					</table><p>The U.S. energy storage market installed 7,322 MWh in the third quarter (Q3) of 2023, the highest capacity in a quarter to date, according to the U.S. Energy Storage Monitor report by <a href="https://www.woodmac.com/" target="_blank" rel="noopener">Wood Mackenzie</a> and the American Clean Power Association (<a href="https://cleanpower.org/" target="_blank" rel="noopener">ACP</a>).</p>
<p>The cumulative capacity of energy storage installations in 2023 reached 13,518 MWh, surpassing the total volume in the whole of 2022, which stood at 11,976 MWh.</p>
<p>The report suggests that installations in Q3 could have been higher if not for the delay experienced by 80% of the projects that were in the pipeline.</p>

<p>“With another quarterly record, it’s clear that energy storage is increasingly a leading technology of choice for enhancing reliability and American energy security. As we continue to build a strong domestic supply chain, streamlined permitting and evolving market rules can further accelerate the deployment of storage resources,” said Frank Macchiarola., the chief policy officer at ACP.</p>
<p><strong>Solar segments </strong></p>
<p>The country’s grid-scale segment saw installations surge by 27% quarter-over-quarter (QoQ) to 6,848 MWh, registering a record-breaking third quarter for both megawatts (MW) and megawatt-hours (MWh) installed.</p>
<p>The residential solar segment bounced back from the low volume it recorded in Q2 at 166.7 MW to 381.4 MWh in Q3, a 29% QoQ increase.</p>
<p>The largest increase was recorded in California, which nearly doubled its installed capacity from the previous quarter to install 78.4 MW. A combined total of 88.32 MW was deployed across all states, compared to the 89.53 MW deployed in the previous quarter.</p>
<p>The deployment in the community, commercial, and industrial (CCI) storage segment fell by 7% QoQ, with installations finalizing at 30.3 MW and 92.9 MWh, respectively. The installations in California witnessed a 35% QoQ jump, offset by zero community storage deployments in Massachusetts during the quarter.</p>
<p><strong>Forecast</strong></p>
<p>According to a recent report by Wood Mackenzie, the U.S. storage market is forecasted to install approximately 63 GW between 2023 and 2027 across all segments, a 5% decline from the Q2 forecast.</p>
<p>The grid-scale segment is facing a volatile near-term pipeline, which has resulted in difficulty in bringing projects to mechanical completion. While the segment’s 2023 forecast increased just slightly due to strong Q3 volume, the remainder of the forecast lowered by 7% on average.</p>
<p>The residential segment is expected to double between 2023 and 2025, but growth slows later in the forecast period as solar penetration in California heightens. The 2023 CCI segment forecast declined 12% QoQ due to low installation volumes between Q1 and Q3 of 2023.</p>
<p>According to the Lawrence Berkeley National Laboratory, solar plus storage hybrid projects <a href="https://www.mercomindia.com/solar-plus-storage-leads-hybrid-power-project-market-in-us" target="_blank" rel="noopener">were</a> the most popular in the U.S. at the end of 2022, with 213 projects and 4 GW/12.5 GWh capacity. These projects have a storage-to-generator capacity ratio of 49% and a storage duration of 3.1 hours.</p>
<p>The U.S. <a href="https://www.mercomindia.com/us-solar-power-capacity-soars-reflecting-35-yoy-rise" target="_blank" rel="noopener">installed</a> 6.5 GW<sub>dc</sub> of solar power project capacity in Q3 2023, a 35% year-over-year increase, according to a recent by Wood Mackenzie and Solar Energy Industries Association.</p>

The last date to submit the bids online is May 24, 2023. Bids will be opened the following day. Bidders must deposit ₹10,000 (~$121.87)/MW plus 18% GST as a bid processing fee. They must also furnish ₹800,000 (~$9,749)/MW as an earnest money deposit.</p>
<p><a href="https://www.mercomindia.com/apex-court-denies-wind-higher-tariff-gujarat" target="_blank" rel="noopener"><strong>The Supreme Court of India recently set aside the Appellate Tribunal for Electricity (APTEL) and State Commission orders that allowed wind developers to claim higher tariffs</strong></a> than mutually agreed in the power purchase agreement (PPA) with Gujarat Urja Vikas Nigam (GUVNL). The wind developers contented that the Central Electricity Regulatory Commission&#8217;s amendment to the renewable energy certificate regulations in 2013 was a valid ground for amending the PPA. GUVNL had filed an appeal with the Supreme Court challenging the decision of APTEL.</p>
<p><a href="https://www.mercomindia.com/ira-fuels-record-investment-us-clean-energy-sector" target="_blank" rel="noopener"><strong>The American Clean Power Association (ACP) said that the utility-scale clean energy sector in the U.S. has received investments of over $150 billion since the Inflation Reduction Act was signed</strong></a> into law in August 2022. ACP estimated that the amount is equivalent to five years&#8217; worth of American clean energy investments. The funding has surpassed the total investment into U.S. clean power projects commissioned between 2017 and 2021. The past eight months saw the announcement of 46 clean energy manufacturing facilities, including new projects, expansions, or reopening of existing facilities.</p>
<p><a href="https://www.mercomindia.com/volkswagen-invest-1-billion-electric-vehicle-center-china" target="_blank" rel="noopener"><strong>The Volkswagen Group is investing roughly €1 billion (~$1.09 billion) to establish a development, innovation, and procurement center for intelligent electric vehicles in Hefei</strong></a>, a city in southern China, as part of its strategy to expand its development capabilities. <p><a href="https://www.mercomindia.com/sjvn-awards-%E2%82%B91-3-billion-solar-to-bvg-india" target="_blank" rel="noopener"><strong>SJVN&#8217;s subsidiary, SJVN Green Energy, has awarded Bharat Vikas Group India the contract to install a balance of system (BoS) package for a 100 MW solar project in Punjab.</strong></a> The contract is worth ₹1.33 billion (~$16 million) and includes the operation and maintenance of the solar project for three years. The BoS project encompasses all photovoltaic system components, including the photovoltaic panels, wiring, switches, a mounting system, one or many solar inverters, a battery bank, and a battery charger.</p>

They performed a series of experiments using laser spectroscopy while capturing the hot carriers or highly charged electrons. The team claimed that conventionally used silicon solar cells do not provide ways for such hot carrier extraction phenomenon, which proves to be an efficient method to increase the overall efficiency of the solar cells.</p>

					</table><p>The Central Electricity Regulatory Commission (<a href="https://cercind.gov.in/" target="_blank" rel="noopener">CERC</a>) has issued regulations to limit frequency fluctuations within the operating band in the interest of grid security.</p>
<p>The regulator has set the normal rate of charges for deviation for a given time block.</p>
<p>This rate will be determined by taking the higher of two weighted averages: the weighted average clearing price (ACP) of the day ahead market segments of all power exchanges for that time block, or the weighted average ACP of the real-time market segments of all power exchanges for that time block.</p>
<p>However, this rate will not exceed ₹12 (~$0.15)/ kWh until further notice.</p>
<p>In February, the CERC had hiked monetary incentives for both generators and procurers to maintain the grid frequency in the safe range of 49.95-50.05 Hz.</p>
<p>The grid frequency had <a href="https://www.mercomindia.com/explainer-why-new-regulations-made-grid-unstable" target="_blank" rel="noopener">deviated </a><a href="https://mercomindia.com/explainer-why-new-regulations-made-grid-unstable/" target="_blank" rel="noopener">dangerously</a> away from the acceptable range of 49.90 -50.05 Hz. It oscillated between 50.5 Hz and 49.41 Hz on December 20.</p>
<p>The order further approves the proposal to introduce High-Price Day Ahead Market (HP-DAM) in the Integrated Day Ahead Market (I-DAM) segment to facilitate the participation of high variable cost generators.</p>
<p>The CERC reserved the order on a similar proposal to introduce HP-DAM for Power Exchange India. The Commission has directed all power exchanges to redesign their bidding software to facilitate members&#8217; ability to quote the price of up to ₹10 (~$0.12)/kWh for all contracts and up to ₹20 (~$0.24)/kWh in the HP-DAM segment.</p>
<p>Modifying its order of February 6, 2023, it directed that the normal rate of charge for deviation will be equal to the higher of the weighted average ACP of the day ahead market segments of all the power exchanges or the weighted average ACP of the real-time market segments of all the power exchanges for a time block.</p>
<p>However, for a seller whose bid is cleared in the HP-DAM, the normal rate of deviation charges will be equal to the highest of the weighted average ACP of the HP-DAM market segments or the weighted average ACP of the day ahead market segments or the weighted average ACP of the real-time market segments of all the power exchanges.</p>
<p>The directions will come into effect from midnight of April 10, 2023.</p>
<p>Recently, the Commission <a href="https://cms.mercomindia.com/changes-power-exchanges-bidding-software/" target="_blank" rel="noopener">directed</a> all power exchanges to redesign their bidding software to allow members to quote prices within a specified range for different types of contracts.</p>

Central Regulator Issues Measures to Reduce Grid Frequency Fluctuations

					</table><p>The rate of clean energy deployment in the United States slowed substantially in the second quarter of this year, says American Clean Power&#8217;s (ACP) Quarterly Market Report for Q2 2022.</p>
<p>ACP has warned that the slowdown will be unfavorable to the industry, especially when scaling up is needed to meet the growing demands.</p>
<p>As per the report, Congressional inaction, uncertainty on long-term tax policy, tariff and trade restrictions, transmission constraints, economic factors, and trade issues have impacted project development and increased the backlog of new project delays.</p>
<p>Other market headwinds that have impacted development include commodity prices, COVID pandemic-related delays, supply chain issues, and increased operating costs.</p>
<p>&#8220;Our member companies are ready to make the investment decisions necessary for building America&#8217;s clean energy economy, but the current business and policy environment is slowing the rate of deployment,&#8221; said Heather Zichal, CEO of ACP.</p>
<p>The operating clean power capacity comprises 139,143 MW of land-based wind, 65,749 MW of solar, 42 M.W. of offshore wind, and 6,471 MW/16,792 MWh of battery storage capacity. The total operating clean power capacity now is over 211 GW, enough to power 58 million homes in America.</p>
<p>But in Q2 2022, the industry saw a 55% decline in project installations from the same period in 2021, with 3,188 MW of utility-scale clean power capacity installed. Energy storage was the only technology to experience growth, with a 13% increase in installations.</p>
<p>Project developers brought 60 new projects online to the grid in the second quarter, representing $4.3 billion in capital investments. The industry installed 3,188 MW of new capacity from 41 solar projects, 14 storage projects, and five wind projects across 27 states.</p>
<p>Total installations for the year are now 9,795 MW, compared to more than 13,000 MW of projects brought online in the first half of 2021.</p>
<p>The report said the growth rate is slowing while the development volume is increasing. In the first quarter, the project runway grew by just 4% and 3% in the second quarter – much slower than the 12% average quarterly growth experienced throughout 2021.</p>
<p>During the second quarter, the industry started construction on 3,964 MW of projects, while 7,000 MW entered advanced development. There are 1,155 projects in the pipeline with a total capacity of 128,889 MW. This includes 40,656 MW under construction and 88,233 MW in advanced development.</p>
<p>Since the end of 2021, more than 32.4 GW of clean power projects have been delayed and have not yet achieved commercial operation.</p>
<p>Solar projects are the most delay-prone, accounting for 64% of the total, with nearly 21 G.W. of solar projects currently delayed – a direct result of misguided trade actions. The installations were down 53%. Wind, on the other hand, makes up 17% of total delays. Onshore installations were 78% lower compared to last year. Battery storage makes up 21% of total delays.</p>
<p>At this stage, projects in the pipeline include 57% solar, 18% onshore wind, 14% offshore wind, and storage the remaining 11%.</p>
<p><strong>Procurement the bright spark</strong></p>
<p>The ACP report cites an increase in clean power procurement as the only bright spark in the landscape. Procurement picked up as companies announced 8,502 MW of new power purchase agreements (PPAs) – a 35% increase from the previous quarter and a 27% increase from the second quarter of 2021.</p>
<p>Solar tops the choices of the new PPAs, accounting for 71% of announcements in the second quarter.</p>
<p>Earlier, ACP&#8217;s energy storage monitor report with Wood Mackenzie <a href="https://mercomindia.com/us-added-955-mw-energy-storage-installations/" target="_blank" rel="noopener">noted</a> that grid-scale installations were up four times the volume in Q1 2021, despite project delays and procurement challenges.</p>
<p>In June, President Joe Biden <a href="https://mercomindia.com/president-biden-waives-duties-solar-module-imports/" target="_blank" rel="noopener">announced</a> a 24-month duty exemption on solar modules and cells imported from Cambodia, Malaysia, Thailand, and Vietnam to ensure that the domestic solar industry has access to a sufficient supply of components. The duty relief was seen as a relief for the U.S. solar industry.</p>
