					</table><p>Adani Electricity Mumbai (<a href="https://www.adanielectricity.com/corporate" target="_blank" rel="noopener">AEML</a>) has invited bids to procure 1,500 MW (750 MW along with an additional 750 MW under the greenshoe option) of round-the-clock (RTC) power from grid-connected renewable energy projects complemented with firm power from any other source.</p>
<p>The projects will be developed on a build, own, and operate basis.</p>
<p>The last date to submit the bids is February 1, 2023. Bids will be opened on February 3.</p>
<p>Bidders will have to submit ₹300,000 (~$3,622) + 18% GST for each project as a document processing fee. They must also submit ₹500,000 (~$6,037)/MW per project as an earnest money deposit.</p>
<p>The successful bidder will have to furnish ₹1 million (~$12,074)/MW per project as a performance bank guarantee before the signing of the power purchase agreement (PPA).</p>
<p>AEML will enter into an agreement with the selected bidder for ten years.</p>
<p>The minimum bid capacity must be 250 MW. For each project, the minimum project capacity must be 50 MW and the maximum capacity must be 1,500 MW.</p>
<p>The developer will have to supply renewable power complemented with firm power from any other energy source, keeping at least 90% availability annually.</p>
<p>They must also maintain 90% availability every month for at least 11 months in a contract year and 90% availability annually during peak hours.</p>
<p>The developer can also combine energy storage systems (ESS) with renewable projects for the above-mentioned supply of power. The developer will be required to supply at least 51% of the annual energy from renewable sources, including ESS.</p>
<p>Only commercially established and operational technologies must be used to minimize the technology risk and to achieve the timely commissioning of the projects.</p>
<p>The wind turbine models for the project should be from the Revised List of Models and Manufacturers and the solar modules should be from the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.</p>
<p>Projects that are already commissioned will not be considered under this tender. However, renewable energy projects under construction or projects which are not yet commissioned will be considered, only if these projects have not been already accepted under any other central or state programs.</p>
<p>The net worth of bidders should be at least ₹15 million (~$181,116)/MW of the quoted capacity as of the last day of the previous financial year.</p>
<p>Also, the minimum annual turnover of bidders should be at least ₹24.5 million (~$295,823)/MW of the quoted capacity during the last financial year.</p>
<p>Additionally, they should have an internal resource generation capability, in the form of profit before depreciation, interest, and taxes (PBDIT) for a minimum amount of ₹4.9 million (~$59,165)/MW of the quoted capacity as of the last date of the previous financial year.</p>
<p>Bidders should also have approval from the lending institutions committing a ‘Line of Credit’ for a minimum of ₹6.125 million (~$73,956)/MW of the quoted capacity, toward meeting the working capital requirement.</p>
<p>The project developer will be responsible for all the approvals, permits, and clearances required for setting up the project and the dedicated transmission network to the interconnection point, including those required from the state government and local bodies.</p>
<p>Recently, the Maharashtra Electricity Regulatory Commission <a href="https://mercomindia.com/maharashtra-procurement-500-mw-round-the-clock-power/" target="_blank" rel="noopener">allowed</a> AEML to buy 250 MW of renewable energy on a round-the-clock basis from grid-connected projects through competitive bidding. The Commission directed Adani Electricity to invite bids for 250 MW + 250 MW under the greenshoe option.</p>
<p>The capacity was to be in addition to the 1,000 MW (500 MW + 500 MW under the greenshoe option) <a href="https://mercomindia.com/adani-discom-procure-1-gw-renewable-bundled-thermal/" target="_blank" rel="noopener">allowed</a> in the order dated November 1, 2022.</p>

Adani DISCOM Invites Bids for 1.5 GW of Round-the-Clock Power Procurement

<p>In a bid to transition Mumbai towards green energy, <a href="https://www.adanielectricity.com/About" target="_blank" rel="noopener">Adani Electricity Mumbai Limited (AEML)</a>, the city’s largest electricity distributor, is launching a program to give consumers the flexibility to set their targets for renewable energy.</p>
<p>As part of the company’s Mumbai Green Energy Initiative, consumers subscribing to AEML will have the option to buy clean power under the current Maharashtra Electricity Regulatory Commission’s program of providing 100% renewables, by paying an additional ₹0.66 (~$0.009)/kWh.</p>
<p>AEML will be able to provide renewable energy Certificates to consumers as it will receive a 700 MW supply from hybrid solar and wind generation in Rajasthan towards the end of 2022-23. It will also add 1,000 MW of power with a substantial component of green energy for which MERC approval has been sought.</p>
<p>AEML’s initiative is expected to help its consumers with a global footprint and with a commitment to sourcing 25% or higher of their total energy consumption from renewable sources.</p>
<p>Through a combination of direct renewable energy supply and indirect offsets, AEML hopes to enable its corporate customers to meet their sustainability commitments.</p>
<p>Kandarp Patel, Chief Executive Officer, and <em>Managing Director</em>, AEML, said, “As the company significantly scales up its renewable energy projects, AEML will empower its customers to choose the source of their energy, making green electrons accessible to everyone and enabling the green energy transition. We can guarantee 100% green energy supply and certificates in Mumbai, without any modifications or disruptions. We will create customized renewable energy solutions for all customers to take full advantage of the renewable energy opportunities and achieve their sustainability goals.”</p>
<p>Aligned to India’s pact under the Paris Agreement to achieve renewable energy targets, AEML is set to source over 30% of its energy requirement through renewable sources by 2023 and further increase the share to 50% after receiving a nod from the MERC to add 1,000 MW of round-the-clock power with more than 51% component from renewable sources.</p>
<p>A voluntary program, the Mumbai Green Energy Initiative is targeted towards both existing and prospective customers. AEML will issue monthly certificates to customers opting for the program stating the percentage  of power requirement that has been sourced through renewable energy.</p>
<p>The MERC had, in an <a href="https://mercomindia.com/consumers-100-renewables-green-power-tariff/" target="_blank" rel="noopener">order</a> issued in March this year, allowed a ‘Green Power Tariff’ of ₹0.66 (~$0.009)/kWh to be levied on consumers opting for 100% green energy. The Commission noted that all consumers, including extra high voltage, high voltage, and low voltage categories, will be eligible to opt for 100% renewable power on the payment of the Green Power Tariff.</p>
<p>Tata Power Company-Distribution (TPC-D) had filed a petition seeking approval for the ‘Green Power Tariff’ for consumers meeting their requirements through 100% renewable energy.</p>

Adani Electricity Gives Mumbai Consumers Guilty of Dirty Coal Option to Switch to Green Energy

<p>In an important development, the Qatar Investment Authority (<a href="https://www.qia.qa/" target="_blank" rel="noopener noreferrer">QIA</a>) has signed an agreement to invest ₹32 billion (~$450 million) for a 25.1% stake in Adani Electricity Mumbai Limited (AEML).</p>
<p>As part of the transaction, both the entities have agreed to ensure that over 30% of the electricity supplied by AEML will be sourced from solar and wind power projects by the year 2023.</p>
<p>The AEML is a 100% subsidiary of Adani Transmission Limited (<a href="https://www.adanitransmission.com/" target="_blank" rel="noopener noreferrer">ATL</a>). ATL was formed post the acquisition of Anil Ambani’s Reliance Infrastructure Limited&#8217;s integrated generation, transmission, and distribution utilities powering Mumbai city. It is the largest integrated power utility in the country.</p>
<p>According to Adani Electricity Mumbai, its total distribution network spans over 400 sq km catering to the needs of 2.9 million customers. Its market share of Mumbai is approximately 87% by license area, 67% by consumers served, and 55% by electricity supplied.</p>
<p>Chairman of the Adani Group, Gautam Adani, commenting on this latest development, said, “We are delighted to embark on this partnership with the Qatar Investment Authority. Together, we will continue to work towards improving the reliability of supply, and consumer satisfaction for over three million AEML consumers served in Mumbai. We believe this transaction is a significant step in the journey of the Adani Group, marking the start of a long-term partnership with QIA.”</p>
<p>The transaction is expected to be completed by early 2020, subject to regulatory approvals.</p>
<p>Earlier this year, the Maharashtra Electricity Regulatory Commission (MERC) had <a href="https://mercomindia.com/adani-to-remove-dcr-700-mw-solar-auction/" target="_blank" rel="noopener noreferrer">approved</a> AEML’s request to initiate the bidding process for 700 MW of solar without the domestic content requirement condition through an e-reverse bidding process. The MERC had decided to allow the change after going through a petition filed by the AEML seeking a deviation from standard bidding guidelines.</p>
<p>Adani Transmission Ltd, last month, <a href="https://mercomindia.com/adani-power-transmission-gujarat-renewable-energy-evacuation/" target="_blank" rel="noopener noreferrer">received</a> two Letters of Intent from REC Transmission Projects Company to develop two transmission projects in the state of Gujarat. The projects were to be established on a build, own, operate, and maintain basis.</p>

Qatar Investment Authority to Acquire 25% Stake in Adani Electricity Mumbai

<p>Adani Electricity Mumbai Limited (AEML) has issued a Request for Selection (RfS) for establishing 350 MW of grid-connected wind-solar hybrid power projects.</p>
<p>An additional 350 MW capacity has been tendered under the greenshoe option of the global competitive bidding process.</p>
<p>The pre-bid meeting will be held on July 29, 2019. The bid submission deadline for both the technical and financial bids is August 9, 2019.</p>
<p>An earnest money deposit of ₹0.5 million (~$ 7,247)/MW for each project must be submitted as a bank guarantee in this regard. The project has been sanctioned to fulfill the renewable purchase obligation (RPO) of Adani Electricity. The company will sign power purchase agreements (PPAs) with the selected bidders for the purchase of wind and solar hybrid power for 25 years from the commercial operation date.</p>
<p>A maximum bid of 700 MW capacity can be offered by an interested bidder, including the 350 MW offered under the greenshoe option.</p>
<p>Hybrid power project includes two parts, one solar and one wind. The rated project capacity of either of the components should be more than 25% of the rated capacity of the other component. The project will be set up based on open access regulations.</p>
<p>The eligibility criteria state that the bidders can be an individual or group entities and can submit multiple bids with a cumulative capacity less than or equal to 700 MW. The minimum project capacity will be 50 MW. If the bidder wants to set up more than a single project, the projects must have separate injection points and metering arrangements.</p>
<p>Foreign companies can apply on a standalone basis or member of a conglomerate at the RfS phase. Once the standalone foreign company is selected in the bidding process, it has to form an Indian company registered in line with the Indian laws.</p>
<p>Technical eligibility criteria state that the bidders should submit details about solar panels and wind turbines that will be used in the projects. The wind turbine models should comply with those listed in the revised list of models and manufacturers (RLMM) issued by the Ministry of New and Renewable Energy (MNRE). Solar modules and balance of systems have to adhere to technical guidelines prescribed by the MNRE.</p>
<p>The hybrid projects can be set up anywhere in India on a build own operate (BOO) basis. The projects must be designed for interconnection with the transmission network of the state or central transmission utility at a voltage of 220 kV or more. The minimum project size is 50 MW to be interconnected at a single delivery point.</p>
<p>Earlier, Adani Renewable Energy Park (Gujarat) Limited (<a href="https://mercomindia.com/adani-green-solar-wind-hybrid-seci/" target="_blank" rel="noopener noreferrer">AREPGL</a>), a  subsidiary of Adani Green Energy Limited (<a href="https://mercomindia.com/adani-lowest-tariff-seci-hybrid-auction/" target="_blank" rel="noopener noreferrer">AGEL</a>), bagged a 600 MW of solar-wind hybrid power projects auctioned by the Solar Energy Corporation of India (SECI). Adani Green Energy Limited was the lowest bidder in the auction by SECI that was conducted for a 1,200 MW ISTS-connected solar-wind hybrid power project under Tranche-II. Adani Green Energy quoted a <a href="https://mercomindia.com/adani-lowest-tariff-seci-hybrid-auction/">tariff of ₹2.69</a> (~$0.0387)/kWh to establish 600 MW of solar-wind hybrid projects.</p>
<p>Recently, the Railway Energy Management Company Limited (<a href="https://mercomindia.com/railways-hybrid-wind-solar-tender/" target="_blank" rel="noopener noreferrer">REMCL</a>) also invited bids to set up 140 MW of wind-solar hybrid projects.</p>

Adani Floats Tender for 350 MW of Hybrid Wind-Solar Projects to Meet its RPO

<p>The Maharashtra Electricity Regulatory Commission (<a href="https://www.merc.gov.in/mercweb/faces/merc/common/outputClient.xhtml" target="_blank" rel="noopener">MERC</a>) has directed Adani Electricity Mumbai Ltd (AEML) not to pay any benefits to open access solar projects aggregating 6 MW. These projects were developed under the Renewable Energy Policy 2008 and were notified by the government of Maharashtra (GoM). According to the state’s policy, benefits were to accrue to renewable energy projects.</p>
<p>Akshay Enterprises, Yash Promoters &amp; Builders, and RYB Power Electricals Pvt. Ltd., all owners of solar power generating projects in Maharashtra, had petitioned the MERC seeking clarification that renewable energy sources also include solar energy. This would imply that the Renewable Energy Policy dated October 14, 2008 is a comprehensive policy for all renewable energy including solar energy and benefits accruing to projects commissioned under the policy need to be passed on to the project developers by the concerned distribution licensees.</p>
<p>Petitioners had requested the commission that AEML should be directed to immediately provide to the petitioners all benefits available under the policy.</p>
<p>Petitioners had also requested that the Maharashtra Energy Development Agency (MEDA) and Industries, Energy &amp; Labor Department, GoM, be directed to immediately issue a clarification that the Renewable Energy Policy dated October 14, 2008, includes solar.</p>
<p>While reviewing the petitions and the submissions by parties involved, the MERC observed and noted that in the GoM policy in-question, renewable energy source specific targets were fixed for commissioning wind (2,000 MW), bagasse-based cogeneration (1,000 MW), biomass projects (400 MW) and small hydro projects (100 MW). Further, in this policy GoM had extended some project specific facilities and benefits to these project developers. The targets and benefits for solar projects were not included in that policy.</p>
<p>Stating this, the MERC dismissed the petition.</p>
<p><a href="https://mercomindia.com/merc-sets-open-access-charges/" target="_blank" rel="noopener">Recently</a>, the MERC announced open access charges for consumers in the state. In its final order, the MERC approved slightly lower charges of open access than what had been proposed by MSEDCL.</p>
<p>In another <a href="https://mercomindia.com/merc-clarifies-terms-granting-open-access-solar/" target="_blank" rel="noopener">recent ruling</a>, the MERC clarified that the nodal agency will grant medium-term open access (MTOA) or short-term open access (STOA) in the existing distribution system only if the resultant power flow can be accommodated.</p>
<p>In <a href="https://mercomindia.com/solar-power-companies-open-access-net-metering/" target="_blank" rel="noopener">June 2018</a>, the MERC also clarified that generators cannot use both open access and net metering simultaneously, and reiterated that the benefits of net-metering are limited to rooftop solar installations of only up to 1 MW.</p>
