NHPC Invites Bids for 1.2 GW Wind-Solar Hybrid Power Projects

NHPC has invited bids to select developers to set up 1.2 GW interstate transmission system (ISTS)-connected wind-solar hybrid power projects with or without energy storage (Tranche-X).
The tender also has the provision for an additional 1.2 GW greenshoe option.
The last day to submit the bids is January 16, 2025. Bids will be opened on January 21.
The processing fee for the cumulative capacity quoted by a bidder (bid capacity/contracted capacity) is structured as follows:
- For 50 MW, the fee is ₹300,000 (~$3,532) plus 18% GST.
- For capacities above 50 MW up to 100 MW, the fee is ₹500,000 (~$5,887) plus 18% GST.
- For capacities above 100 MW up to 250 MW, the fee is ₹1 million (~$11,775) plus 18% GST.
- For capacities above 250 MW up to 500 MW, the fee is ₹2 million (~$23,550) plus 18% GST.
- For capacities above 500 MW, the fee is ₹3 million (~$35,325) plus 18% GST.
Bidders must furnish an earnest money deposit of ₹942,000 (~$11,092) x rated cumulative installed capacity of the solar component in MW + ₹1.29 million (~$15,189) x rated cumulative installed capacity of the wind component in MW + ₹1.36 million (~$16,014) x rated cumulative installed capacity of the energy storage component in MW, if any.
Selected bidders must submit a performance bank guarantee of ₹2.35 million (~$27,671) x MW of solar component + ₹3.24 million (~$38,151) x MW of wind component + ₹3.41 million (~$40,153) x rated cumulative installed capacity of the energy storage component in MW, if any.
The total capacity that can be offered should not surpass 600 MW but can go up to 1,200 MW for bidders utilizing the greenshoe option. However, for projects in the northeastern states and special category areas, the minimum contracted capacity a bidder can offer is 30 MW.
A hybrid power project will mean a project comprising two components – one solar and one wind power project. The rated installed project capacity of either of the two components should be at least 33% of the contracted capacity.
Bidders can set up their solar power projects anywhere in India on land they identify and either purchase or lease at their discretion, expense, risk, and responsibility. They must specify the proposed locations of their projects when submitting their bids.
Only commercially established and operational technologies must be deployed to minimize technology risks and ensure the successful commissioning of the projects.
Only wind turbine models listed in the Revised List of Models and Manufacturers and solar modules registered in the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy must be deployed.
Bidders must have a net worth equal to or exceeding ₹13.7 million ($161,319)/ MW during the financial year immediately preceding the bid submission. A minimum annual turnover of ₹6.85 million ($80,659) per MW during the last financial year is mandated.
