RECPDCL Invites Bids to Add Transformation Capacity at Raghanesda Solar Park

REC Power Development and Consultancy (RECPDCL) has invited bids to establish an inter-state transmission system (ISTS) to augment transformation capacity at Banaskantha (Raghanesda), Gujarat.

The last date to submit bids is December 3, 2024. Bids will be opened on the same day.

The request for proposal document fee is ₹500,000 ($7000) plus 18 % GST.

The project involves augmenting the existing power substation at Banaskantha (Raghanesda) with 2×500 MVA, 400/220 kV ICTs for the planned evacuation of 700 MW of renewable energy from the Gujarat Power Corporation’s Raghanesda Ultra Mega Solar Power Park. Subsequently, an additional 250 MW has been included to evacuate solar power from Spring Power Earth Solar Park.

However, to accommodate 300 MW beyond 950 MW at Banaskantha (Raghanesda) PS (GIS), an additional 2×500 MVA, 400/220 kV ICTs (3rd and 4th) must be installed. The Raghanesda—Banaskantha 400 kV D/C line (Twin AL-59) is sufficient to evacuate this 1,250 MW evacuation requirement.

The scope of work covers the establishment, operation, and maintenance of the project on a build, own, operate, and transfer basis and the completion of all the activities for the project, including survey, detailed project report formulation, arranging finance, project management, necessary consents, clearances and permits,  land compensation, design, engineering, equipment, material, construction, erection, testing, and commissioning.

Bidders must have developed infrastructure projects with a minimum aggregate capital expenditure of ₹5 billion (~$59.67 million) in the last five years. The capital expenditure of each project must not be less than ₹1 billion (~$11.93 million).

Alternatively, bidders should have executed construction projects in the infrastructure sector and received aggregate payments for at least ₹5 billion (~$59.67 million) during the last five financial years. The payment received from each project must not be less than ₹1 billion (~$11.93 million).

Bidders should have a minimum net worth of ₹2.5 billion (~$29.83 million) in the last three financial years.

Recently, RECPDCL issued a request for proposal to establish an ISTS to evacuate 4 GW of power from the Renewable Energy Zone Phase V (Sirohi-Nagaur Complex) in Rajasthan.

RECPDCL had also invited bids to set up an ISTS to evacuate up to 3.5 GW of renewable energy from Lakadia in Gujarat.
