Kerala Floats Tender to Empanel Installers of Off-Grid and Grid-Connected Solar Systems

The Kerala State Electronics Development Corporation Limited (KELTRON) has floated a rate contract tender to empanel vendors to install and commission solar power projects.

The last date to submit bids is November 18, 2021. The bids will be opened the next day.

Bidders have to furnish ₹100,000 (~$1,345) as an earnest money deposit. The successful bidder has to provide ₹150,000 (~$2,017) as a performance security deposit.

The bidders should quote under five slabs, per watt solar capacity – 1 kW to 9 kW, 10 kW to 50 kW, 51 kW to 100 kW, 101 kW to 300 kW, and over 301 kW.

The scope of work includes the supply of materials, labor for installation and commissioning of off-grid and grid-connected solar projects.

To participate in the competitive bidding process, the bidder should have installed off-grid and grid-connected solar projects with a total capacity of 50 kW. Of this, one grid-connected solar system should be of at least 10 kW.

The bidder’s minimum annual turnover should be ₹2.5 million (~$33,626) for the last two financial years.

The successful bidder should provide delivery within two to three weeks from the date of the purchase order. In case of delayed delivery, liquidated damages will be applicable at 0.50% per week, subject to a maximum of 5% for delayed delivery and project completion.

KELTRON is an empaneled channel partner for both grid-connected and off-grid solar systems by the Ministry of New and Renewable Energy (MNRE). It is also recognized as an empaneld agency for grid-connected solar projects by the Agency for New and Renewable Energy Research & Technology (ANERT).

The government of Kerala identified KELTRON as a nodal agency to implement solar power projects in the industries and local self-government departments. The solar division of KELTRON has so far executed 250 solar projects totaling 10 MW.

In June 2021, KELTRON invited bids to supply 1,604 multicrystalline solar modules of 330 W output for the 1 MW solar project at Ramakkalmedu in the Idukki district of Kerala.

Mercom had earlier reported that KELTRON floated a short-term expression of interest to empanel agencies and engineering, procurement, and construction contractors to install grid-interactive hybrid rooftop solar projects at different offices across Karnataka.
