					</table><p>Germany installed 3.5 GW of solar power capacity in the fourth quarter (Q4) of 2023, a 105.8% year-over-year (YoY) growth from 1.7 GW.</p>
<p>On a quarter-over-quarter basis, installations <a href="https://mercomindia.com/germany-installs-3-4-gw-solar-q3-79-yoy-growth/" target="_blank" rel="noopener">witnessed</a> a drop of 7.8% from 3.8 GW.</p>
<p>The data was published in a recent report by the German Federal Network Agency <a href="https://www.bundesnetzagentur.de/EN/Home/home_node.html" target="_blank" rel="noopener">Bundesnetzagentur</a>.</p>
<p>The total capacity installed in 2023 stood at 14.2 GW, a 91% increase from the 7.45 GW recorded in 2022. This was the highest-ever solar capacity installed in a year in Germany.</p>
<p>Mercom had earlier reported solar installations for Q3 2023 to be 3.4 GW, which were later revised by the Federal Network Agency to 3.8 GW.</p>

<p>At the end of December 2023, the country&#8217;s cumulative solar capacity stood at 81.2 GW.</p>

<p>The country installed 1.37 GW in October, 1.25 GW in November, and 880 MW in December 2023.</p>
<p>The states of Bayern, Baden-Württemberg, and Nordrhein-Westfalen remained at the forefront of solar installations within the country, accounting for 70.4% of the solar capacity installed during the quarter.</p>
<p>Bayern led the country&#8217;s solar installations with 3.64 MW installed, followed by Nordrhein-Westfalen with 2.13 MW and Baden-Württemberg with 1.88 MW.</p>
<p>For the first time, renewable energy sources <a href="https://www.mercomindia.com/renewables-germany-electricity-consumption" target="_blank" rel="noopener">supplied</a> the majority of electricity consumption in Germany, representing approximately 59.7% of the net public electricity generation in 2023.</p>
<p>According to the Fraunhofer Institute for Solar Energy Systems ISE, the portion of renewables in the overall electricity mix was reported at 57.1%.</p>
<p>In August, the German government <a href="https://www.mercomindia.com/germany-approves-billion-plan-to-tackle-climate-change" target="_blank" rel="noopener">approved</a> a $63.3 billion green investment plan to aid renewable energy expansion and reduce carbon emissions.</p>
<p>In July 2023, Germany&#8217;s auction to install 191 MW of rooftop solar projects was <a href="https://www.mercomindia.com/germanys-191-mw-rooftop-auction-oversubscribed" target="_blank" rel="noopener">oversubscribed</a> by 79%, receiving a total of 155 bids with a volume of 342 MW. A total of 79 bids with a volume of 193 MW were accepted.</p>

Germany’s 2023 Solar Capacity Soars to Record 14.2 GW, 91% Increase YoY

<p>On a quarter-over-quarter basis, the installations, however, <a href="https://www.mercomindia.com/germanys-q2-solar-installations-surge-94-yoy" target="_blank" rel="noopener">witnessed</a> a 5.6% drop from 3.6 GW.</p>
<p>The data was published in a recent report by the German Federal Network Agency <a href="https://www.bundesnetzagentur.de/EN/Home/home_node.html" target="_blank" rel="noopener">Bundesnetzagentur</a>.</p>
<p>The total capacity installed during the first nine months of 2023 stood at 10.1 GW, an 80.36% increase from the 5.6 GW recorded during 9M 2022.</p>
<p>Mercom had previously reported the solar installations for Q2 2023 to be 3.3 GW, which were later revised by the Federal Network Agency to 3.6 GW.</p>
<p>At the end of September 2023, the country’s cumulative solar capacity stands at 77.7 GW.</p>

<p>The country installed 1.35 GW in July, 1.18 GW in August, and 919.5 MW in September 2023.</p>
<p>The states of Bayern, Nordrhein-Westfalen, and Baden-Württemberg continued to lead the solar installations in the country by accounting for 60.55% of the solar capacity installed during the quarter.</p>
<p>Bayern led the solar installations in the country with 897.25 MW installed between July and September, followed by Nordrhein-Westfalen with 607.77 MW and Baden-Württemberg with 586.37 MW.</p>
<p>In July 2023, Germany’s auction for installing 191 MW of rooftop solar projects was <a href="https://www.mercomindia.com/germanys-191-mw-rooftop-auction-oversubscribed" target="_blank" rel="noopener">oversubscribed</a> by 79%, receiving a total of 155 bids with a volume of 342 MW. The highest awarded bid value was €0.067 (~$0.073)/kWh, and the average volume-weighted surcharge value was €0.065 (~$0.071)/kWh. The tender received an overwhelming response, with the bid volume coming up to 1.67 GW. The ceiling tariff for the auction for the ground-mounted solar projects was set at €0.074 (~$0.081)/kWh.</p>

					</table><p>The Federal Network Agency of Germany (<a href="https://www.bundesnetzagentur.de/EN/Home/home_node.html" target="_blank" rel="noopener">Bundesnetzagentur</a>) has concluded its latest 1.6 GW solar auction with a total of 124 accepted bids, discovering a lowest tariff of €0.054 (~$0.059)/kWh in the process.</p>
<p>The highest awarded bid value was €0.067 (~$0.073)/kWh and the average volume-weighted surcharge value was €0.065 (~$0.071)/kWh.</p>
<p>The ceiling tariff for the auction for the ground-mounted solar projects was set at €0.074 (~$0.081)/kWh.</p>
<p>The tender received an overwhelming response, with the bid volume coming up to 1.67 GW.</p>
<p>The total capacity of 1.61 GW was auctioned is one-third of the bid volume of 5.85 GW to be awarded in the calendar year 2023.</p>
<p><a href="https://anumar.de/solarparks/" target="_blank" rel="noopener">Anumar Solar Park</a>, <a href="https://www.enerparc.de/en" target="_blank" rel="noopener">ENERPARC AG</a>, <a href="https://www.fronteris-energie.de/" target="_blank" rel="noopener">Fronteris Energie</a>, GFG-Solar, and <a href="https://www.enbw.com/renewable-energy/solar/" target="_blank" rel="noopener">EnBW Solar</a> were among the bidders in the auction.</p>
<p>The state of Bayern received the most number of bids, followed by Baden-Württemberg and Mecklenburg-Vorpommern.</p>
<p>Last month, Germany’s auction for installing 191 MW of rooftop solar projects was <a href="https://www.mercomindia.com/germanys-191-mw-rooftop-auction-oversubscribed" target="_blank" rel="noopener">oversubscribed</a> by 79%. The auction garnered substantial interest, receiving a total of 155 bids amounting to 342 MW. The bids spanned a range from €0.088 (~$0.096)/kWh to €0.108 (~$0.0117)/kWh, all of which fell below the ceiling tariff limit of €0.113 (~$0.123)/kWh.</p>
<p>The lackluster reaction to solar and wind auctions in 2022 led the German Parliament (Bundestag) to <a href="https://www.mercomindia.com/germany-ups-ceiling-tariff-after-poor-response-to-renewable-auctions" target="_blank" rel="noopener">grant</a> the Federal Network Agency the authority to increase the tariff cap by as much as 25%. As a result, a ceiling tariff of €0.1125 (~$0.12) per kWh for rooftop solar installations and €0.0735 ($0.078) per kWh for wind project bids in 2023.</p>

<p>For Q1 2023, Mercom had <a href="https://www.mercomindia.com/germany-solar-capacityq1-2023" target="_blank" rel="noopener">reported</a> the solar installations to be 2.6 GW, as the Federal Network Agency had pegged installations for March 2023 as 1.067 GW and for April 2023 as 881 MW.</p>
<p>The agency has revised the installation numbers upwards of the monthly additions for these months to 1.118 GW and 1.007 GW, respectively, making the quarterly installations 3 GW.</p>
<p>The state of Bayern led the solar installations in the country with 1.6 MW installed during the year, followed by Nordrhein-Westfalen with 971.3 MW and Baden-Württemberg with 832.7 MW.</p>
<p>The country&#8217;s cumulative solar capacity stands at 73.8 GW.</p>
<p>In April 2023, in what appeared to be a possible revival of Germany&#8217;s renewable sector, the country&#8217;s solar auction was <a href="https://www.mercomindia.com/germany-solar-auction-oversubscribed" target="_blank" rel="noopener">oversubscribed</a> with 347 bids totaling 2.87 GW submitted for a tendered quantity of 1.95 GW of ground-mounted and non-building solar systems. Of the submitted bids, 245 were accepted, while 25 were excluded due to formal errors.</p>
<p>The underwhelming response to solar auctions in 2022 <a href="https://www.mercomindia.com/germany-ups-ceiling-tariff-after-poor-response-to-renewable-auctions" target="_blank" rel="noopener">prompted</a> the German Parliament to allow the Federal Network Agency to raise the tariff cap by up to 25%. The country set a ceiling tariff of €0.113 (~$0.0123)/kWh for rooftop solar systems tenders for 2023.</p>
<p>Germany, once heavily reliant on Russian gas imports, found itself at the center of the energy crisis in Europe following the outbreak of the war in Ukraine. However, the nation has seized this pivotal moment to steer toward a more sustainable future.</p>
<p>As Germany continues to lead the way, solar installations are expected to witness substantial growth in the upcoming quarters.</p>
<p>While addressing a session at the 53rd World Economic Forum Annual Meeting 2023,  German Chancellor Olaf Scholz <a href="https://mercomindia.com/german-chancellor-reaffirms-net-zero-2045/" target="_blank" rel="noopener">reaffirmed</a> that the country&#8217;s renewable shift is well on track despite setbacks and has accelerated post the war began in Ukraine.</p>
<p>Germany <a href="https://mercomindia.com/germanys-2022-solar-rises-35-lower-participation-bids/" target="_blank" rel="noopener">installed</a> 7.18 GW of solar capacity in 2022, a growth of 35.47% YoY from 5.3 GW in the preceding year. The country&#8217;s cumulative solar capacity at the end of the year stood at 66.5 GW.</p>

Germany’s Q2 Solar Installations Surge 94% YoY

					</table><p>Germany installed 7.18 GW of solar capacity in 2022, a growth of 35.47% year-over-year (YoY) from 5.3 GW installed in the last year, according to the latest data released by the Federal Network Agency <a href="https://www.bundesnetzagentur.de/EN/Home/home_node.html" target="_blank" rel="noopener">Bundesnetzagentur</a>.</p>
<p>The country’s cumulative solar capacity at the end of the year stood at 66.5 GW.</p>
<p>The solar installations during the fourth quarter (Q4) of 2022 stood at 1.53 GW, a 23.47% YoY increase.</p>

<p>The state of Bayern led the solar installations in the country with 2.09 GW installed during the year, followed by Nordrhein-Westfalen with 899 MW and Brandenburg with 794 MW.</p>
<p>Last year, however, the country faced many challenges, with multiple renewable energy tenders getting undersubscribed due to the low ceiling tariff.</p>
<p>In December, a 202 MW tender round was undersubscribed for solar systems on buildings and noise protection walls. It <a href="https://mercomindia.com/germany-wind-and-solar-tenders-undersubscribed/" target="_blank" rel="noopener">corresponded</a> to the average of the bid volume of the accepted bids from the bidding rounds on April 1, 2022, and August 1, 2022, and was thus significantly below the previous round.</p>
<p>The tender in June for 1.126 GW of solar projects was <a href="https://mercomindia.com/germanys-solar-tender-undersubscribed-412-mw/" target="_blank" rel="noopener">undersubscribed</a> by 412 MW, which meant a whopping 37% of the tendered capacity did not find any takers.</p>
<p>The country has taken several steps after that to ensure the success of such tenders issued in the future.</p>
<p>Bundestag (German Parliament) <a href="https://mercomindia.com/germany-ups-ceiling-tariff-after-poor-response-to-renewable-auctions/" target="_blank" rel="noopener">allowed</a> the Federal Network Agency (Bundesnetzagentur) to raise the tariff cap by up to 25% to €0.1125 (~$0.12)/kWh for rooftop solar systems tender for 2023.</p>
<p>In December, the European Commission <a href="https://mercomindia.com/european-commission-approves-germanys-plan-renewables/" target="_blank" rel="noopener">approved</a> the amendment to a German government’s program called Renewable Energy Act 2023 (EEG 2023), with an overall budget of €28 billion (~$29.6 billion), which seeks to extend and modify the country’s support of renewable energy. Under the program, Germany has introduced an effective volume control mechanism to encourage innovation in tenders that will be invited to develop rooftop and ground-mounted solar projects along with onshore wind and biomethane projects.</p>
<p>Germany, a top importer of Russian gas before the war in Ukraine, has been at the epicenter of the energy crisis in Europe since the war in Ukraine broke out.</p>
<p>The country is now leading the charge in the energy transition to renewables to meet the energy demands of its massive industrial sector.</p>
<p>Solar installations in the country lead the renewable transition and are expected to see considerable growth in the coming quarters.</p>
<p>The German Chancellor Olaf Scholz, while addressing a session at the 53rd World Economic Forum (WEF) Annual Meeting 2023, <a href="https://mercomindia.com/german-chancellor-reaffirms-net-zero-2045/" target="_blank" rel="noopener">reaffirmed</a> that the country’s renewable shift is well on track despite setbacks and has accelerated post the Russian invasion of Ukraine.</p>
