Madhya Pradesh Tenders 1.5 GW Solar Projects Under KUSUM

Madhya Pradesh Urja Vikas Nigam (MPUVNL) has issued a request for proposal (RfP) to select renewable energy power generators to set up a cumulative capacity of 1,500 MW solar projects in Madhya Pradesh under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan program.
The power generated from these projects will be sold to MP Power Management Company.
Component C of the PM Kusum program helps farmers solarize their agricultural pumps.
Bids must be submitted by March 31, 2025. Bids will be opened on April 7.
Bidders must pay an earnest money deposit of ₹100,000 (~$1152.7) per MW. They must also furnish a tender processing fee of ₹5,000 (~$57.6) per MW and 18% GST.
The scope of work entails the design, engineering, supply, construction, erection, testing, and commissioning of the project, including the construction of the bay and related switchgear at the substation.
Successful bidders must provide comprehensive operation and maintenance services for 25 years.
Bidders can participate in self-development mode or developer mode. For the self-development mode, they could be individual farmers, groups of farmers, cooperatives, panchayats, farmer producer organizations, water user associations, and government agricultural institutes.
Bidders in developer mode can be corporate bodies, bidding consortiums, or joint ventures.
No financial eligibility criteria have been prescribed for bidders participating in the self-development category. However, when bidding, bidders must own the land they intend to set up the solar power projects.
Bidders participating in the developer mode must have a net worth of ₹10 million (~$115,279) per MW.
In December 2024, MPUVNL invited bids to standardize rates and select contractors for 26 MW of grid-connected and off-grid rooftop solar systems under engineering, procurement, and construction mode.
