SECI Invites Bids for 2 MW Rooftop Solar Systems in Four Cities

Solar Energy Corporation of India (SECI) has invited bids to select developers to install 2,112 kW of grid-connected rooftop solar systems under the renewable energy service company (RESCO) mode.

The projects are distributed as follows:

  • International Centre for Genetic Engineering and Biotechnology, New Delhi: 335 kW
  • National Sanskrit University, Tirupati: 177 kW
  • National Institute of Technology, Calicut, Kerala: 1,200 kW
  • National Institute of Technology, Raipur, Chhattisgarh: 400 kW

The last day to submit bids is January 2, 2025. Bids will be opened on January 7.

The ceiling tariff for Delhi is ₹5(~$0.059)/kWh and ₹5.15 (~$0.061)/kWh for the others.

The Scheduled Commissioning Date (SCD) for the project’s full capacity will be nine months from the Power Purchase Agreement (PPA) effective date.

The maximum time allowed for commissioning the full project capacity, with applicable penalties, will be up to six months from the SCD or the extended SCD.

The successful bidders will be responsible for operating and maintaining the solar systems during the duration of the PPA.

Bidders must submit a bid processing fee ₹6,000 (~$70). The earnest money deposit for Delhi is ₹301,500 (~$3,559), Tirupati ₹159,300 (~$1,880), Calicut ₹1.08 million (~$12,752), and Raipur ₹360,000 (~$4,250).

Selected bidders must submit a performance guarantee of ₹3,375 (~$40)/kW before signing the PPA.  They must also submit service charges of ₹1,350 (~$16)/kW.

Only commercially established and operational technologies must be used to minimize the technology risk and achieve timely system installation.

Bidders for Delhi should have a minimum net worth ₹3.01 million (~$35,540) as of the last financial year. The net worth for Tirupati is ₹1.59 million (~$18,773), Calicut ₹10.8 million (~$127,497), and Raipur ₹3.6 million (~$42,499).

They must also have a minimum working capital of ₹3.77 million (~$44,506) for Delhi, Tirupati  ₹1.99 million (~$23,492), Calicut ₹13.5 million (~$159,371), and Raipur ₹4.5 million (~$53,123).

The modules used in the project must be listed in the latest Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.

In September, SECI invited bids to set up 30 MW grid-connected rooftop solar systems in Andaman and Nicobar Islands under RESCO mode.
