					</table><p>Consumers of electricity in a few Indian states could soon become &#8216;prosumers&#8217; by installing rooftop solar and selling excess power generated directly to other consumers, but questions remain.</p>
<p>The Karnataka Electricity Regulatory Commission (<a href="https://kerc.karnataka.gov.in/en" target="_blank" rel="noopener">KERC</a>) recently <a href="https://www.mercomindia.com/karnataka-peer-to-peer-solar-energy-trading" target="_blank" rel="noopener">released</a> a draft proposal to enable peer-to-peer solar energy trading in the state using blockchain technology. KERC aims to implement this framework after consultations and has invited comments from stakeholders within 30 days.</p>
<p>Karnataka isn&#8217;t alone; <a href="https://www.mercomindia.com/delhi-electricity-trading-blockchain" target="_blank" rel="noopener">Delhi</a> and <a href="https://www.mercomindia.com/uttar-pradesh-blockchain-rooftop-solar-trading" target="_blank" rel="noopener">Uttar Pradesh</a> have also released draft proposals to facilitate peer-to-peer solar trading.</p>
<p>&#8220;This policy can benefit people with rooftop solar as they can sell excess energy directly to other consumers. At the same time, consumers will benefit as they can get power at cheaper rates than distribution companies (DISCOMs),&#8221; said Ramesh Shivanna, Founder of Pride Group of Companies, engaged in building renewable energy assets.</p>
<p>&#8220;You will be able to sell energy like shares are traded in the stock market,&#8221; he added.</p>
<p>To participate, prosumers and consumers need to register with DISCOMs and install smart meters at their own cost. A blockchain platform will be used for registration, trading, and settlement facilitated by service providers.</p>
<p>While Shivanna believes that implementing this policy will increase rooftop solar adoption, he said that installing smart meters might become a sticking point.</p>
<p>&#8220;The government is already behind on smart meter adoption, and this may become an implementation challenge,&#8221; he said, adding that the government will need to run awareness campaigns as most people are unaware of this development.</p>
<p>Smart meters facilitate detailed analysis of energy consumption and negate the need for manual reading of the meter. This will help DISCOMs generate the final bill comprising the peer-to-peer transaction, power purchase from DISCOM, platform fees, and open access charges.</p>
<p>Shivanna also recommended that wheeling and grid charges should be exempted initially to accelerate the adoption of peer-to-peer trading.</p>
<p><strong>Operational Difficulties</strong></p>
<p>While holding much promise, the policies proposed in these states lack clarity around effortless implementation, operation, and dispute resolution.</p>
<p>Amit Kumar, managing director at <a href="https://www.altilium.co.in/" target="_blank" rel="noopener">Altilium Consulting</a>, casts doubt on the implementation of the policy. &#8220;There is no provision of customer-to-customer sale that amounts to trading in the Electricity Act, 2003. Thousands of people will go to court as all the traders will be against it,&#8221; he said.</p>
<p>Kumar also asked what jurisdiction will resolve issues pertaining to lack of supply or transactions. &#8220;You will have to bring in a private party. So, you will have to authorize an alien entity to make decisions,&#8221; he said.</p>
<p>DISCOMs are particularly not known for consumer-friendly services, which casts a shadow on the smooth implementation of P2P trading. Only four DISCOMs out of 62 <a href="https://www.mercomindia.com/private-discoms-top-ratings-for-fy-2022-23" target="_blank" rel="noopener">scored</a> an A+ rating in an assessment of consumer service performance in the third edition of the Consumer Service Rating of Distribution Companies, which reviewed ten private and 52 state-owned DISCOMs serving over 320 million customers.</p>
<p>M G Prabhakar, a former member of the advisory committee at KERC, said the draft regulation has &#8220;operational difficulties.&#8221; &#8220;There are a lot of dark areas in the draft. The average consumer will not adopt this policy if there is uncertainty.&#8221;</p>
<p>Echoing Kumar&#8217;s concerns, Prabhakar questioned the lack of a framework for grievance redressal in the draft. &#8220;Who will be the authority in case of a dispute? Consumer courts or the KERC? A business can go to the courts for redressal, but will the average consumer go to KERC for small problems?&#8221;</p>
<p>Prabhakar suggested setting up a dedicated agency to facilitate consumers in case of disputes and grievances.</p>
<p>These regulations have the potential on paper to transform the energy landscape, particularly in Karnataka. However, the lack of clarity surrounding jurisdictional issues and dispute resolution mechanisms remains a significant concern.</p>
<p>Additionally, the absence of provisions for customer-to-customer sales in the Electricity Act 2003 may hinder the enactment of the draft policy.</p>
<p>In its current form, this draft policy seems highly impractical.</p>

P2P Solar Energy Trading: An Innovative Approach Fraught with Challenges

					</table><p>The Karnataka Electricity Regulatory Commission (<a href="https://kerc.karnataka.gov.in/en" target="_blank" rel="noopener">KERC</a>) has released a draft proposal to allow peer-to-peer solar energy trading in the state using blockchain technology whereby electricity consumers can become &#8216;prosumers&#8217; by installing rooftop solar modules and selling excess power generated to consumers directly.</p>
<p>As per the draft regulations, called KERC (Implementation of Peer-to-Peer Solar Energy Transaction through blockchain-based platform) Regulations 2024, prosumers and consumers will have to register with and seek approval from distribution licensees (DISCOMs) on a first-come, first-serve basis to participate in peer-to-peer trading.</p>
<p>The DISCOM and the service provider will then have 15 days to check the compatibility of the peers’ systems for the readiness of exchange. In case of a rejection of the application, a written reason must be provided. However, if accepted, the peer-to-peer participants must provide a schedule in advance for the exchange of energy, both for day-ahead and intraday transactions.</p>
<p>Trading can either be preferential or dynamic. In preferential trading, prosumers will pick their preferred consumers and offer them a percentage of their excess power at a specific price or a mutually agreed upon tariff.</p>
<p>In dynamic trading, prosumers and consumers set their own prices, and the trade may be finalized through a predetermined framework. The final price can be the highest price offered by a buyer, the lowest price offered by a seller, or a market price set by a methodology.</p>
<p>However, if excess energy is unavailable in the peer-to-peer network, the consumer’s needs will be met by the DISCOM. Similarly, if there are no buyers for excess energy, it will be sold to the DISCOM through a power purchase agreement executed between the prosumer and the DISCOM.</p>
<p>To participate in a peer-to-peer transaction, the installed rooftop solar power project must either have net metering or gross metering, and the capacity must not be less than one kW and not more than 2 MW.</p>
<p>Prosumers/consumers must install post-paid smart meters, as per standards specified by the Central Electricity Authority, at their own cost to account for electricity imported and exported.</p>
<p>In case of an outage in the distribution system, no penalty can be imposed on a prosumer or consumer for the failure to complete an energy transaction.</p>
<p>The framework also outlined responsibilities for service providers who will enable peer-to-peer energy trading. The service providers will be responsible for providing and maintaining a blockchain platform to enable registration, trading, and seamless transaction settlement between peer-to-peer partners and ensure that its cloud and communication facilities are flexible enough to accommodate operational or regulatory changes.</p>
<p><strong>Accounting and settlement</strong></p>
<p>The DISCOM must generate the bill as per the provisions of the Tariff Order and Supply Code. It will comprise the peer-to-peer transaction, purchase from DISCOM, fees charged by the service provider, and open access charges.</p>
<p>If a prosumer injects more energy than agreed upon, the settlement of excess energy will be based on the net-feed arrangement between the prosumer and DISCOM. And if the prosumer injects less energy than agreed upon, a payment equivalent to the difference between the going energy rate and mutually agreed upon price must be made.</p>
<p>Alternatively, if a consumer draws less energy than agreed upon, the consumer must pay in full for the energy pledged on the peer-to-peer platform. And if the consumer draws more energy than the contracted demand, a penalty will be imposed as per the Tariff Order or Conditions of Supply, and the settlement will be done first towards the peer-to-peer platform and then to the DISCOM.</p>
<p>The service provider will be required to fetch block-wise meter data each day for actual energy consumption and generation. Any fees charged by the service provider will be prescribed by KERC.</p>
<p>The draft also prescribes that unsettled amounts beyond the due date will result in deactivation from the peer-to-peer platform.</p>
<p>KERC aims to implement this draft policy after consultations with citizens and industry players and has invited comments on the draft from stakeholders within 30 days.</p>
<p>The commission also reserves the right to alter, suspend, modify, or repeal any provision of the provided framework.</p>
<p>In May last year, The Delhi Electricity Regulatory Commission also proposed to <a href="https://www.mercomindia.com/delhi-electricity-trading-blockchain" target="_blank" rel="noopener">amend</a> the state’s net metering regulations for renewable energy to enable peer-to-peer transactions through blockchain or other technologies.</p>

Karnataka to Enable Peer-to-Peer Solar Energy Trading Using Blockchain

<p>Tata Power Delhi Distribution Limited (<a href="https://www.tatapower-ddl.com/" target="_blank" rel="noopener">TPDDL</a>) has taken another step in facilitating the adoption of renewable energy by rolling out the first live blockchain-based solar energy trading project in Delhi. The project is being spearheaded by TPDDL in collaboration with the Australian technology company <a href="https://www.powerledger.io/" target="_blank" rel="noopener">Power Ledger</a> and India Smart Grid Forum (<a href="https://www.indiasmartgrid.org/" target="_blank" rel="noopener">ISGF</a>).</p>
<p>The project is a joint venture between Tata Power and the government of the National Capital Territory of Delhi. The project uses Power Ledger&#8217;s blockchain technology to facilitate peer-to-peer (P2P) trading of electricity from over 2 MW of solar capacity between multiple consumers in its license area of North Delhi.</p>
<p>Blockchain technology has been largely confined to cryptocurrencies, but now it&#8217;s slowly making its way into other areas.</p>
<p>As part of the project, nearly 150 sites that include TPDDL&#8217;s locations and their solar customers (prosumers) will use the platform to sell the excess electricity to residential and commercial sites with the benefit of P2P energy trades.</p>
<p>The pilot project is already in progress in Delhi at 65 prosumer and 75 consumer sites in over 140 buildings.</p>
<p>The platform will provide the consumers the freedom to choose the seller to buy the electricity from, with the blockchain platform providing real-time settlement, security, and complete transparency throughout the entire process.</p>
<p>Jemma Green, Co-founder and Chairman of Power Ledger, said, &#8220;India is on a fast track to a greener power mix with aggressive renewable energy targets that include 100 GW of solar energy, of which 40 GW is to come from rooftop solar.&#8221;</p>
<p>The project is bound to help distributed solar projects and create an integrated grid-connected distributed energy resource, including electric vehicle charging stations and battery energy storage systems, which can directly participate in the trading process.</p>
<p>The trial run will continue until June 2021. It will test several trading algorithms, including dynamic trading, which creates an energy auction pool for consumers.</p>

I believe this will pave the way for faster adoption of solar energy trading and will also empower consumers to become prosumers,&#8221; noted Ganesh Srinivasan, CEO of TPDDL.</p>
<p>Power Ledger has more than 25 projects in 10 countries, including projects in Europe, Australasia, and the North American region.</p>
<p>In December last year, Uttar Pradesh <a href="https://mercomindia.com/uttar-pradesh-blockchain-rooftop-solar-trading/" target="_blank" rel="noopener">launched</a> India and South-Asia&#8217;s first blockchain-based P2P trading platform for rooftop solar power. Tata Power Rolls Out Pilot Blockchain-Based Solar Energy Trading Project in Delhi

<p>Uttar Pradesh has launched India and South-Asia&#8217;s first blockchain-enabled &#8216;peer to peer&#8217; (P2P) trading platform for rooftop solar power.</p>
<p>The Uttar Pradesh Power Corporation (UPPCL), Madhyanchal Vidyut Vitran Nigam Limited (MVVNL), and Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) are hosting the first-of-its-kind pilot project, involving energy generated from solar rooftop systems installed on buildings in Lucknow.</p>
<p>India Smart Grid Forum (<a href="https://www.indiasmartgrid.org/" target="_blank" rel="noopener noreferrer">ISGF</a>), along with blockchain technology partner <a href="https://www.powerledger.io/" target="_blank" rel="noopener noreferrer">Power Ledger</a>, Australia, and Abajyon Consulting, will execute the project.</p>
<p>Last year, the Uttar Pradesh Electricity Regulatory Commission had <a href="https://mercomindia.com/uttar-pradesh-blockchain-trading-rooftop-solar/" target="_blank" rel="noopener noreferrer">approved</a> a pilot project for transactions of power from rooftop solar systems using blockchain-based technology. It had then stated that under this pilot project, government buildings or consumers would carry out peer-to-peer transactions for the trading of rooftop solar power. The fees for the blockchain technology will be recovered in the account rate of return (ARR) of the concerned distribution licensee. By using blockchain technology, participants can transfer funds, settle trades, or vote without seeking the approval of the central certifying authority.</p>
<p>The P2P trading platform’s first 12 participants would comprise nine customers with rooftop solar (prosumers) and three customers without rooftop solar (net buyers), identified in consultation with MVVNL. The participants will engage in mock trading (no money transactions) for the next three months, during which ISGF will try out different trading algorithms.</p>
<p>&#8220;The pilot project will demonstrate the feasibility of rooftop solar energy trading through smart contracts on the blockchain platform between prosumers and their neighboring households. Power Ledger&#8217;s platform integrates the transaction data from the smart meters to enable households to set prices, track energy trading in real-time and enable the settlement of surplus solar energy transactions,&#8221; ISGF president Reji Kumar Pillai said.</p>
<p>The customers have been trained on the blockchain platform&#8217;s functionalities and the procedures that need to be followed to participate in the trading activities via online training sessions held by ISGF.</p>
<p>The pilot project&#8217;s results and recommendations will be submitted to UPPCL and UPERC for framing of regulations to promote P2P trading of rooftop solar power amongst prosumers and consumers in the state.</p>
<p>To promote innovations and peer-to-peer energy transactions using blockchain technology between the rooftop solar prosumers, the state had earlier <a href="http://www.uperc.org/App_File/UPERCRSPVDraftRegulations2019-pdf116201865502PM.pdf" target="_blank" rel="noopener noreferrer">introduced</a> the concept in its Rooftop Solar PV Grid Interactive Systems Gross/Net Metering) Regulations 2019 issued in January 2019.</p>
<p>Blockchain-based technology has been gaining increasing popularity globally.</p>
<p>A similar pilot project was <a href="https://mercomindia.com/singapore-renewable-trading-platform/" target="_blank" rel="noopener noreferrer">launched</a> for P2P renewable energy trading in Singapore in July this year by  <a href="https://www.senokoenergy.com/households" target="_blank" rel="noopener noreferrer">Senoko Energy</a> and supported by Electrify and Engie Factory of France. The project allows Singapore businesses and households to sign up for Electrify’s P2P trading platform through SolarShare, a Senoko Energy service offering.</p>
<p>Last year, Singapore’s SP Group, an energy utility group, <a href="https://mercomindia.com/blockchain-renewable-energy-singapore/" target="_blank" rel="noopener noreferrer">launched</a> one of the world’s first blockchain-powered renewable energy certificate marketplaces at the Association of Southeast Asian Nations (ASEAN) Energy Business Forum.</p>
<p>Earlier, Mercom reported that Swytch, a U.S.-based blockchain-driven clean energy company, <a href="https://mercomindia.com/swytch-partner-south-korean-city-solar/" target="_blank" rel="noopener noreferrer">signed</a> a deal with Chuncheon, the capital of Gangwon Province in South Korea, to reduce carbon emissions in the city.</p>

Uttar Pradesh Starts India’s First Blockchain-Enabled Rooftop Solar Trading Platform

<p>Australia’s <a href="https://www.powerledger.io/about-us/" target="_blank" rel="noopener noreferrer">Power Ledger</a>, a blockchain-based renewable energy trader, has announced a partnership with Thai Digital Energy Development (TDED) to create a blockchain-based digital energy business developing peer-to-peer (P2P) energy trading and environmental commodity trading solutions in Thailand.</p>
<p>Thai Digital Energy Development is a joint venture between the Thai government’s PEA ENCOM International, which is a subsidiary of Provincial Electricity Authority (PEA), and BCPG Public Company Limited <a href="https://www.bcpggroup.com/en" target="_blank" rel="noopener noreferrer">(BCPG</a>), a Thailand-based company engaged in the production and sale of renewable energy.</p>
<p>According to the company’s statement, the new partnership will expand Power Ledger’s foothold in Thailand, which aims to generate 25% of its electricity from renewable energy sources by 2037.</p>
<p>Blockchain technology, a by-product of the cryptocurrency rush, is slowly being adopted across industries to promote operational and transactional transparency, thanks to its democratized and decentralized nature. Blockchain is an open, distributed ledger that can record transactions between two parties efficiently. Blockchain-based technology has been gaining increasing popularity in numerous business segments around the globe, including solar.</p>
<p>“Blockchain-enabled transactive energy solutions, including peer-to-peer energy trading, virtual power projects, as well as renewable energy certificates. Carbon credits trading will be the key to establishing economically viable renewable energy markets. Our partnership with TDED will allow us to accelerate our efforts to promote distributed digital energy markets in Thailand,” said Dr. Jemma Green, the co-founder of Power Ledger.</p>
<p>According to the company, one of the first projects that will be in focus will be on energy and carbon management at the 12 MW smart campus at Chiang Mai University in Thailand’s north.</p>
<p>Bundit Sapianchai, the president of BCPG and TDED, said that Power Ledger is among the very first pioneers to apply blockchain technology in peer-to-peer energy trading and trading renewable energy certificates (RECs).</p>

<p>Power Ledger has been working with BCPG in Thailand since 2018, when it launched a P2P energy trading trial in Bangkok across the T77 precinct, the company noted.</p>
<p>Further, the company added that Power Ledger’s TraceX REC trading capabilities would be deployed in Thailand this year. It will provide a marketplace for renewable energy certificates and carbon credits trading between generators and buyers.</p>

Power Ledger to Help Thailand Increase Digital Renewable Business Through Blockchain

<p>BSES Rajdhani Power Limited (<a href="https://www.bsesdelhi.com/web/bses" target="_blank" rel="noopener noreferrer">BRPL</a>) has partnered with Power Ledger, a blockchain-based renewable energy trader, and launched trials for a peer-to-peer (P2P) energy trading platform.</p>
<p>The platform will allow residents with rooftop solar installations to sell excess energy to their neighbors instead of letting it flow back to the power grid. The idea is to enable participants easier and cheaper access to renewable energy and for solar installation owners to monetize power, which would otherwise be wasted.</p>
<p>When implemented, this would be the first of its kind venture in the country. The trial will comprise 5-6 MW of existing solar infrastructure and will be conducted in a group of gated communities in the Dwarka region of Delhi.</p>
<p>“With the exponential growth in our economy and production, the ability to generate clean energy and utilize it across India without the need for a fully centralized grid is critical. Realizing the importance of distributed generation, we have already built an extensive renewables infrastructure, and this trial with Power Ledger will help us fully utilize that energy,” said BRPL CEO Amal Sinha.</p>
<p>Power Ledger said this completely transparent, decentralized platform could set a precedent for all distributed energy resource trading across the state. It added that no additional hardware or investments are required to sign up to the Power Ledger platform as it uses real-time data and smart meters to enable the consumer-to-consumer trading.</p>
<p>The platform has already been deployed across the globe, including countries like Australia, Thailand, Japan, Malaysia, the United States, and Austria. Over time, the trial will be expanded to include blockchain-enabled solutions for group net metering, virtual net metering, electric vehicle charging, and virtual power project applications, Power Ledger said.</p>
<p>Blockchain technology, a by-product of the cryptocurrency rush, is slowly being adopted across industries to promote operational and transactional transparency, thanks to its democratized and decentralized nature. The energy industry is one of the more recent adopters of blockchain-powered infrastructure.</p>

BSES Rajdhani and Power Ledger Set to Launch Solar Energy Trading Platform in Delhi

<p>Singapore’s <a href="https://www.spgroup.com.sg/home">SP Group</a>, an energy utility group, has launched one of the world’s first blockchain-powered renewable energy certificate (REC) marketplaces at the Association of Southeast Asian Nations <a href="https://asean.org/">(ASEAN)</a> Energy Business Forum <a href="http://aebf.leverageinternational.com/">(AEBF).</a></p>
<p>Designed and built in-house by SP Group’s team of digital energy experts, this marketplace enables local and international organizations – regardless of size, business or location in the world – to trade in RECs. Blockchain technology will ensure the security, integrity and traceability of each REC transaction. This will drive the greater integration of renewable energy sources on the electricity grid.</p>
<p>City Developments Limited (CDL) and DBS Bank (DBS) were the first purchasers of RECs through this platform.</p>
<p>SP Group’s Chief Digital Officer, Samuel Tan, said, “Through blockchain technology, we enable companies to trade in renewable energy certificates conveniently, seamlessly and securely, helping them achieve greener business operations and meet their sustainability targets.”</p>
<p>Solar developers such as Cleantech Solar Asia and LYS Energy Solutions, with local and regional solar assets, have signed a collaboration with the SP Group to place its solar assets on the marketplace for the sale of RECs. Katoen Natie Singapore, a global chemical logistics company who will be launching Singapore’s largest single unit rooftop solar facility at a warehouse, has also come on board as a REC seller.</p>
<p>With SP Group’s blockchain-powered marketplace, buyers are automatically matched with sellers, around the globe, according to their preferences. This helps big and small organizations achieve their green targets and strengthens cross-border sustainability efforts with SP’s international reach. It contributes to Singapore’s low carbon targets, as part of its <a href="http://aebf.leverageinternational.com/">Paris COP-21 agreement</a>.</p>
<p>“We are glad to support the innovative and timely initiative by SP Group to embrace blockchain technology as a platform to accelerate Singapore’s transition to a low-carbon economy,” said Esther An, Chief Sustainability Officer, City Developments Limited.</p>
<p>“SP Group’s blockchain REC platform will make it more economically effective for organizations and will catalyze the transition towards a low carbon economy. We look forward to more innovations in renewable energy technologies to achieve a sustainable, affordable, secure and inclusive energy future,” said Mike Power, Chief Operating Officer of Technology and Operations, DBS.</p>

<p><a href="https://mercomindia.com/swytch-partner-south-korean-city-solar/">Earlier,</a> Mercom reported that Swytch, another U.S.-based blockchain-driven clean energy company, signed a deal with Chuncheon, the capital of Gangwon Province in South Korea, to reduce carbon emissions in the city.</p>

Blockchain-Powered Renewable Energy Certificate Trading Platform Opened in Singapore

<p>Soon, small independent solar power producers will have to pay extra charges in Thailand to help minimize the impact of blockchain-enabled competition with the state-owned utility, reported the Nikkei Asian Review.</p>
<p>The new regulations being drafted by the energy regulator will give time for the electricity generating authority of Thailand (<a href="http://www.egat.co.th/en/" target="_blank" rel="noopener">EGAT</a>) to adapt to the rapid rise in independent power generation, mostly from households with rooftop solar panels.</p>

Just as it has been used to decentralize finance, blockchain technology has also played an important role in the growth of independent power generation as it has enabled households connected to microgrids to conduct peer-to-peer transactions, buying and selling surplus electricity to each other bypassing EGAT. It works on the same principle as cryptocurrencies such as Bitcoin.</p>
<p>Viraphol Jirapraditkul, a member of the ERC, has cited this disruptive effect of the technology on the state utility. He said, “The numbers of household solar rooftop power generators are increasing rapidly. That&#8217;s why the need to develop regulation that is fair for everybody.”</p>
<p>The proposed charges will be spent on the maintenance and security of the national power grid.</p>
<p>However, the talk of extra fees has alarmed the rooftop industry, in that it will put an extra burden on the independent energy providers, and the market for rooftop solar power may suffer in the future.</p>
<p>The growth of independent solar power producers is a direct result of government policy, as it has encouraged the development of solar farms with a guarantee to buy the power they generate at above-market prices.</p>
<p>In Thailand, households with rooftop power generating systems accounted for 130 MW. This is expected to rise by 100 MW by the end of this year.</p>
