					</table>Bhopal Municipal Corporation (<a href="http://www.bhopalmunicipal.com/" target="_blank" rel="noopener">BMC</a>) has invited bids from nationalized banks, private banks, financial institutions, and non-banking financial companies to secure long-tenure term loans of ₹900 million (~$10.97 million).
The funds would be used to install 20 MW solar projects (Phase I), 21 MW solar projects (Phase II), 15 MW wind energy projects, and 1 MW rooftop solar systems.
The payment of interest and repayment of the loan will be adequately secured by the escrow mechanism on the corporation&#8217;s revenue stream. No other collateral security, as well as state guarantee, will be provided.
The last date to submit the bids online is March 24, 2023.
According to the tender documents, the interest documents should be mandatorily linked with the Marginal Cost of Funds Based Lending Rates (MCLR) with half yearly reset along with all other charges. There will be no prepayment penalty or processing charges.
The disbursement will be made in various stages during the 15 months. The moratorium period will be 24 months, and the door-to-door loan tenure will be 15 years.
In January last year, BMC had <a href="https://mercomindia.com/bhopal-floats-epc-tender-solar/" target="_blank" rel="noopener">invited</a> bids from engineering, procurement, and construction (EPC) contractors to set up two solar projects with a capacity of 10 MW each in Neemuch, Madhya Pradesh.
The estimated project cost is ₹800 million (~$9.75 million), of which BMC&#8217;s contribution will be ₹290 million (~$3.54 million) .
Later in May, BMC had <a href="https://mercomindia.com/bhopal-invites-proposals-for-15-mw-wind-project/" target="_blank" rel="noopener">issued</a> a request for proposal (RfP) for the design, engineering, supply, construction, erection, testing, and commissioning of a 15 MW wind power project in Madhya Pradesh.
The estimated project cost is ₹750 million (~$9.14 million), of which BMC&#8217;s contribution will be ₹300 million (~$3.66 million).
Also, in June, BMC <a href="https://mercomindia.com/bids-1-mw-grid-connected-rooftop-systems-hopal/" target="_blank" rel="noopener">invited</a> bids to install 1 MW grid-connected rooftop solar systems at various locations per the state regulator&#8217;s net metering regulations.
The estimated project&#8217;s cost is ₹50 million (~$609,600), out of which BMC will contribute ₹20 million (~$243,840).
Later in August, BMC <a href="https://mercomindia.com/bhopal-municipal-corporation-tender-21-mw-solar-projects/" target="_blank" rel="noopener">invited</a> bids for the design, engineering, supply, construction, erection, and commissioning of 21 MW (2×10.5 MW) of solar power projects in the Neemuch district of Madhya Pradesh on an annuity payment basis.

Bhopal’s Civic Body Invites Bids for Loan to Develop Renewable Projects

					</table>Bhopal Municipal Corporation (<a href="http://www.bhopalmunicipal.com/" target="_blank" rel="noopener">BMC</a>) has invited bids for the design, engineering, supply, construction, erection, and commissioning of 21 MW (2&#215;10.5 MW) of solar power projects in the Neemuch district of Madhya Pradesh on an annuity payment basis.
The successful bidder will also have to take care of the operation and maintenance for 25 years.
BMC intends to set up the two solar power projects to wheel power for its captive use at various pumping stations located in the Bhopal administrative district.
The last date to submit the bids is September 8, 2022. Bids will be opened the following day.
Bidders will have to submit ₹5 million (~$62,823) as an earnest money deposit. The successful bidder should furnish two performance securities amounting to ₹10.5 million (~$131,929) each for the 10.5 MW capacity. The performance securities must be submitted within 30 days of the award. They must have a validity of 36 months plus a three-month claim period.
BMC will support the selected bidder by making a payment of ₹140 million (~$1,76 million) per project. The remaining cost of the project as incurred by the developer will be paid on an annuity basis linked to the monthly electrical energy generated for 25 years.
BMC, which is in the process of getting the land from the Madhya Pradesh Renewable Energy Department, will provide the land for the project.
The AC power generated from both the projects has to be injected to Rampura 132/33 kV Madhya Pradesh Power Transmission Company (MPPTCL), Jabalpur’s substation at 33 kV level, using separate circuits for each project. Permission to obtain connectivity from Madhya Pradesh Paschim Kshetra Vidyut Vitaran Company or MPPTCL would be part of the developer’s obligation.
Bidders must have experience developing grid-connected solar power projects on a turnkey basis, including supply, installation, testing, and commissioning of solar power projects and solar systems of a cumulative capacity not less than 50 MW, including associated civil works in the last seven years. The solar power project must have been in operation for at least six months from the date of commissioning.
They should have experience developing grid-connected solar projects on a turnkey basis, including supplying, installing, testing, and commissioning at least one grid-connected solar power project with an individual capacity of 10 MW or above in the last seven years. Such a solar project must have been operating for at least six months from commissioning.

Bhopal Municipal Corporation Issues Tender for 21 MW of Solar Projects

Bhopal Municipal Corporation (<a href="http://www.bhopalmunicipal.com/" target="_blank" rel="noopener">BMC</a>) has invited bids to install 1 MW grid-connected rooftop solar systems at various locations.
The systems will be installed per the net metering regulations issued by the state regulator.
The last date to submit the bids is June 24, 2022. Bids will be opened on June 27.
Bidders will have to submit ₹1 million (~$12,890) as an earnest money deposit. Within 15 days of receiving the notification of award, the successful bidder should furnish performance security amounting to ₹2.5 million (~$32,225) with a validity of 12 months plus three months claim period.
BMC will support the selected bidder by making payments at ₹20,000 (~$257.8)/kW. The support system will be made available for a minimum 200 kW capacity commissioned. The remaining cost of the project as incurred by the developer will be paid on an annuity basis linked to the monthly electrical energy generated from 15 years of operation of the project at the rate quoted for per unit of generation by the developer.
The responsibility of obtaining net metering-based connections, meter testing, and installation will be within the scope of the developer. BMC will assist the developer in securing the connectivity.
Bidders should have experience developing grid-connected net metering-based rooftop solar systems on a turnkey basis, including supply, installation, and commissioning of solar systems of cumulative capacity not less than 200 KW in the last seven years. Such solar systems must have been in operation for at least six months.
Bidders should have experience developing at least one grid-connected rooftop solar system with an individual capacity of 50 KW or above in the last seven years as of the last date of the month before the month of issue of the request for proposal. The rooftop solar system must have been operating for at least six months.
The eligible firms should have an average annual financial turnover of at least ₹24 million (~$309,360) during the last three financial years. They should have a net worth of at least ₹8 million (~$103,120) as of the last day of the previous financial year. They should not be loss-making entities as of the last day of the previous financial year.

Bids Invited for 1 MW of Grid-Connected Rooftop Solar Systems in Bhopal

<a href="http://www.bhopalmunicipal.com/" target="_blank" rel="noopener">Municipal Corporation Bhopal</a> has invited bids from consultants to provide consultancy services to set up 20 MW of solar projects to supply power to its high tension (HT) consumers.
The last date to submit the bids is June 16, 2022. Bids will be opened the following day.
The project&#8217;s estimated cost is ₹16 million (~$206,240), and the contract will be valid for 18 months.
Bidders will have to submit ₹80,000 (~$1,031) as an earnest money deposit. When the letter of intent is issued, the successful bidder will have to furnish ₹1 million (~$12,890) as a performance bank guarantee.
The objective of the tender is to engage the services of a reputed consultant for support in setting up solar power projects to supply power under various modes.
The bidder or the designated member of the consulting team should have work experience of a minimum of ten years in renewable energy-based projects, out of which a minimum of seven years should be in the solar systems-based power projects.
The bidder or designated member of the consulting team should have work experience in the power sector of a minimum of ten years for government organizations.
The minimum turnover of the firm from consultancy services should not be less than ₹10 million (~$128,900) in the previous three financial years. The bidder must provide documentary evidence in the form of certificates from the consultant&#8217;s statutory auditor, certifying the revenues during the last three financial years.
The bidder should not be a loss-making entity.
The consultant will be responsible for identifying the solar capacity that will be set up and also grouping the solar capacity to optimize project execution.
The consulting firm will also be responsible for suggesting appropriate power evacuation and identifying suitable electrical substations and other electrical requirements.
The project development fee will be paid on the successful completion of stages of work. The fee will be based on a notional cost of ₹40 million (~$515,600)/MW of solar capacity to be executed.
If the study is delayed beyond the deadline, a penalty of 1% per week, and a maximum of up to 10% of the contract amount, will be levied.

Consultancy Tender Floated for 20 MW of Solar Projects in Bhopal

<a href="http://www.bhopalmunicipal.com/" target="_blank" rel="noopener">Bhopal Municipal Corporation</a> (BMC) has invited bids from engineering, procurement, and construction (EPC) contractors to set up two solar projects with a capacity of 10 MW each in Neemuch, Madhya Pradesh. The power generated will be for captive use in its various pumping stations located in Bhopal.
The last date to submit bids is February 18, 2022. Bids will be opened on the following day. The pre-bid meeting will take place on January 31.
The scope of work includes the design, engineering, supply, construction, erection, testing, and commission of both 10 MW projects. After commissioning the projects, the successful bidder must also provide comprehensive operation and maintenance for 25 years.
BMC will provide land for the development of projects. The corporation will support the selected bidder by paying ₹140 million (~$1.88 million) per project, including Goods and Services Tax (GST), on achieving the prescribed milestones. The remaining cost of the project incurred by the developer will be paid on an annuity basis linked to monthly power generated from 25 years operation of the project from the scheduled commercial operation date at the tariff quoted by the developer.
Bidders must submit ₹5 million (~$67,233) as an earnest money deposit (EMD). In addition, the successful bidder should furnish ₹10.5 million (~$141,154) as a performance bank guarantee for each of the 10 MW solar projects.
The successful bidder must also furnish ₹3.5 million (~$47,039) for the respective project as a security deposit with an initial validity of three years for the operation and maintenance period in line with the condition of the contract.
The bidder will also be liable to pay ₹6.3 million (~$84,701) plus GST to the BMC consultant as a project development fee within a week from the issuance of the letter of award. The bidder should pay ₹3.78 million (~$50,792) plus GST within a month of supply of modules and ₹2.52 million (~$33,785) plus GST within a month of the project’s commissioning.
To participate in the competitive bidding process, bidders must have installed and commissioned at least 50 MW of solar projects, including associated civil works, in the last seven years. Of this, one grid-connected solar project should have an individual capacity of 10 MW or above. The project must be in satisfactory operation for at least six months from the date of commissioning.
Furthermore, the bidder should be a module manufacturer capable of producing 540 W and above rated mono passivated emitter rear contact panels annually with a minimum 200 MW capacity. Alternatively, the bidder should have a pre-bid agreement with a module manufacturer.
In the last three financial years, bidders’ average annual turnover should be at least ₹1 billion (~$13.44 million). Their net worth must be at least ₹30 million ($403,410) as on March 31, 2021.
The successful bidder must commission the projects within 15 months from the date of the letter of award.
In May 2021, the Madhya Pradesh Urja Vikas Nigam Limited <a href="https://mercomindia.com/madhya-pradesh-tender-270-mw-solar-kusum/" target="_blank" rel="noopener">invited</a> bids to set up 270 MW of grid-connected solar power projects of 500 kW to 2 MW capacity under Component A of the Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyan (PM KUSUM) program.
