SECI Invites Bids for 12 MW Solar Power Project in Ladakh

The Solar Energy Corporation of India (SECI) has invited bids for the design, engineering, supply, construction, erection, testing, commissioning, and operation and maintenance (O&M) of a 12 MW solar power project at Phey, Leh, Union Territory of Ladakh.

The last date for the submission of bids is August 16, 2024.

Bidders will also be responsible for the comprehensive O&M of the solar power project for five years after successful commissioning and performance demonstration. The O&M includes the supply and storage of all mandatory spare parts and consumables and the repair/replacement of any defective equipment.

Bidders must pay a tender processing fee of ₹25,000 (~$298.62) and an earnest money deposit of ₹17.8 million (~$212,616)

The modules utilized in this tender must be exclusively obtained from the models and manufacturers listed in List-I (Solar PV Modules) of the ALMM Order.

Bidders are encouraged to visit the proposed site to assess the actual conditions, review the plans and drawings related to the current scope of work, including the power evacuation system and ground-mounted project capacities, and familiarize themselves with these details before attending the pre-bid meeting.

Bidders can qualify through one of the following routes:

Route I:

– Experience in EPC execution of ground-mounted solar projects on a turnkey basis, including design, supply (modules/inverters may be included or excluded), installation, and commissioning with a cumulative capacity of at least 6 MW in the last seven years. These projects must have been operational for at least six months before bid submission.

– Additionally, experience in EPC execution of at least two grid-connected solar projects, each with a capacity of 1.2 MW or more, in the last seven years, also operational for at least six months before bid submission.

Route II:

– Experience as a developer of ground-mounted solar projects, with a cumulative capacity of at least 6 MW in the last seven years. These projects must have been operational for at least six months before bid submission.

– Additionally, experience as a developer of at least two grid-connected solar projects, each with a capacity of 1.2 MW or more, in the last seven years, also operational for at least six months before bid submission.

A list of commissioned projects (at least six months before bid submission), indicating grid connection, commissioning certificates, work orders/contracts/agreements/LOIs must be submitted.

Bidders must have a minimum average annual turnover of ₹355.9 million (~$4.25 million) in the last three financial years.

Their net worth for the last financial year should be positive.

Bidders should have a minimum working capital of ₹111.2 million (~$1.32 million) per the last audited financial statement. If the working capital is inadequate, a letter from the bidder’s bank [with a net worth of at least ₹5 billion (~$59.7 million)] confirming the availability of a line of credit for ₹111.2 million (~$1.32 million) or more to meet the working capital requirement for this project must be provided.

Recently, SECI invited bids to select green hydrogen producers to set up production facilities for green hydrogen in India under the Strategic Interventions for Green Hydrogen Transition (SIGHT) Program (Mode-1-Tranche-II).
