Maharashtra Invites Bids for 1.095 MW of Solar Systems at Police Stations

The Maharashtra Energy Development Agency (MEDA) has invited bids for the survey, design, fabrication, supply, installation, testing, commissioning, and maintenance of 1,095 kW grid-connected, ground-mounted and rooftop solar systems with net metering.

The systems are distributed across 32 police stations in Gadchiroli and 7 in Bhandara district, Maharashtra. The contract also includes operation and maintenance for five years.

The last date for the submission of bids is September 26, 2024. Bids will be opened on the following day.

The estimated project cost is ₹60.2 million (~$721,245).

Bidders must furnish an earnest money deposit of ₹602,535 (~$7,212) and a tender fee of ₹29,500 (~$353), including 18% GST.

Successful bidders will have to provide 3% of the contract value.

Bidders must ensure the free replacement of defective or damaged components during the five-year comprehensive maintenance contract after commissioning for optimal system performance.

Bidders must conduct a site visit before submitting their bids, without which quotes will not be accepted.

All solar installations should be commissioned within 150 days of receiving the work order.

Issuance of work orders will be based on the funds received from the Government of Maharashtra.

Selected bidders will be responsible for installing the net-metering system, which includes applying to the relevant DISCOM with the required documentation and fees. They must provide sealed and tested energy meters for both the consumption and generation sides of the solar systems, including a bidirectional meter in line with DISCOM specifications.

The successful bidders must apply for net metering within seven days of receiving the work order and notify the respective authorities of any pending energy bill payments.

Bidders must have installed and commissioned a solar power project with a capacity of at least 330 kW in any one year over the last five years.

A list of commissioned projects must be submitted with the tender, including copies of commissioning certificates and work orders/contracts/agreements from the employer.

Bidders should be manufacturers or authorized suppliers of solar components and must supply materials like modules that comply with the standards outlined in the tender document.

They must also provide a test certificate for SPV modules issued by MNRE/BIS/IEC and an authorization or dealership certificate from the manufacturer.

Bidders must have completed similar projects for central/state government entities, public sector undertakings, or other public sector entities. Preference will be given to those with experience in Maharashtra.

Bidders must have experience in the supply and completion/commissioning of rooftop solar projects with a capacity of 1,095 kW and an estimated cost of ₹60,253,456 (~$721,245).

Bidders must meet one of the following criteria during the last five years:

  • Three similar completed works, each costing at least 40% of the estimated cost of ₹24.1 million (~$288,467)
  • Two similar completed works, each costing at least 50% of the estimated cost of ₹30.1 million (~$360,307) each
  • One similar completed work costing at least 80% of the estimated cost of ₹48.2 million (~$576,970)

Last year, MEDA invited bids for installing 1.062 MW of grid-connected rooftop solar systems on buildings of the Government Medical College and Hospital, Nagpur.

Earlier, MEDA invited bids for installing 10 MW of rooftop solar systems under the capital expenditure model on government buildings at various locations in the state.
