SECI Floats Tender for 4.12 MW Solar Power Projects in IIT Kharagpur

The Solar Energy Corporation of India (SECI) has invited bids for a 4.12 MW cumulative capacity solar power project in the IIT Kharagpur campus (Zone III), West Bengal, under the renewable energy service company (RESCO) model.

The cumulative capacity includes 2900 kW rooftop capacity, 1000 kW ground-mounted capacity, and 225 kW elevated structure capacity.

The last date to submit bids is January 3, 2025. Bids will be opened on January 8.

The project must be commissioned within nine months.

Bidders must submit a bid processing fee of ₹6,000 (~$70.94).

Bidders must submit an earnest deposit of ₹3.71 million (~$43,865).

Bidders must submit a performance guarantee of ₹ 3.38 million (~$39,963)/MW.

Bidders must pay service charges of service charges ₹1.35 million (~$15,961.7)/MW.

Bidders must quote a ceiling tariff of ₹ 4.9(~$0.057)/kWh for the total capacity.

The scope of work involves setting up a grid-connected rooftop solar project consisting of the solar array, module mounting structure, power conditioning unit consisting of a maximum power point tracker, inverter, controls and & protections, interconnect cables, junction boxes, distribution boxes, and switches. The solar array must be mounted on a suitable structure, and the solar system must be installed without a battery.

It also involves operation and maintenance for 25 years.

Solar modules used in grid-connected solar power systems must be warranted for peak output wattage and must be at least 90% at the end of ten years and 80% at the end of 25 years. Each solar module must use a radio-frequency identification tag.

Bidders will be levied liquidated damages at 50% of the tariff for the shortfall in energy supply.

Bidders must use commercially established and operational technologies to minimize the technology risk and achieve timely project commissioning.

The modules used must be from the Approved List of Modules and Manufacturers.

Bidders must have a minimum net worth of ₹37.13 million (~$439,007) in the last financial year.

Recently, SECI invited bids to select developers to install 2,112 kW of grid-connected rooftop solar systems under the RESCO mode.

In October, SECI invited bids to select developers to set up 1,000 MW of inter-state transmission system-connected solar power projects (Tranche XVIII).
