Rajasthan Floats Tender for 15 MW Rooftop Solar Projects on Government Buildings

Rajasthan Electronics and Instruments Limited (REIL), a joint venture between the Government of India and the Rajasthan government, has floated a tender to survey, design, supply, install, test, and commission 15 MW of grid-connected rooftop solar photovoltaic power projects on state government buildings.

Bids must be submitted by January 24, 2025. Bids will be opened on January 25.

Bidders must pay an earnest money deposit of ₹870,000 (~$10,143)/MW and a tender fee of ₹5000 (~$58.25).

Selected bidders must cover the design, supply, installation, testing, and commissioning of grid-connected solar rooftop projects with net metering. They must also provide comprehensive operation and maintenance (O&M) for 25 years.

The project’s expected cost is ₹43.5 million (~$507,156)/MW.

Bidders must submit offers for a minimum capacity of 5 MW. The minimum bid capacity for any district cannot be less than 5 MW.

They must allocate their eligible capacity across their preferred districts, either equally or in varying amounts, specifying the per MW rate for each preferred district.

REIL reserves the right to invite the L1 bidder from another district if no bids are received for a particular district. The selected L1 bidder must accept the allocation.

After deducting the O&M payment, the payment terms for supply, installation, commissioning, and the 25-year comprehensive maintenance contract are as follows:

  • Supply of Solar PV Modules and Inverters:
  • 10% of the order value will be released after the supply of solar PV modules and power inverters, submission of payment receipts from the beneficiary, and REIL’s payment release.
  • Supply, Installation, and Commissioning:
  • 20% of the order value will be released after the successful supply, installation, and commissioning of the system (including solar PV modules, structure, foundation, inverter, cabling, etc.), along with the submission of the following documents:
    • Invoice.
    • Details of the installed system, signed and stamped by the installer.
    • The installation completion certificate, signed by the beneficiary and the installer.
    • Photographs of the system with the beneficiary, signed and stamped by the concerned authority, showing key components, including the solar rooftop system, inverter (with serial number), alternating current distribution box, direct current distribution box, and lightning asserters at the site.
  • Invoice.
  • Details of the installed system, signed and stamped by the installer.
  • The installation completion certificate, signed by the beneficiary and the installer.
  • Photographs of the system with the beneficiary, signed and stamped by the concerned authority, showing key components, including the solar rooftop system, inverter (with serial number), alternating current distribution box, direct current distribution box, and lightning asserters at the site.
  • Performance-Based Payment:
  • 2.5% of the order value will be paid to the contractor every three months for the successful operation after the commercial operation date (COD) over seven years, along with a payment receipt to REIL.
  • Comprehensive O&M Payments:
  • Charges for the comprehensive O&M of the rooftop solar power projects for 25 years from the COD will be paid annually.
  • An amount of ₹475,000 (~$5,534)/MW for the quoted capacity will be paid to the contractor at each year’s end for 25 years, with an annual escalation of 3% starting from the completion of the first year.

Bidders must align their financial bid for comprehensive O&M with the prevailing market rates.

Bidders must have designed, supplied, installed, tested, and commissioned grid-connected solar power projects.

Bidders must have completed at least one similar project with a minimum capacity of 5 kW and commissioned grid-connected solar power projects with a cumulative capacity equal to or greater than 10% of the quoted capacity in the last seven years before the bid submission date. The scope of supply in these past projects may have included or excluded modules and inverters.

They must have a minimum net worth of ₹6 million (~$69,949)/MW, calculated based on their quoted capacity in MW. The lead member must meet this requirement exclusively if the bidders are a consortium.

Bidders must have a minimum average annual turnover of ₹10 million (~$116,510)/MW, calculated based on the quoted capacity, over the last three financial years.

In April last year, REIL invited bids for the supply of 200,000 Mono PERC solar cells with 5.50Wp power output.
