p>NTPC also <a href="https://www.mercomindia.com/ntpc-tender-inverter-solar-project" target="_blank" rel="noopener">invited</a> bids for retrofitting a solar inverter for the 5 MW solar photovoltaic power project at its Dadri thermal power plant in Uttar Pradesh.</p>

NTPC Green Invites Bids for Forecasting and Scheduling of 130 MW Solar Project

<p><a href="https://www.ntpc.co.in/" target="_blank" rel="noopener">NTPC Limited</a> has invited bids for the appointment of a qualified coordinating agency (QCA) for the floating solar project at its thermal power plant in Ramagundam, Telangana.</p>
<p>The QCA is responsible for forecasting, scheduling, and settling deviation charges for solar generators with the system operator.</p>
<p>The last date to submit the bids is March 14, 2022. Bids will be opened on March 16.</p>
<p>Interested bidders will not have to submit any earnest money deposit to participate in the bidding process.</p>
<p>The successful bidder will have to furnish an amount equivalent to 3% of the contract value as the performance bank guarantee.</p>
<p>The contract period will be for 12 months from the date of the award of the contract order.</p>
<p><strong>Scope of work</strong></p>
<p>The selected agency will deliver a day-ahead forecast with a granularity of 15 minutes of the average expected generation for the pooling station or a pooled capacity.</p>
<p>The QCA will have to deliver up to 16 intra-day forecasts with a granularity of 15 minutes of the average expected generation for the generating station for a pooled capacity.</p>
<p>Also, it will deliver seven-day-ahead forecasts with a granularity of 15 minutes of average expected generation or as required by the applicable regulations.</p>
<p>NTPC will provide the static, real‐time generation, and available capacity data of the 10 MW solar project.</p>
<p>The QCA will provide day‐ahead,  intra‐day, and week-ahead schedules for the 10 MW solar project to the regional load despatch center (RLDC) or state load despatch center (SLDC) as required under the DSM regulations.</p>
<p>The agency will maintain detailed records of actual generation data as provided through the SCADA system or meter. The methodology for de-pooling will be applicable as agreed and communicated to the agency.</p>
<p>After receiving the required information, the QCA will coordinate with the relevant authority to reconcile energy accounts with actual generation and scheduled generation. If any discrepancy is observed, the agency should inform NTPC within three working days and seven days to the relevant authority. Further, if any dispute arises during the de-pooling process, such a dispute will be resolved with a mutual agreement of the party and other generators connected to the pooling station or part of the pooled capacity per the dispute resolution mechanism.</p>
<p>NTPC has stated that preference will be given to micro and small enterprise (MSE) suppliers.</p>
<p>Any bidder from a country that shares a land border with India will be eligible to bid in this tender only if it is registered with the competent authority.</p>
<p>Recently, NTPC <a href="https://mercomindia.com/ntpc-consultancy-tender-solar-uttar-pradesh/" target="_blank" rel="noopener">invited</a> bids from consultancy firms to conduct site surveys for exploring the potential to develop solar photovoltaic (PV) projects at its Tanda Thermal Power Project in Ambedkar Nagar, Uttar Pradesh.</p>
