SECI Invites Bids for 1.4 MW Solar Projects with Storage in Lakshadweep

Solar Energy Corporation of India (SECI) has invited bids to commission 1,385 kW of grid-connected solar power projects with 394 kW/1117 kWh of battery energy storage systems (BESS) in Lakshadweep under RESCO mode.

The projects will be set up across Amini, Androth, Bitra, and  Kadmat islands.

The projects must be commissioned within 24 months of signing the power purchase agreement (PPA).

The last day to submit the bids is July 23, 2024. Bids will be opened on July 26.

Amini

The project capacity to be set up in Amini is 240 kW with a minimum AC solar capacity of 240 kW and a minimum BESS capacity of 24 kW/12 kWh.

The annual energy to be supplied is 434 MWh.

Bidders must submit an Earnest Money Deposit (EMD) of ₹230,000 (~$2,753).

Selected bidders must furnish ₹575,500 (~$6,889) as Performance Bank Guarantee (PBG) before signing the PPA.

They must also pay ₹575,500 (~$6,889) as service charges within 30 days of issuance of the letter of award or at least seven days before the PPA signing date, whichever is earlier.

Bidders must have experience designing, supplying, installing, and commissioning grid-connected solar power projects of 129 kW in the last seven years. The projects must be commissioned and should be operating satisfactorily for at least one year.

They should also have experience designing, supplying, installing, and commissioning at least two grid-connected solar projects of a minimum of 24 kW in the last seven years.

Bidders must have a net worth of ₹2.3 million (~$27,534) as of the last date of the previous financial year.

Their minimum average annual turnover for the last three financial years must be ₹4.6 million (~$55,068).

Bidders must demonstrate a minimum working capital or line of credit of ₹1.44 million (~$17,238).

Androth

The project capacity to be set up in Androth is 500 kW with a minimum AC solar capacity of 500 kW and a minimum BESS capacity of 50 kW/25 kWh.

The annual energy to be supplied is 922 MWh.

Bidders must submit an EMD of ₹479,500 (~$5,740).

Selected bidders must furnish ₹1.2 million (~$14,365) as PBG before signing the PPA.

They must also pay ₹1.2 million (~$14,365) as service charges within 30 days of issuance of the letter of award or at least seven days before the PPA signing date, whichever is earlier.

Bidders must have experience designing, supplying, installing, and commissioning grid-connected solar power projects of 250 kW in the last seven years. The projects must be commissioned and should be operating satisfactorily for at least one year.

They should also have experience designing, supplying, installing, and commissioning at least two grid-connected solar projects of at least 50 kW in the last seven years.

Bidders must have a net worth of ₹4.8 million (~$57,463) as of the last date of the previous financial year.

Their minimum average annual turnover for the last three financial years must be ₹9.6 million (~$114,927).

Bidders must demonstrate minimum working capital or line of credit of ₹3 million (~$35,914).

Bitra

The project capacity to be set up in Bitra is 45 kW with a minimum AC solar capacity of 160  kW and a minimum BESS capacity of 120 kW/480 kWh.

The annual energy to be supplied is 289 MWh.

Bidders must submit an EMD of ₹314,500 (~$3,765).

Selected bidders must furnish ₹786,000 (~$9,409) as PBG before signing the PPA.

They must also pay ₹786,000 (~$9,409) as service charges within 30 days of issuance of the letter of award or at least seven days before the PPA signing date, whichever is earlier.

Bidders must have experience designing, supplying, installing, and commissioning grid-connected solar power projects of 80 kW in the last seven years. The projects must be commissioned and should be operating satisfactorily for at least one year.

They should also have experience designing, supplying, installing, and commissioning at least two grid-connected solar projects of a minimum of 16 kW in the last seven years.

Bidders must have a net worth of ₹3.1 million (~$37,590) as of the last date of the previous financial year.

Their minimum average annual turnover for the last three financial years must be ₹6.3 million (~$75,420).

Bidders must demonstrate minimum working capital or line of credit of ₹2 million (~$23,943).

Kadmat

The project capacity to be set up in Kadmat is 600 kW with a minimum AC solar capacity of 900  kW and a minimum BESS capacity of 200 kW/600 kWh.

The annual energy to be supplied is 289 MWh.

Bidders must submit an EMD of ₹1.05 million (~$12,569).

Selected bidders must furnish ₹2.6 million (~$31,124) as PBG before signing the PPA.

They must also pay ₹2.6 million (~$31,124) as service charges within 30 days of issuance of the letter of award or at least seven days before the PPA signing date, whichever is earlier.

Bidders must have experience in the design, supply, installation, and commissioning of grid-connected solar power projects of 450 kW in the last seven years. The projects must be commissioned and should be operating satisfactorily for at least one year.

They should also have experience designing, supplying, installing, and commissioning at least two grid-connected solar projects of a minimum of 90 kW in the last seven years.

Bidders must have a net worth of ₹10.5 million (~$125,694) as of the last date of the previous financial year.

Their minimum average annual turnover for the last three financial years must be ₹21 million (~$251,389).

Bidders must demonstrate a minimum working capital or line of credit of ₹6.6 million (~$79,008).

Recently, SECI invited bids to commission a 25 MW solar power project with a 20 MW/50 MWh battery energy storage system at Taru, Leh, UT of Ladakh, India.
