Power and Energy Consultants Bags Consultancy Contract for 800 MW Solar Park

Power and Energy Consultants India, an energy sector consultancy service company, has been awarded the consultancy contract by TUSCO to prepare a feasibility-cum-detailed project report for an 800 MW ultra-mega solar power park in Chitrakoot, Uttar Pradesh.

The company quoted ₹4.99 million (~$60,848) to bag the order.

TUSCO, a joint venture company of THDC India and the Uttar Pradesh New and Renewable Energy Development Agency, floated the tender for consultancy in March this year.

The tender received technical bids from four companies, of which only two qualified for financial evaluation, and the contract was awarded to Power and Energy Consultants.

TUV SUD South Asia was the other company that qualified for the financial round.

Power and Energy Consultants must submit the feasibility-cum detailed project report within three months from the effective date of the project, i.e., August 11, 2023.

Any delay attributable to the consultant beyond the scheduled completion period of the entire work will attract liquidated damages at 0.5% of the contract value per week, subject to a maximum of 10% of the contract value.

The broad scope of service consists of preparing the detailed project report for developing an 800 MW solar power park comprising both technical and commercial analysis to understand the attractiveness, feasibility, risks, and mitigation plans related to setting up the solar park.

The area of the proposed project will be about 4,000 to 4,500 acres.

The agency should use information gathered from quarries, unlined wells, and cuttings from nearby areas. They must also gather data regarding the removal of overburden by excavation, erosion, or landslides in the area. Similarly, data regarding recent fills should also be studied to determine the fill’s characteristics and the original strata.

Additionally, the firm should provide an initial feasibility report to understand the business model for the proposed renewable energy park. The feasibility report should include the business model possible for the renewable energy park, regulatory approvals, proposed buyer of electricity generation, and probable buyer for signing the power sale agreement.

The detailed project report will include the technical and financial parameters for developing the solar park.

In February this year, TUSCO invited bids to select an environmental and social impact assessment consultant to develop 600 MW of solar power projects in the Jhansi district of Uttar Pradesh.

Earlier, TUSCO had invited bids to appoint a consultant to prepare pre-feasibility and detailed project reports for the development of floating solar power projects in Uttar Pradesh.
