Northern Railway Floats Tenders for 2.79 MW Solar Projects

The Northern Railway, Moradabad division, has issued two tenders to set up solar projects with a combined capacity of 2.791 MW at residential and service buildings and level crossing gates.

Bids must be submitted by February 27, 2025. Bids will be opened on the same day.

The scope of work for both projects involve designing, supplying, testing, and commissioning the solar project. The project must use monocrystalline passivated emitter and rear cell (Mono PERC) half-cut type modules, string inverters equipped with maximum power point tracking and remote data logging capabilities, and aluminum mounting structures.

Tender 1 (1.229 MW)

The first tender involves installing 1.229 MW solar projects across residential buildings within the division.

Bidders must submit an earnest money deposit of ₹481,000 (~$5,789) and a performance guarantee of 3% of the contract value.

The project’s estimated cost is ₹662.9 million (~$7.98 million).

Tender 2 (1.562 MW)

The second tender involves installing a 1.527 MW solar project at service buildings and a 35 kW project for level crossing gates within the division.

Bidders must submit an earnest money deposit of ₹564,000 (~$6,787) and a performance bank guarantee of 3% of the contract value.

The project’s estimated cost is ₹829.8 million (~$9.99 million).

Successful bidders for both projects must commission them within six months of the award. They must also provide comprehensive annual maintenance services for 10 years at ₹586.46 (~$7.06)/kW after a one-year warranty period.

The tenders do not allow bids from joint ventures or consortiums.

Bidders must have one of the following experiences in the last seven years:

  • Completed or substantially completed three similar works, each costing at least 30% of the advertised tender value.
  • Completed or substantially completed two similar works, each costing at least 40% of the advertised tender value.
  • Completed or substantially completed one similar work, costing at least 60% of the advertised tender value.

Bidders must have an average annual contractual turnover equal to or exceeding the advertised project value.

Non-compliance with timelines or project specifications will attract liquidated damages, and fraudulent submissions may result in business debarment.

The Railway Energy Management Company recently invited bids to select developers to supply 500 MW of round-the-clock power from grid-connected renewable energy power projects (with or without storage) to the Indian Railways.
